My neighbor's fish farm and wild life • area also needs protection. • 4. Do you have any other comments regarding any_of the alternatives? _____ _ There are other alternatives that I feel, as did several at the open house, that should be • considered and investigated. Why not use the existing road 641/2, since it is an existing • road already, and come along the railroad track or joining alternative A to the first curve north of 0 street. Or come past the Allison home and follow the "seep" ditch up to the • curve and again use the existing road. I've been hearing that people don't want to drive that % mile north and then farther west ill '/2 mile south to join the proposed road coming from the west—I don't believe that it • makes any difference to anyone once they are driving anyway. That just doesn't set with • me very well. We appreciate you meeting with us to discuss early plans and would like to continue to be involved in the review process throughout the design of this extension. At this time, we have some concerns that will need to be addressed: • 1 As laid out in the plans we viewed, the curve to the south at the west end of our property cuts through • an incorporation field (field 58) that is vital to our process . We cannot afford to give up acreage in this • area. We would propose that the curve begins to head south to the west of this field and begin its traverse south in our dry acreage (field 104A). This is shown in the area labeled "A" on the attached • drawing. • 2. In the middle section of the straight east/west run through our property (on Poudre Trail Drive), the proposed road is bounded on the north by an open ditch (just north of Poudre Trail Drive) that carries • storm and dilution water to the Poudre River and to the south by a concrete irrigation ditch. Around • this irrigation ditch are several utilities lines (City of Greeley water. Windsor sewer line. and potentially some telephone lines). This concrete ditch and the utilities would have to be relocated further south to accommodate this road expansion. While this will encroach on two of our incorporation fields (field • 57 and 57A). we think this can be done with minimal loss to our acreage. This is shown in the area labeled "B" on the attached drawing. In addition, we do have sludge lines that go under this road in this same area . • 3. Since this extension effectively cuts off the manufacturing facilities from the waste water treatment plant, we will have to ensure safe crossings north to south across this extension. This becomes even more significant if we lose access to the plant from the west if either of the roads on Broe property • (Kodak Drive or the western end of Poudre Trail Drive) are removed (this could also lead to higher semi-tractor/trailer traffic on the O Street extension). In particular, there will need to be a crossing • near the center of our property (south exit of Howard Smith Avenue East, labeled "C" on the attached drawing) and at the road to the south that heads to our waste water treatment facilities (labeled "D" • on the attached drawing). These are fairly close together and adequate room will have to be allowed • for to make safe left hand turns. There may also be some need for another safe intersection near the • west end of our property (south exit of Howard Smith Avenue West, labeled "E" on the attached drawing) if that section remains open to the plant (it appeared from one of the drawings that this section may be disabled). • 4. While this may not be formally a part of the initial O Street Extension, we do not support the spur from the area labeled "D" on the attached drawing that runs southeast to Tract J . I had hoped to give this to you in person either at a meeting with the Tigges' or at the Open House, • but since both have been delayed , I thought I would go ahead and email my thoughts to you. • Following are a few alternate route ideas (please see attached map also): • • 1 . Northern Route — I think the City of Greeley suggested a similar route in 2005. When traveling west on O Street, after passing through Farmer's Spur, the road could go diagonally • to the north and run parallel to the railroad tracks until it reaches 83rd Avenue/Road 27, when • it would join with County Road 64. 5. The road would then continue on County Road 64.5 until it reaches the next major curve just past Road 25. It would then dip down and join • Windsor's alignment in the Great Western Industrial Park (GWIP). • Alternatively, O Street could be used past Farmer's Spur and curve to the north before or • after the Victorian House just east of 83rd Avenue. • Advantages : 1 . By eliminating two tight curves on County Road 64. 5, many accidents could be avoided. There continue to be numerous accidents on both curves and several have resulted in • fatalities on the curve at Road 27 and Road 64. 5. Combining with the Two Rivers Parkway • project, this curve could become a 4 way stop/stoplight type intersection . • 2 . Existing roadway could be used on County Road 64.5 from Road 27 to Road 23.75. I • would think this would be a big help to the budget. • 3. All the congestion of ponds, oil wells and irrigation ditches between county Road 25 and • 27 would be avoided . • 4. Aside from a few oil wells, there are very few obstacles in the area west of County Road • 23.75 where the road would dip to the south. There are also few obstacles for a road • running parallel to the railroad tracks east of 83rd Avenue. 