HomeMy WebLinkAbout20080684.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO FEBRUARY 27, 2008 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, February 27, 2008, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William H. Jerke, Chair Commissioner Robert D. Masden, Pro-Tem Commissioner William F. Garcia Commissioner David E. Long - EXCUSED Commissioner Douglas Rademacher Also present: Assistant County Attorney, Cyndy Giauque Acting Clerk to the Board, Elizabeth Strong Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of Social Services meeting of February 25, 2008, as printed. Commissioner Masden seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $33,483.01. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Garcia seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director, Department of Social Services, stated the proposed revisions were previously reviewed at a work session. Ms. Griego stated the revisions are regarding funding summer activities for children, from infancy through seventeen years of age, who are in families receiving Temporary Assistance for Needy Families (TANF), Medicaid, and Food Stamps, and have an income level below 185 percent of poverty. She stated children who are placed in County Certified Foster Care Homes and Group homes are also eligible for the summer activities. She further stated the total cost will be $160,000.00, and it will be paid from the Colorado Works Program funds. Commissioner Garcia moved to approve said revisions. Seconded by Commissioner Rademacher, the motion carried unanimously. 2008-0684 BC0016 CONSIDER MEMORANDUM OF UNDERSTANDING FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - CATHOLIC CHARITIES: Ms. Griego stated the Memorandum of Understanding was previously reviewed at a work session, and the term will be January 1, 2008, through July 31, 2008. She stated Catholic Charities will provide case management, referrals, and support group services to 30 clients who will be reunified with their families; and case management and referral services for 15 parents with substance abuse issues. In response to Chair Jerke, Ms. Griego clarified it is the parents, not the children, who have substance abuse issues. Further responding to Chair Jerke, Ms. Griego stated the children remain placed with the parents if it has been determined they are not a risk to their children. Commissioner Rademacher moved to approve said Memorandum of Understanding and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN-IT'S MY VERY OWN, INC.: Ms. Griego stated the Memorandum of Understanding was previously reviewed at a work session, and will provide age appropriate toys, personal care items, and handmade blankets for children who have been removed from their homes and placed in the Department's custody. She stated the term of the agreement is December 1, 2007, through January 1, 2009, and it will be automatically extended, unless it is terminated by either party. Commissioner Garcia moved to approve said Memorandum of Understanding and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - THE COMMUNITY FOUNDATION SERVING GREELEY AND WELD COUNTY: Ms. Griego stated this is an ongoing agreement to provide clothing from Leanne's Closet to eligible Colorado Works participants for job interviews and employment. She stated the term of the agreement is Calendar Year 2008. In response to Commissioner Garcia, Ms. Griego stated the Department reimburses The Community Foundation Serving Greeley and Weld County $5.00, per outfit, to help offset costs for mending and cleaning the clothing. Further responding to Commissioner Garcia, Ms. Greigo explained the negotiated amount that the Department provides is to help the organization provide it's community outreach efforts, not to completely fund the project. Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
