SITE SPECIFIC DEVSPMENT PLAN AND USE BYWCIAL REVIEW
(USR) QUESTIONNAIRE
• 1. Explain the proposed use of the property.
It is the intent of the owner to use the existing riding arena for small rodeos. The
events are mostly in the winter time. The contestants use the events as training for
rodeo season. There are usually no events during rodeo season. During the events
contestants will come and participate in their scheduled event and then leave, 150
people may participate but they are not all at the site at one time. The parking has
been designed to accommodate the maximum occupancy of the building. The
parking area is hard packed dirt. Handicap parking is currently provided by the
entrance to the building. The building is located 1/4 of a mile east of WCR 43. The
arena is .3 miles from the closest off site residence. It is the SW4 of Section 27,
Township 7, Range 65. The proposed USR site would encompass approximately
18.26 acres of the approximate 156 acres of the '/4 section. The Lone Tree Creek
would be the natural West boundary for the USR and the Owl Creek would be the
natural boundary on the south of the USR. The north boundary will be the current
property boundary and the east boundary is approximately 480' east of the north point
of the west USR boundary. See USR Map for details.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22.
The proposed use is consistent with Chapter 22 and any other applicable code
provisions or ordinances in effect. A. Goal 1 states, "Preserve prime farmland for
agricultural purposes which fosters the economic health and continuance of
agriculture". The arena is an existing building and will not take any prime farmland
• out of use. Section 22-2-60 Agriculture goals and policies, more specifically
1.a.Policy.1.1 states that Agricultural zoning is intended to provide areas for
agricultural activities and other uses interdependent upon agriculture. The rodeo
arena promotes agricultural activities.
3. Explain how this proposal is consistent with the intent of the Weld County Code.
This parcel is consistent with the intent of the Weld County Zoning Code. The
subject parcel is zoned Agriculture and in accordance with Section 23-3-40 of the
Weld County Code provides for commercial rodeo arenas as a Use by Special Review
in the A (agricultural) Zone District. The current use of the land will not be changed.
4. What types of uses surround the site?
The surrounding land uses are agricultural. Harper feedlots lie to the West and South
of the property. There is vacant land to the north. The owner's house is to the east.

a. How many people will use this site?
Up to 150 people will attend events.
b. How many employees?
There are no employees. The Owner organizes and controls the events.

c. What are tors of operation? S
The hours of operation will vary. The evening events will begin at 6:00 p.m. and
be over by 11:00 p.m. and the day events will conclude between 7:00 p.m. and
9:00 p.m.
d What type and how many structures will be erected on this site?
There is an existing Arena on the site. No new buildings will be erected. We
have designated a site for a future outdoor arena to be built.
e. What type and how many animals, if any, will be on this site?
There are usually 10-15 horses on site all the time. There will be approximately
120 steers in the holding pens north of the building and 75 horses during the
event.
f What kind of vehicles will access this site and how often?
Event attendees will be driving cars &pickups with horse trailers.
Frequency will depend on events.
g. Who will provide fire protection to the site?
This parcel is located in the Eaton Fire Protection District.
h. What is the water source on the property?.
The water source for this site is North Weld County Water District.
i. What is the sewage disposal system on the property?
• Currently the owner is using a Portable Toilet daily and is bringing in additional
units during events. Because of the irregularity of events at the site and the varied
number of people attending events ( attendees will range from 5 to 150 people),
the owner would request to continue to use portable toilets at the facility.
j. If storage or warehousing is proposed, what type of items will be stored?
No storage or warehousing is proposed on site.
6 Explain the proposed landscaping
The USR site is located a quarter of a mile from WCR 43. We are not proposing any
additional landscaping because of the distance from the road.
7. Explain any proposed reclamation procedures when termination of the USR occurs.
No reclamation plan is needed for the proposed USR.
8. Explain how the storm water drainage will be handled.
Typical rural property absorption and runoff into irrigation canals.
9. Explain how long it will take to construct this site.
Construction is complete.
10. Explain where storage and stockpile of wastes will occur on this site.
• The owner piles the manure from his horses & steers at the north end of the barn to
dry and then uses it for fertilizer on his fields. Manure from outside animals will be
collected and hauled off site. The trash dumpster is located on the south side of the
building and is screened from view of neighboring properties by the building.

Permit is approved -The plans and materials submitted in support of the proposed development
are in compliance with the applicable floodplain management standards in the Weld County Zoning
Ordinance.

in the referral response received April 12, 2001. Evidence of such shall be submitted in writing to
the Weld County Department of Planning Services.
3. The applicant shall address the concerns of the Weld County Department of Public Health &
Environment as stated in the referral response received April 12, 2001. Evidence of such shall be

• 4. Installation of utilities shall comply with the conditions listed in the Flood Hazard Development
Permit Certificate.
5. Construction shall comply with all requirements/conditions of the Weld County Building Code.
6. The lowest floor elevation of structures without a basement shall be considered to be the elevation,
above mean sea level, of the top of the foundation of the structure. The lowest floor elevation of
structures with a basement shall be considered to be the elevation, above mean sea level, of the
floor of the basement of the structure. The lowest floor elevation of a mobile home shall be
considered to be the elevation, above mean sea level, of the top of the mobile home pad, as
described in the Lowest Floor definition in the Weld County Zoning Ordinance. (Also,see definition
of BASEMENT: Any floor level below the first story or main floor of a building. The BASEMENT is
wholly or partially lower than the surface of the ground. For the purposes of this ordinance, any
crawl space with six (6)feet or more between the floor and the ceiling shall be considered to be a
BASEMENT).
7. Prior to release of the Certificate of Occupancy or building permit final approval, the applicant shall
submit an as-built elevation certificate signed and stamped by a registered Colorado Professional
Engineer to the Department of Planning Services.
8. All proposed or existing structures will or do meet the minimum setback and offset requirements for
the zone district in which the property is located.
9. Any future structures or uses on site must obtain the appropriate zoning and building permits.

EagleSpan Steel Structures, Inc. designed the pre-engineered metal structure for
the referenced location. This structure was designed in accordance with the contract
documents and the applicable governing building code, the 1997 Uniform Building Code.
The following loads are applied to the structure:
Roof Snow Load: 30 psf Roof Live Load: 20 psf
• Wind Speed: 85 mph Wind Exposure: C
Seismic Zone: 1 Collateral Load: 3 psf
Mezzanine: 45 psf Dead Load, 50 + 20 psf Live Load
Deflection Criteria is per Manufacturing Industry Standards. Load combinations
are in accordance with the governing code.
These EagleSpan Steel Structures components, when properly erected on an
adequate foundation in accordance with the erection drawings as supplied and using the
components as furnished, will meet the above loading requirements. The design of this
building for wind load assumes that doors not supplied by EagleSpan are designed to
sustain the same wind pressures and suctions as the walls in which they are installed.
Our documents do not address aspects of code compliance that relate to use or
occupancy, and this certification does not cover field modifications or design of material
not furnished by EagleSpan Steel Structures, Inc.

Kim,
I wanted to give you an update of where we are before tomorrow. We have established the Flood Way
boundaries for the site. I have been in touch with Don Dunker at PW and he is satisfied with our progress. Our
drainage engineer was sick and then had a family emergency and has not totally completed the drainage report
but Don is satisfied with where we are at. We have demonstrated to him that we have room outside the Flood
Way for Detention and Septic. He wanted us to change the parking to a total of 150 parking spaces with 60% of
those (90) being trailer parking. I have made the adjustments to the parking area. Let me know if you have any
questions.