5. This would leave an area about 1 .5 miles square surrounding the Poudre River • undisturbed. This would be a great advantage to the wildlife in the Poudre River riparian • corridor as it would have the least amount of impact on the river corridor. With all the lakes and wildlife habitat, this area could be preserved for years to come as a nature area and as a • buffer between the industrial park and the City of Greeley. • 6. Staying further north of the Poudre River would also avoid placing the road close to the • Poudre River Trail. The City of Greeley has worked a long time on completing the trail and it is a great place to enjoy nature. Having a road nearby would definitely impact the trail. • • 1 • • 7. Extending O Street straight west would duplicate County Road 64. 5. By using the • existing roadway, no duplication exists. • Disadvantages : . • 1 . If the road is eventually widened to 4 lanes, it would impact several homes on County Road 64.5 in the Bracewell area and west of Bracewell. • • 2. Southern Route — Again , I believe the City of Greeley proposed a similar route in 2005. • realize some development has happened in the general area since then, but I think a • southern route could still be viable. • Once again traveling on O Street heading west, the road could now curve to the south near . the Victorian house on O Street, traveling through the corner of Aggregate Industries . property. It would then meet up with 83rd Avenue and continue south to County Road 62.25, where it would turn west. There would be a good mile of existing roadway here and at the • corner of County Roads 62.25 and 25, it could curve northward and connect with Windsor's • route again in the Great Western Industrial Park. It might also just continue on Road 25 and curve through La Farge's property into the GWIP. . • Advantages : • 1 . Existing roadway would be used on 83rd Avenue, Road 62. 25 and possibly Road 25. • 2 . Aside from a few oil wells, there are very few obstacles for this alternative, except for traveling through Aggregate Industries property. • 3. Only about 1/2 mile of the Poudre River Corridor would be disturbed as opposed to nearly • two miles with the "straight" O Street alignment. The road would run parallel to the Poudre • River Trail where it is nearest the roadway. This would keep the human impact to just one • side of the river corridor, instead of both sides. • 4. Again a 1 .5 square mile area of the Poudre River Corridor would be preserved for wildlife • and open space. • 5. All the congestion of ponds, oil wells and irrigation ditches between county Road 25 and • 27 would be avoided . • 6 . Part of the land in question is owned by LaFarge, who is apparently on board for this road • project. I would think LaFarge would be happier to have a road on the edge of their property rather than a road cutting through the middle of their mining operation . • • 7. This alternative would give drivers two opportunities from Two Rivers Parkway/83rd Avenue to access Greeley. They could travel O Street from 83rd Avenue into Greeley and they could also easily access 4th Street as a second alternative to reaching Greeley. In • addition , drivers coming from Greeley could exit Hwy. 34 and access the GWIP more quickly with this southern route. • • • 2 • • • • Disadvantages : • • 1 . Aggregate Industries would be impacted and would need to relocate some of their equipment/buildings. • 2. This path is not a straight alignment, could require a new river bridge and would cross the • Poudre River Trail. • • 3 . Southern Route #2 - Fourth street could be extended to 95th avenue. Straighten the curve on 95th Avenue and take it straight north as the road turns into County Road 25 and • then curve it onto the LaFarge property and then into the Great Western Industrial Park. Advantages : • • 1 . This alternative would use mostly existing roadway except for the piece between 83rd and 95th Avenues. • . 2. This alternative would also allow traffic from Hwy 34 to exit into the Great Western Industrial Park (GWIP) and would also allow access to GWIP from 4th Street. • • 3. There are few obstacles in the way. • Disadvantages : • 1 . This is not a straight alignment. • 4. Gentle Curve/Straight Alignment — If you absolutely must continue nearly straight west I with a "gentle curve" around our houses, we would like to suggest that you go south of the houses and continue west along the property line between our property and the Hall's • property. We understand Hall-Irwin is on board with this project, so we would like to suggest that they share the burden of the road with us along our property line. I cannot suggest what • you should do with regard to crossing the Tigges' property. • Advantages : • • 1 . The only advantage to this route is that it is fairly straight. Disadvantages : • Extending O Street west: • 1 . This route severely impacts a quiet river valley. The river corridor, wildlife and wetlands will be greatly disrupted and even destroyed. • • 2 . This route destroys our neighbor's wildlife/recreation area that has been approved by the Weld County Commissioners. • 3. This route must work its way through ponds, recreation area , around oil wells and will • cross the Whitney Irrigation Ditch. S 3 • • • • • • • I have a few other thoughts that I think you should consider: • • How