For those of you who do not know me, my name is Kathy Rickart. I am from Windsor, Colorado. My background is in agriculture, youth and adult development and education. As a former CSU Extension Agent, I was responsible for youth development programs and supervised those who ran the agriculture programs in Elbert County for 24 years. I continued in youth and adult development for another 7 years until I retired. I continue to pursue agricultural, youth and adult development activities in my retirement. I attended part of the meeting today on the "O" street extension, nicknamed "the yellow brick road," but I was unable to rearrange my entire days schedule to accommodate all of the meeting, so I didn't have the opportunity to have input so I am sending it in the form of a letter instead. As a child, my appreciation, respect and value for agriculture had it roots right where the yellow brick road is proposed. I picked wildflowers and asparagus there. I caught crawfish, tadpoles and wondered in awe at nature. I also pitched hay bales, set irrigation tubes and hoed weeds so the land, where the yellow brick road is proposed, would produce. And produce it did and it still does. This fall, I was on hands and knees picking gourds, pumpkins and squash to sell at the Veggie Stand and Pumpkin Patch, right where the yellow brick road is proposed to go. If the yellow brick road goes through, this piece of land will be taken out of production. How many little chunks of agriculture can be taken away in Weld County before we see the irreversible economic hardship it will eventually cause? Budgets are tight now, but there is always "hope" if agriculture is still a stable economic base. Let that erode away and it will have a profound effect on everything else in the county. Today, the Boy Scouts have used the nature and aquaculture pond areas on this same farm located just to the south of the proposed yellow brick road. Yes, the road would cut the farm into pieces. There are very few locations where youth can go today to learn about nature and experience it first hand. The Tigges Farm is one of those locations. A highway as proposed would change that experience to be something like camping in a parking lot and a lot of the wildlife would move away - another irreversible impact, although minimized in the report presented. Plus, the report neglected to state what the agricultural and human impact would be. Aren't these important factors too? John Muir, one of our most famous conservationist, and responsible for showing Teddy Roosevelt the redwood forest was the root of the formation of our National Forests by President Roosevelt. He said, "If you try to single out one thing in of itself, you will find it is connected to the entire Universe." Teddy Roosevelt was wise enough to realize that some things need to be preserved for the future and that change is not always the answer for the future. The explanation of Strategic Roads was presented to insure us the future depended upon moving ahead with these roads. I don't agree that all these strategic roads will present us with a better future if we don't look at ALL the things impacted. A partial list was presented and the results were the opinion of those doing the study and only that. Even studies need to be questioned. I feel the "preservation" of the land below the proposed yellow brick road if important to: youth development (our future leaders), stability of agriculture production (little chunks add up to a mighty big hole in the end), and wildlife habitat (after a while, there will be no place to go). Preservation, in the case of"O" street is more important than change for convenience, and that's the only thing I see the "O" street extension providing - "convenience." It's time to go out of our way to keep what is good as it will continue to be good for our future. Keeping the land as is will have a greater positive impact than destroying it! Teddy Roosevelt left a legacy, I challenge you to do the same and realized preservation is as important as change. R ' tea?"Son 7---- November 5, 2008 Re: Notice of Public Hearing Docket # 2008-92 To The Board of County Commissioners: I am unable to attend the hearing on Monday, November 17, 2008 at 9:00 a.m. on the adoption of the O Street Arterial Corridor Study but wish to convey my support of the new route. I have lived on Weld County Road 64.5 for 30 years and cannot begin to count the number of accidents and deaths caused by the increased amount of traffic on this curvy road. With the addition of the factories on this road the problem will only increase. An alternative route is the only answer to saving lives. The issue of saving the Poudre river environment has also been raised. However, with the development of Weld County in this area, and the mining operations, this area has already been impacted environmentally-- but the Poudre River Trail is still a beautiful addition to this district and can continue to be. The road would make easier access to the Trail for bikers, which is still a problem on the county road as visibility on the curves is minimal during the growing season, and there is NO shoulder for them to move onto when traffic requires it. I am confident this new road can be accomplished with as little impact on the environment as possible and is a necessary addition for safety and convenience. I reside at 93 Flat Iron Lane, Severance, CO. I have been a resident of Weld County my entire 40 years, living 20 years at 31703 WCR 23, Greeley, CO on an eighty acre farm, and 14 years at 12677 WCR 66, Greeley, CO as a partner in a family dairy. I have been a close friend of the Firestien family my