RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO
WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Revisions to Section 6.000, Colorado
Works in Weld County and Child Care Policies and Procedures, for the Department of Human
Services Operations Manual, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the Revisions to Section 6.000,
Colorado Works in Weld County and Child Care Policies and Procedures for the Department of
Human Services Operations Manual, be, and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 1st day of October, A.D., 2008.

Policies and Procedures, Weld County Department of Human
Services Operations Manual
Enclosed for Board approval is an addition to Section 6.000, Colorado Works and Child Care Policies and
Procedures,Weld County Department of Human Services Operations Manual. This policy was reviewed at
the Board's work session of September 22, 2008.
The Department is requesting an addition of Section 6.006.4,Recipient Work and Educational Incentives to
Meet Federal Work Participation Rates. This policy and procedure is an addition to the Colorado Works
Program. The policy will add client incentives to increase the Department's ability to meet Federal work
participation rates. The policy is in addition to the Department's client sanction process. It is anticipated that
the cost of the incentives may be up to $30,000 per year in Colorado Works or Temporary Assistance for
Needy Families.

Employment Services of Weld County; and
7. will finish a degree within a one year period from the date established in
the Individual Responsibility Contract; and
8. is not in a master or doctorate degree program.
D. Recipients enrolled in the County Designed Occupational Skills Program must
maintain an acceptable level of performance, which shall be detailed in the
Individual Responsibility Contract. To achieve an acceptable level of
performance, as measured by semester or quarter,the recipient must:
1. maintain a GPA of 2.5 or above as demonstrated by transcripts; and
2. physically attend post secondary education by continuous attendance at
school with no semester or quarter interruptions in a year period; and
3. maintain full-time enrollment.
6.006.33 Other Work Activities as Approved and Authorized

Individuals who are not capable, as determined by the case manager, of participating in
work activities as defined in Sections 6.006.1 through 6.006.32 of the Colorado Works in
Weld County and Child Care Policies and Procedures may also be considered as engaged
in work activities and meeting the 24-month federal work requirement if they are actively
participating in one of the activities listed below which are designed to lead to self-
sufficiency.
6.006.4 Recipient Work and Educational Incentives to Meet Federal Work Participation

6.006.41 Incentives for Countable Work Activities
Added 9/08
Colorado Works recipients who meet the monthly Federal Work Participation Rate as
defined in their Individual Responsibility Contract will be eligible to receive an incentive
of$50 per month. Recipients who are meeting the monthly Federal Work Participation
Rate due to"deemed hours"will not be eligible for this incentive.
6.006.42 Incentives for Unsubsidized Employment

Recipients who meet the monthly Federal Work Participation Rate consecutively with at
least 32 hours of unsubsidized employment will be eligible for the following incentives:
A. For the first month, the recipient will be eligible to receive a$100 cash incentive
and $105 in gift cards;
B. For the second consecutive month, the recipient will be eligible to receive a$150
cash incentive and $105 in gift cards;

C. For the third consecutive month,the recipient will be eligible to receive a$200
cash incentive and $105 in gift cards.
6.006.43 Incentives for Obtaining the General Equivalency Diploma
Added 9/08
Recipients who obtain the General Equivalency Diploma are eligible to receive a$250
cash incentive. This incentive is not allowable for former Colorado Works recipients.
6.006.44 Incentives for Former Recipients Due to Earned Income and Unsubsidized
Added 9/08 Employment
Former recipients who no longer receive Colorado Works due to earned income and
unsubsidized employment will be eligible to receive in incentives. These incentives are
paid once in a 24 month period unless good cause can be provided by the former recipient
and verified.
A. For the sixth consecutive month the former recipient does not receive Colorado
Works due to earned income, the former recipient is eligible to receive a$300
cash incentive;
B. For the ninth consecutive month the former recipient does not receive Colorado
Works due to earned income,the former recipient is eligible to receive a$400
cash incentive.
C. For the twelfth consecutive month the former recipient does not receive Colorado
Works due to earned income,the former recipient is eligible to receive a $500
cash incentive.
6.006.441 Proof of Employment for Former Recipients

It is the responsibility of the former recipient to provide proof that s/he qualifies for the
incentive. This proof must be verified through Employment Services' Case Managers.
Proof of employment can be accomplished through the following ways:
A. Check stubs; or
B. Employer written verification
6.006.45 Authorizing and Processing of Incentive Payments

Depending on the type of incentive, Employment Services and Assistance Payments staff
can pay the incentives with the majority of payments to be authorized and processed by
Employment Services staff, as defined Section 6.006.4. All incentives payments will be
randomly checked by Department staff or auditors to ensure compliance. Incentives are
not included as part of the supportive services cap. All incentives will be paid via an
Electronic Benefit Transfer card unless otherwise noted.