will you deal with the required buffer zone of/4 to '/2 mile from a bald eagle's nest • with the nest located on the Tigges' property? • • If you draw a straight line from Crossroads Boulevard/I-25 towards Greeley, the alignment more closely matches up with 4th Street than with O Street. (It actually is even closer to matching up with Road 62.25 — Crossroads Boulevard is County Road 62 .) Are people really going to drive O Street all the way across to the north side of Greeley, when • they actually live somewhere south of 4th Street? Most of the development in Greeley is on the south side. • • Why can't the existing roads first be improved and widened — such as Hwy 392 and Hwy 34? These roads are a mere two miles on either side of O Street. • In conclusion , I would ask you to consider two things - the Cache la Poudre River and the Rural Character of Weld County. • Firstly, the Cache la Poudre River has just been listed as one of America's most endangered rivers by American Rivers (http://www. nxtbook.com/nxtbooks/americanrivers/endangeredriversfindex.php?startid=2). • What type of impact will tearing a road through the Poudre's riparian corridor have on the • river? To quote something I read regarding another proposed highway, " . . . the acceptance of a preferred alternative showing a four-lane, major arterial roadway carrying large volumes of traffic through the . . . . river corridor . . . will irreversibly harm the natural resources of the • corridor and impact the quality of life for future generations of Coloradoans." Why not preserve the river corridor as open space and as a community buffer? • Secondly, agriculture and rural life is of great significance to Weld County. The comprehensive plan talks about preserving rural character and respect for agricultural tradition. Recent statistics indicate every minute of every day we lose two acres of farmland • to development resulting in 1 . 2 million acres lost annually (http://www.farmland.orq/programs/protection/default.asp). Shouldn't we, in Weld County especially, be working to preserve farmland? • I strongly urge you to consider other alternatives for the O Street/Crossroads Boulevard extension ; alternatives that will protect the Poudre River Corridor as open space and also • allow what little farmland is left in this area to also be preserved . Further to discussions at the Open House, I would like to provide you with more input: • • 1 . Use of Existing Roads — Many of the people I spoke to at the Open House questioned why • Hwy 392 and Hwy 34 couldn't be improved and expanded to help accommodate the projected traffic increase. I understand these are state highways, but it seems this needs to be taken into • account when considering the O Street extension. • In addition, many people questioned the need at all for the O Street extension between County • Roads 23.75 and 27. County Road 64.5 is already in existence and could easily be joined with a • curve to O Street along 83rd Avenue. In fact, merely curving the green Alternative A north • instead of south would accomplish this. Even one of the officials at the open house didn't see a problem with using County Road 64.5. One of your criteria for considering these alternatives is cost. Construction costs will be much higher if you do not utilize existing roadways. • • 2. Another Alternative — I understand there may be some challenges with regard to joining O Street with County Road 64.5 in relation to the railroad, etc. Why not consider one other alternative that was suggested to Jeremy at the open house. Beginning east of Farmers Spur, • curve O Street to the north and run the road parallel to the railroad tracks (see attached map). • There are a couple of houses to be curved around and a couple of oil wells to be avoided, but generally there are fewer obstacles to avoid than the current proposed alignments. After traveling north of Bracewell, the road could then curve back to the south and connect with • Crossroads in the Great Western development or connect in at County Road 64.75/Eastman Parkway. • This alternative would save many houses along O Street and the settlement of Farmer's Spur when O Street is eventually widened. Many of my neighbors who live along this stretch are very • concerned about the widening and how it would greatly impact or even destroy their homes. 3. Poudre River Corridor — I must comment once again on the Poudre River. As I understand • it, this is the last stretch of the Poudre River Corridor that has not been developed. I question the reasoning behind building a road in the flood plain. However, of greater concern is the damage that will be done to the wildlife and wetlands of the Poudre River Corridor if O Street is extended straight west from 83rd Avenue. Colorado Department of Wildlife officials were at the • • • • • • • open house and voiced their opposition to the road. I also wonder if you are considering the fact • that the proposed road would run through the Cache La Poudre National Heritage Area, an area • established for preservation of the river corridor. • 4. Study Concerns — I want to voice several concerns about the study itself It is my • understanding from the "Scope of Work" that the study is to "define the preferred alignment for • O Street between County Road 23 and 83rd Avenue". This is a two mile area that is to be • considered, however, the study only seems to