whole life, and can adequately say that I am familiar with the area of O Street. I have sidelined the Firestien family throughout the proposed O Street Alignment. The countless hours that this family has spent investigating the new road has resulted in absolutely NO ONE supporting the O Street extension. It is senseless. I attended the commissioner meeting on November 17, 2008. NOT ONE Weld . County resident that voiced an opinion offered to sustain the O Street proposal. The Weld County seal, or emblem, which all of you gentlemen sit in front of at the commissioner meetings, represents agriculture, just as the Firestien farm represents the rural heritage of our county. If you vote for the O Street alignment, you will be erasing a piece of Weld County agriculture that has been around since the early nineteen hundreds. You will also be evacuating an endangered wildlife habitat that carries the Poudre River, and also houses a bald eagle's nest. Recreation via the Poudre River Trail will be disrupted, as well as the Boy Scout trips that have been hosted at the fish ponds. A piece of Weld County that is this precious, and NOT ONE of our commissioners have even set foot on ANY of this property. Weld County needs to be preserved and remain the third leading agricultural area in the United States, and the leading • producer in Colorado for cattle, grain and sugar beets. • The Weld County web page: it advocates opportunity for recreation, wildlife, agriculture, abundance of water and green fields. O Street will destroy these opportunities for all categories of life. Click on the tab "about Weld County," and you will read that Weld County "puts the right things in the right places." I truly, deeply believe that O Street will completely do the opposite and create nothing but obstacles and distractions for our present and future environment. There are other options! Weld County Road 54, which runs close to Two Rivers Parkway, already provides a straight route to I-25. It would be a much easier alternative, and carryout a more profitable expansion by allowing development on BOTH sides of the road-O Street would NOT be able to offer this opportunity to future businesses. As elected officials that represent Weld County, I urge you heavily to vote against the O Street alignment. O Street has already seized the life of Wilbur "Chuck" Firestien on January 19, 2004, by way of a senseless accident. Respectfully Submitted, Michelle Podtburg Printable Page 1 of 2 Residents fight 0 Street expansion again BY BILL JACKSON, The planned expansion of O Street northwest of Greeley is not wanted, and, in the opinion of many, not needed, Weld County Commissioners heard Monday. Commissioners conducted a public hearing on the O Street Arterial Corridor Study, an effort of the county, the city of Greeley and the town of Windsor that would expand O Street west from 83rd Avenue to hook up with Crossroads Boulevard in south Water Valley, then continue on to Interstate 25. Between 75 and 100 people showed up at the morning meeting to oppose that plan, many wearing 'Stop O Street' signs. The crowd dwindled to about half as the meeting spilled into the afternoon hours. Wayne Howard, a county engineer with the department of public works, said the study began two years ago by Greeley as an extension of O Street to Colo. 257 on the southeast side of Windsor. Earlier this year, the county and Windsor joined the effort to look at ways to best handle traffic by 2035, which includes the current widening of U.S. 34 Business to four lanes from Greeley to Colo. 257 and using the two-lane Colo. 392 from U.S. 85 to Windsor along with an expansion of O Street. By 2035, Howard said, current estimates are that U.S. 34 would see 50,000 vehicles per day, Colo. 392 would handle 21,000 per day and the extended O Street would take 12,000 to 25,000 per day as either a two-lane or four-lane expansion. But, he stressed, "There is not funding currently available to construct the (O Street expansion) road and there may not be for a number of years." Weld Commissioner Dave Long said in a previous interview that the expansion would not happen anytime soon. "We're looking at something at build-out that might be 5, 10, 15 or 20 years in the future," Long said. The corridor committee that developed the study looked at four alternatives to the expansion and decided the best would be a straight line expansion from 83rd Avenue to hook into Crossroads Boulevard as it comes out of Water Valley South. That plan, commissioners were told by several in attendance, would result in the removal of homes owned by Ruth and Judy Firestien, who live at the intersection of 83rd Avenue and O Street, would disturb important wildlife habitat, destroy the only true open space left on the Poudre River between Fort Collins and Greeley, and would devalue other homes along O Street. The opponents said officials didn't listen to their objections and others at previous hearings, and officials didn't look at all the alternatives. One of those alternatives not addressed at the first public hearing was to extend O Street up to Weld County Road 64.5, go west for two miles, then drop down to Crossroads Boulevard. Howard said that would bring the road too close to the Great Western Railway at 83rd Avenue and Weld 64.5 and would be the most expensive of the alternatives. But Tom Livingston of Fort Collins, who owns a farm along Weld 64.5 and who is a developer, said that alternative makes more sense because homes and/or commercial development could be built on both sides of the road. He said that wouldn't be possible if 83rd Avenue were extended using the preferred straight route.
