If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The property is currently permitted as milk processing plant and 2,500 cow dairy, located on one contiguous parcel totaling approximately 118 acres. There is currently a pending recorded exemption to split the property into two parcels. This proposal is to discontinue the dairy portion of the current USR permit and also expand the milk plant. The milk plant will be located on lot A of the pending Recorded Exemption. The request is to expand the current milk plant operation from a total of 47,803 square feet approved with the current USR permit to a total of 98,000 square feet. The additional square footage will include additional coolers, dry storage area, processing, and office areas. The facility will be operated under applicable local, state and federal regulations. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). Section 22-2-60 A.Goal.1 states"Conserve agricultural land for agricultural purposes which foster the economic health and continuance of agriculture". 1.A.Policy 1.1 states "Agricultural zoning will be established and maintained and promote the County's agricultural industry. Agricultural • zoning is intended to provide areas for agricultural activities and other uses interdependent upon agriculture." The proposed use is consistent with the Weld County Comprehensive plan through the preservation, enhancement and growth of agriculture. The facility is directly related to and dependent upon agriculture. This milk processing plant supports the organic dairy adjacent to it and other dairies located in Weld County. The site that the plant sits on is not located within a flood hazard zone, a geologic hazard zone or airport overlay zone. The property use is necessary in Weld County to preserve the agricultural economic base historically attributed to the area. The proposed request is consistent with the Weld County Comprehensive Plans support of agricultural activities. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning)and the zone district in which it is located. This use is allowed in the Ag Zone as a Use by Special Review as stated in Sec. 23-3-40"Uses by Special Review" letter W. "Processing" of the Weld County code. As a milk processing facility this plant supports agriculture in Weld County and is dependant on the dairy adjacent to the plant as well as other dairy facilities located in Weld County. 4. What types of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Agricultural uses surround this site. Adjacent land uses are farming, and an organic dairy, which • provides the milk to this processing plant. This proposal is compatible with the surrounding agricultural uses and the Weld County Comprehensive Plan. • • 5. Describe, in detail, the following: a. How many people will use this site? This site currently has approximately 65 employees and has estimated approximately 120 employee's total. On average there have been approximately 20 owners and owners' family, sales representatives, and visitors to this facility per week and is not expected to increase. b. How many employees are proposed to be employed at this site? At full build-out, it has been estimated that this facility will employ approximately 120 employees working over three shifts. This number may be enlarged or reduced depending on automation advancements or the type of processing within the expansion. c. What are the hours of operation? The facility will operate 24 hours per day. Milk trucks delivering raw milk, equipment operations, trucks, maintenance activities, and delivery trucks for final packaged goods will be dispersed over a 24 hour period. d. What type and how many structures will be erected (built)on this site? One milk processing plant is currently constructed on the site. The proposal is to expand this facility to 98,000sqft, add a new scale with a scale house, and continue to use temporary office trailers when needed. The waste treatment area will also need to be expanded. Please, refer to the site plan maps for detailed drawings of the site and structures to be built. e. What type and how many animals, if any, will be on this site? The dairy that was permitted with the original facility has been removed and that portion of the USR is being vacated. The milk plant facility is now located on Lot A of the recent recorded exemption with Lot B being returned to irrigated pasture for normal agricultural uses. f. What kind (type, size, weight)of vehicles will access this site and how often? Typical vehicles accessing this site include employees, equipment and sales delivery trucks, milk delivery trucks and trucks exporting the final packaged product. Employees—Daily --18 Loads via Semi-Tractor of raw milk are received daily, it is estimated that the facility will receive 40 loads at build out. (2-local from adjacent dairy) --20 Loads via Semi-Tractor of final packaged goods currently leave the site, it is estimated that approximately 40 loads will be shipped at build out. --2 Loads of supplies are delivered daily, it is estimated that 4 loads will be delivered at build out. • • • • g. Who will provide fire protection to the site? Fire protection will be provided by Mountain View Fire Protection District. Currently there are several fire hydrants on site. h. What is the water source on the property? (Both domestic and irrigation). The plant is served through Little Thompson water district tap. There is no irrigation water associated with the plant. What is the sewage disposal system on the property? (Existing and proposed). The plant is served through a sewer tap from the St. Vrain sanitation district. j. If storage or warehousing is proposed, what type of items will be stored? The cooler expansion will allow for short term storage(as milk is perishable) of the final packaged product before being ship to stores. Packaging, equipment parts and supplies for normal milk production activities will be stored on site. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Landscaping will include a decorative rock entrance, as well as decorative rock around the plant. Other landscaping will include the natural areas and pasture. Please see the site plan map for details. • 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Reclamation procedures include compliance with applicable state regulations. Should the facility be permanently discontinued for use as a milk production facility it would be marketed under applicable county planning and zoning regulations to its greatest and best use. 8. Explain how the storm water drainage will be handled on the site. Storm water is collected into the storm water retention pond, and then released to the pasture below on the adjoining property. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The milk production facility currently exists; the expansion plans may take up to five years to reach full build out. The dairy farm under the current permit has already been demolished and will be vacated from this amended permit. Landscaping will be added as the project develops. 10. Explain where storage and/or stockpile of wastes will occur on this site. There will be no wastes storage or stockpiles being proposed.
