SUBJECT: Custodial Services/Southwest & Southeast Weld
Service Buildings, B0800117
Although conducted concurrently, this bid covers two different areas. The first area to for this
bid is the custodial function at the Southeast Service Center. Buildings and Grounds
recommends the low bid from American Facility Maintenance Group be awarded for the
Southeast Service Center with the contractor furnishing all supplies and consumables. B&G
recommends all remaining bids be rejected.
The second area of this bid is for the custodial function at the Southwest Service Center. The
low bid is from Stratus Building Solutions. Although they are the low bid, they neglected two
required items.
First, they were required to include a floor cleaning schedule. This cleaning schedule details
what, when and how they plan to clean the floors. No schedule was provided therefore the
quality of service is unknown.
Second, they were required to list the type of disinfectant to be used. Their bid listed a type of
sanitizer but failed to mention a disinfectant which is required. The main difference between a
sanitizer and a disinfectant is that the disinfectant must have a higher kill capability for
pathogenic bacteria compared to that of a sanitizer. In various areas (especially public), we use
disinfectants instead of sanitizers to suppress the spread of diseases. This omission is contrary to
our standards of cleanliness
Another area of concern is Stratus Building Solutions doesn't have employees to perform this job
should the contract be awarded. Instead, they state they will subcontract with an owner/operator
to perform the work. This owner/operator concept has proven less than desirable in the past. For
example, when the owner gets sick or takes a vacation, there is no back up personnel to perform
the job.
The second low bid for the Southwest Service Center was from Oband's Janitorial Company.
Their total bid quote on the summary page was for$1,650 without contractor supplied
products/chemicals and was $1,870 with products/chemicals supplied. This difference is $220.
However, their total monthly cost breakdown detailed inside the bid package with products &
chemicals supplied was $615 per month. Because of this inconsistency, we do not recommend
Oband's.
Therefore, Buildings and Grounds recommends the third low bid from American Facility
Maintenance Group be awarded for the Southwest Service Center with the contractor furnishing
all supplies and consumables. B&G recommends all remaining bids be rejected.
