RE: GRANT REQUEST TO PREADVERTISE SITE SPECIFIC DEVELOPMENT PLAN AND
USE BY SPECIAL REVIEW PERMIT #1654 - FRONT RANGE FEEDLOTS, LLC, C/O
WESTERN SUGAR COOPERATIVE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from Front Range Feedlots, LLC,
P.O. Box 517, Eaton, Colorado 80615, do Western Sugar Cooperative, 13021st Avenue, Greeley,
Colorado 80631, for preadvertisement of an application for a Site Specific Development Plan and
Use by Special Review Permit#1654 for an Agricultural Service Establishment primarily engaged
in performing agricultural, animal husbandry, or horticultural services on a fee or contract basis,
including sorting, grading, and packing fruits and vegetables for the grower(handling and storage
of sugar beets) in the A (Agricultural) Zone District, and
WHEREAS, said property is described the E1/2 NE1/4 of Section 28, Township 6 North,
Range 65 West of the 6th P.M., Weld County, Colorado, and
WHEREAS,after study and review the Board deems it advisable to grant said request,with
the hearing date to be set as June 18, 2008, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request from Front Range Feedlots, LLC, do Western Sugar
Cooperative, for preadvertisement of an application for a Site Specific Development Plan and Use
by Special Review Permit #1654 for an Agricultural Service Establishment primarily engaged in
performing agricultural, animal husbandry, or horticultural services on a fee or contract basis,
including sorting, grading, and packing fruits and vegetables for the grower(handling and storage
of sugar beets) in the A (Agricultural) Zone District, be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request
be, and hereby is, set as June 18, 2008, at 10:00 a.m.

COLORADO SUBJECT: Request for Pre-advertisement
Front Range Feedlots, LLC, do Western Sugar Cooperative, has submitted a request that the
application for Use by Special Review Permit #1654, which will be heard by the Planning
Commission on June 3, 2008, be pre-advertised. If you wish to approve this request, a hearing
before the Board on June 18, 2008, will allow adequate time for advertising.

USR-1654 is scheduled for a Planning Commission hearing date of June 3, 2008.
Representatives for Western Sugar Cooperative are requesting a pre-advertisement of their land
use application for a Site Specific Development Plan and Special Review Pernit for an
Agricultural Service establishment primarily engaged in performing agricultural, animal
husbandry or horticultural services on a fee or contract basis, including Sorting, Grading and
Packing fruits and vegetables for the grower (handling and stooge of sugar beets) in the
Agricultural Zone District.
Their existing facility located in East Greeley has recently sold to Leprino Foods for a new
cheese manufacturing plant. Given the timing of this sale, Western Sugar Cooperative is
required to vacate the premises and relocate to a new site The selected site is in the County
north of Greeley town limits.
Due to timing of establishing the new site, and meeting the Conditions of Approval if approved,
prior to the mid-September activities associated with the delivering, handling, storing and
transport of sugar beets, from this location, the applicant, Mike Otto is seeking your support in
this request for a Board of County Commissioner hearing on June 18, 2008.
The Department of Planning Services is in support of this request.

Mr. Jerke,
We are requesting that the Weld County Board of Commissioners hearing of our
proposed USR for a new sugarbeet receiving station be scheduled immediately following
the Weld County Planning Commission hearing. The proposed sale of the current
Western Sugar Cooperative factory site and receiving station require immediate
possession by the buyer. We need to expedite the review process as much as possible
due to the limited time schedule we have to construct the facility before sugarbeet harvest
begins. If you have any questions or need further information please contact me. Thank
