What is a Comp Plan?
Vision for the future
State broad community values
R Establish planning process
Balance competing interests & demands
Reflect county conditions & regional
impacts
Provide coordination & efficiency
Provide predictability & allow flexibility
1
Using the Comp Plan
Basis for regulations — subdivision code
Basis for community programs — noxious
weed management
Basis for decision- making — rezoning
request
Source for planning studies — 1 -76 study
Source of information — farm census
Using the Comp Plan
Long-term guide — way to evaluate public and
private proposals that affect :
Land use
Society
People's interaction
Economy
Land use decisions , annual budget, capital

Urban development
Affirm goal of an Intergovernmental
pp: Agreements ( IGA ) with each municipality
Provide a County "wish list" for IGA
provisions
Ideas from State D0LA' s IGA tools
It's admittedly "county-centric"
It's not a " must have" list
Unlikely any town would agree to all
Still , good list of county interests
Urban development
Utilize County-defined Urban Growth Boundary
( UGB ) , when IGA doesn 't exist
Define UGB as 'A mile from sewer infrastructure within
municipalities
Recognizes fiscal reality of expansion
Supports broader goal of directing urban-scale development
nearest to existing urban municipalities
Overall emphasis on practical regional
coordination
Particularly concerning infrastructure

Industrial
mi Recognize economic development
opportunities for industry
■ Emphasize fully utilizing existing areas
suitable for industrial use
a Acknowledge the particular importance of
railroad infrastructure
Commercial
Clarify the role of neighborhood
commercial in developed areas
1
Residential
a Affirm development where services are
currently available or reasonably obtainable
■ Define Rural Residential development in non-
urban areas of the County by density, rather
than by number of lots
Consider defining Rural Residential
development as 1 dwelling unit per 1 . 5 acres or
larger
Residential Policies
Currently :
1 , 000 acre parcel , subdivided into 10 lots
= " URBAN DEVELOPMENT"
( not supported in " non-urban " areas )
Also — requires " URBAN SCALE
DEVELOPMENT" standards of internal
paved roads , central water, central sewer,
parks and recreation facilities , etc .
2
Residential Policies
Proposed :
Move to a density definition
Gross density — land acres 1 number of lots
Example: 1 , 000 acres \ 100 acre lot
= 10 lots
Would need to work through as part of
subdivision code changes
O 3 . 0 acre-lot ( septic) & 1 . 5 acre-lot ( central
sewer) density allowances proposed
Residential, cont
Support rural character and suggest
design techniques that reinforce it
Also define Urban Development by
density , rather than by number of lots