concentrate on the intersection of O Street and 83rd Avenue when proposing alternatives. This is only a very small segment of the study area. How • can this even be considered a study when there are no other alternatives shown for the area as the • proposed road travels west from the intersection? Why wasn't the use of County Road 64.5 • shown as an alternative? One of the land owners to the west of the intersection, Ken Tigges, asked at the open house how • a road could even be put through his family's land when he already has approval from the Weld • County Commissioners for a recreation/wildlife area. Has this fact been taken into consideration? • • In addition, each proposed alignment at the intersection of O Street/83rd Avenue has large • obstacles in the pathway such as homes, oil wells and high voltage power line towers. I have to question how much research was put into these alignments. I thought all these obstacles would • be identified before an alignment was even proposed. • • I also think the study is a bit misleading. You asked people to vote for the alignment they preferred and most voted for the southern, blue alternative D. However, I think if you asked most people in the area, they would vote for no road at all. Without any other alternatives to • consider other than the alternatives concentrated around the O Street/83rd Avenue intersection, the blue route was the choice with the least impact, not necessarily the most preferred. There were no alternatives offered for the additional 1 .5 miles of the study area to the west of the intersection. • I also realize that the current study only focuses on alignments for the area between County Roads 23 and 27, but the overall O Street alignment needs to consider all the people who live • along 0 Street to the east of 83rd Avenue and think about the impact widening of 0 Street will • have on them. Once again, I urge you to consider other options for the O Street alignment between County • Roads 23 and 27. E. • Felsburg , Holt & Ullevig • 6300 South Syracuse Way, Suite 600 • Centennial , Colorado 80111 • Dear Jeff, • After attending the O Street Alignment Final Open House, I want to give you the following input: • • Although we were somewhat aware of the location of the "preferred alignment", it was still quite offensive • to see the proposed roadway travelling right through our homes; destroying both of them completely. As I stated to all of you as I left the open house, we would be willing to work with you on the blue route, but • we will do everything we can to make it difficult for you to take our houses through execution of the • yellow route. I am sure you will not be surprised that we will continue to write letters and contact various • representatives to express our opposition to this route. • I was very disappointed that there was no notice of this open house in the Greeley Tribune and no sign • board outside the Poudre Learning Center to notify the general public of this open house. I also talked to • at least two neighbors who did not receive notice. There was no information in the newspaper for the • first open house in May. For the rescheduled first open house, a small announcement appeared after I • asked that there be something put in the newspaper. I also requested there be a notice in the newspaper for this meeting . and was told they would "try" to get something in the newspaper. The • secretive nature of the open house meetings and of this project in general is very inappropriate. • Another concern I have regarding the study is the "fluffiness" of the evaluation rankings. I expected • something much more "scientific". It seems like the evaluation of alternatives is based more on • perception and opinion , rather than facts. I expected to see more detail on how the rankings were • determined , for instance, it would have been helpful to see how each evaluation panel member had • ranked each of the criteria. This raises another question . Why weren't the names of these panel • members shared with the public? This also seems very secretive. One neighbor made the comment that if these panel members are making a decision to displace people, they should identify themselves • and have the decency to show their faces at the open house. I have to agree with her statement. Jeff, you and Wayne attended the final open house, what about the rest of the panel members? Under the • Freedom of Information Act, I believe we are entitled to know the names of the panel members. I would appreciate it if either you or Wayne would forward the list of names to me. I am a fisheries & �ildlife biologist of 8 years, and an outdoor guide with 10 years of experience. I am a Native of the Windsor, Colorado area (Who grew up roaming the Cache La Poudre River. My main concern is for the wildlife currently residing on the property, and particularly those that use the property as a Wespite during migrations (an active bald eagle nest, deer, turkeys, waterfowl, and shorebirds). In addition to the many birds, Onsects, reptiles, amphibians, and mammals on the property, there is a very diverse fish life, including an extensive Wquaculture facility (both native, and sport fishes) that will be negatively impacted by road developments (by pollution, ncreased siltation, and removal by thieves. We were approved for our operation by the Weld County Commissioners for our 'bond matrix long before