RE: APPROVE APPLICATION FOR SEARCH AND RESCUE FUND YEAR END AWARD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for the Search and Rescue
Fund Year End Award between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to
the Colorado Department of Local Affairs, with terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Search and Rescue Fund Year End Award between
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Office of Emergency Management, to the Colorado Department of
Local Affairs be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 9th day of April, A.D., 2008.

RE: 2008 Search &Rescue Grant
Dear County Commissioners,
Attached is a copy of the FY 2008 Year End Search and Rescue Grant application. The
application for the Search and Rescue Grant was submitted to the Search and Rescue
Board on April 1st 2008 due to the Grant deadline. In review of the search and rescue
needs for Weld County,this year the Sheriff's Office is requesting equipment for the
Union Colony Fire and Rescue Authority Dive/Rescue Team. The Dive/Rescue Team
is a county wide resource and are listed in the Colorado Emergency Resource Inventory
also known as ROSS by emergency responders. The application includes training and
equipment for Dive/Rescue Operations. The total funds requested are$4040.00.

Weld County and its Dive Team
The Union colony Fire Rescue Authority(UCFRA) is the designated Dive/Rescue
resource for the Weld County Sheriffs Office. It is entered in the Colorado ROSS system
as a Type 2 Water Rescue Team.
Weld County encompasses 4,014 square miles in Northeast Colorado, which makes it the
third largest county in the state and largest in the Northeast All Hazards Region
(NEAHR). This fact also makes it the largest in the Front Range vicinity. The U.S.
census 2006 estimated population of Weld County is 236,857. The terrain can be best
described as rolling to a flat geography including riverine drainages and vast grasslands.
While agricultural industries drive the regional economy, the abundance of public lands
allows much public use for recreational use. State, regional and local parks with
associated water features are local magnets for recreationists. The proximity to large
urban areas draws many people seeking recreational opportunities and allows a greater
vulnerability to water driven SAR missions. Weld County has 39.8 square miles of water
surface that has a recreational capability. The number of recreational hours increases
every year.
Some of the recreational categories in the county include biking, horseback riding and
assorted water activities on our rivers and lakes. The water recreation opportunities
available in Weld County brings a vulnerability that only a well trained and equipped
dive team can mitigate. While the historic deployments of the dive team may be minimal
to date, the need for the equipment and training is a reality. The growing vulnerability is
also a reality and the UCFRA Dive Team requests the Search and Rescue Fund support
us in our effort to serve the county.
Limiting Financial Issues
The financial resources are limited within our fire department to support this specialized
rescue team and if it were not for the dedication of the team members this present
capability would become a diminishing service. Training and equipment replacement are
an increasingly limiting factor to the service level we can offer. No significant funding
increase of this specialized rescue unit has been seen for several budget cycles.
Justifications
As a specialized resource for Weld County the UCFRA Dive Team may be deployed to
assist any Weld County first response agency through the Weld County Sheriffs Office.
Limiting factors to service levels provided are:
• Training level- Required certifications for SCUBA and recommended levels for
Ice and Swift water rescue. Yearly maintenance training allows for specialized
competency in SCUBA, Ice and Swift water.
• Equipment- Regularly inspected and maintained tools and safety equipment, to be
replaced on a normal cycle. Current technology for safety equipment adopted as
replacement cycle and funding allows.

Rational: A total of twelve dive team members rotate
through the Swift water certification class held by Scuba
Schools International of Ft. Collins at three a year.
Several main waterways bisect Weld County(South
Platte, St. Vrain, Big Thompson and Poudre Rivers) The
Dive Team of Union Colony Fire Rescue Authority is the
designated Dive Team for Weld County and responds
whenever Weld County Sheriffs Office requests Swift
water or Submersion rescue recovery is needed. The
UCFRA Dive Team has historically supported any Weld
County First responder agency that has requested its
assistance.

Rational: Numerous man-made irrigation storage
reservoirs are located in Weld County. While most of
UCFRA ice rescue suit usage occurs within its district,
each engine is equipped with an ice suit. These suits have
a normal life time of 6 seasons due to calls and normal
training required for safe use. This essential equipment
has been deployed for numerous animals on ice in 2007
and a human rescue in 2006. Readiness requires
deployable equipment and we request the SAR support

Rationale: The Dive Team of Union Colony Fire Rescue
Authority is the designated Dive Team for Weld County
and responds whenever Weld County Sheriffs Office
requests Swift water or Submersion rescue recovery is
needed. Due to diver safety dry suits are the standard for
submersion operations. Normal dry suit life cycle is 5
years with normal operations. In 2007 a deployment of
the dive team resulted in a successful accident victim
recovery. An additional four deployments were made to
assist in criminal investigations. A continued
collaborative relationship exists between the UCFRA
Dive Team and WCSO.