even the folks at Shiloh Lakes were. A question was raised at the time if anyone had anything to say ip bout O Street, and nobody did, because we received our mining permits. If the road comes through the property it will ruin any type of wildlife and fish migration corridor. • We expect of course if the road does come through the property that the City of Greeley, and anyone else involved with the Iroject will incur the expense of mitigating wildlife and fish losses. These expenses include the construction of berms atleast 2 feet high that eliminate the visual impact of semi traffic from either side of the property. Additionally, the berms need be •pped with chain link fence & vegetative cover (to keep people from stealing fish, and keep them out of hunting zones). We mr1 s have a concern that the road poses a potential contamination problem for our fish ponds; therefore we expect the City to ncur the expense of some type of storm sewer to trap any road spills, and runoff that contains brake dust, asphalt & tire Byproducts, heavy metals, oils, etc. Since the road effectively cuts a working farm in two, the City will need to be responsible r electric gates, and or an overpass capable of handling oilfield and farm equipment. The slated road will also destroy a rairie dog town, which is used by the bald eagles to feed their young. The city would have to think about relocating the rairie dogs so as not to disturb the foraging of the eagles. • Other impacts caused will include lost revenue from guided fishing and hunting trips (we are unable to hunt 50 yards from like centerline of a road, so we lose 300 feet of hunting ground, plus the width of the easement), decreased traffic to the Tigges `Vegetable Stand. These Revenues could initially be as low as $5,000 per year, and as high as $30,000+ per year. 0 • ` urge you to read the following publications for more information. There is a plethora of information that suggests putting a goad through a sensitive floodplain & riparian area is a bad idea. • n my opinion, it's an especially bad idea, because it's not necessary. I grew up in the little white house at the intersection of 83rd avenue and "O" street. This is the little white • house that my mother, Ruth Firestien, has now lived in for 56 Years. This is also the little • white house that the "yellow route" of the proposed "0" street expansion would destroy. • I moved to Buffalo, New York to attend graduate school after receiving my degree from UNC. I am a college professor and I consult with major corporations and the • government. I can't imagine a better place for a young man to grow up than on the plains • of northern Colorado in the 1960's and 1970's. I fondly remember making go-carts out of wagons with my father, building tree houses in the trees surrounding our home, and sailing my raft on our pond near the Cache La Poudre River. • Since moving to New York, I have returned several times a year to visit my family on our farm. It is my home. As you know, a great deal has changed in Colorado over the • years. I realize that progress is essential for economic survival. However, Commissioner • Long, I weep for Colorado. I am sickened when I see the disregard for the natural resources in the area, and I am constantly amazed by the number of "McMansions" that have • sprouted up in the area around our farm. • With this growth, traffic has increased. This growth is what appears to be what is behind this ridiculous road expansion plan . As a matter of fact, my father was a victim of • this increase in traffic when he was killed on "0" street on January 19, 2004 as he was • driving his pick-up into town to conduct farm business. In a way, my family has been victimized by growth in this area. • Now, the City of Greeley wants to put a road through the house that my mother • lives in, my father lived in, that I grew up iin, and the house that my grandparents lived in and that my sister, Judy, now lives in. Box 758 • Greeley, Colorado 80632 • • Re : O Street Alignment Study • Dear Commissioner Long , • • I wanted to contact you before the upcoming public hearing on the 0 Street alignment study to express several concerns over how the study was conducted . Many of us • potentially affected by the O Street expansion were upset by the following : ( 1 ) change in scope of the study, (2 ) the secretive nature of the public open houses , ( 3 ) the disregard • for public input . (4 ) the composition of the evaluation panel and ( 5) the lack of detail • presented to explain the evaluation of the different alternatives . I don 't know how much • detail you have been given on the study itself, but I think you need to know about these • items . • Scope of the Study - The original scope of work was to -define the preferred alignment • for "O" Street between County Road 23 and 83rd Avenue" . This was stated in the copy . of the plan I was given when I attended the Windsor Town Board meeting in March . The study material used for the open houses stated the purpose of the study was "to identify a preferred alignment that will connect O Street from 83rd Avenue to • Crossroads Boulevard in Windsor'. This appears to be a "corridor" study , yet no • alternatives for the corridor between 83rd Avenue and Crossroads Boulevard were • presented . Instead , the results of the study completed by Felsburg , Holt and Ullevig present only alternatives for the " intersection " of 831d Avenue and 0 Street . The • consultants even labeled the final open house information as " intersection alternatives" . • So how did the scope of work change so much ? Do you think taxpayers will be happy • to hear that $48 , 000 was spent to look at one intersection , rather than a several mile stretch ? • • Public Notice of Open Houses - There are concerns about the secretive nature of the • open houses and the project in general . Aside from one small notice in the Greeley Tribune , there was no mention of the project or the open houses . There was no notice • for the May 22 open house . This was later rescheduled due to the tornado . I requested • there be a notice for the rescheduled open house , which did appear. However, when • Page 1 of 3 • • • • • • • • requested there be notice of the final open house in the paper, I was told they would "try" to get something in the paper. This never happened . I have also talked to several property owners/representatives who did not receive notice of the final open house. • In addition, as recently as August 15, four days before the Final Open House, our IS neighbors, the Tigges family, had not been contacted by Public Works . The proposed road would bisect their property and destroy their recreation area , approved by the Weld • Commissioners some years ago. Yet, they had not been approached by anyone from Greeley or Weld County, for a "one-on-one discussion" even after I tried to help set up a meeting . • Disregard for Public Input - I believe you have already heard about the fact that the community chose the southern, blue route as the preferred alternative, yet the evaluation panel completely ignored this public input and presented the straight, yellow route as their preferred alternative. The community voted to save our homes, but the • evaluation panel voted to destroy our homes . Evaluation Panel Composition - We were told that Weld County was the "lead agency" on this project. If that is the case , then why was there only one representative • from Weld County on the evaluation panel? The rest of the panel consisted of a • consultant from Felsburg , Holt, and Ullevig , a representative from Windsor, and FOUR representatives from Greeley. It appears to me that Greeley is the lead agency on this project. not Weld County, and this is an unbalanced evaluation panel . • Criteria Detail - The criteria used by the panel to determine the preferred alignment seems to be reasonable. However, I expected this to be used and presented in a more "scientific" manner. There was no specific detail presented at the final open house on the criteria. I would have expected to see something like "panel member 5 rated the red • route fourth with regard to safety", etc. There was none of this. What was presented • were "pros and cons". Many of the pros and cons made little sense. The one that stands out in my mind is for the green alignment where one of the cons listed was that our neighbors would experience "headlight glare" from traffic with this alternative. This is ridiculous. Several of the pros stated there were few environmental concerns. How is it possible there are no environmental concerns when you are building a road through the Poudre River riparian corridor? ! I also have to wonder about the con for the existing road (Road 64. 5) which states it "impacts the Broe development". The road already exists and is already travelling through the development! Another con listed for the existing road was that numerous • residents would experience negative impact with additional traffic. County road 64. 5 isn't a different road — it's the same road ! Road 64 turns into 64. 5 and 64.75 and finally • • Page 2 of 3 • • • • • 66 . You are following the curves of the old stage coach road . What about all the • houses to the east of 83rd Avenue? Won 't they experience increased traffic? How many of these houses will be destroyed if the road is widened? Has anyone thought about this? • One further concern I have is whether any of the people involved in the evaluation • panel, planning or study, have actually driven out to the intersection of 83`d Avenue and • 0 Street and taken a look at the proposed path as it travels west from the intersection. • It's very easy to look at an aerial map and decide that a straight line looks the best. • Have any of these people toured the Tigges family wildlife/recreation area, noticed the • huge piles of dirt from gravel mining in the road's path or talked to any of the property owners involved? I only know of one person, from Weld County, who has done some of this, but his efforts were minimal. • I hope the Commissioners will all be given a copy of the study to review thoroughly • before approving it. It seems a lot more work should have been done on looking at the whole "corridor" and I hope you will recognize that and either request more information be collected on the corridor or eliminate this project altogether. There are plenty of • alternatives that can be used , making the extension completely unnecessary. Highway • 34 is currently being widened — there is your two lane 0 Street extension ! I once again urge you to please give the 0 Street project more consideration and listen • further to the public input. It is not necessary to destroy homes, farmland , and the • Poudre River riparian corridor when there are existing alternatives.
