Project Title: Bridge 13/54A Replacement

Limitations on compensation: Total Contract Not to Exceed $49,347.70. (Weld County Cost-Share
portion of this project is approximately 10%).
Project Description: Assisting Weld County with Construction Inspection services. This Federal-Aid
project requires the services of an inspector with sufficient knowledge and certifications to fulfill all of
the required duties. The same inspector will be assisting Weld County with the construction of Bridge
27/66A. It is anticipated that both projects will follow similar schedules starting in December, 2008 and
completion by the summer of 2009.

Professional agrees to perform the services

structures,asphalt pavement, and wrote a large percentage of the CDOT
Form 266s that measured work, allowing payment to the Contractor.
8 Mile Overlay,I-25,SH 52 to SH 66.Design and
Construction/Assistant Project Engineer.This was a night paving
project. Michael performed reviews of the traffic control,performed
asphalt inspection,and wrote most of the CDOT Form 266s that
documented work,allowing payment to the Contractor.
Bridge Replacement with Detour,SH 392 E of Windsor.Design and
Construction/Assistant Project Engineer.This was a bridge
replacement over a canal. Michael was de facto Project Engineer and
performed reviews of traffic control,performed inspection of the detour
and new bridge,performed asphalt inspection, and wrote nearly all of the
CDOT Form 266s that documented work, allowing payment to the
Contractor.
8 Mile Overlay,1-76,Lochbuie To Hudson.Design and
Construction/Assistant Project Engineer.This was a resurfacing
project. Michael performed reviews of the traffic control,performed
asphalt inspection,and wrote most of the CDOT Form 266s that
documented work,allowing payment to the Contractor.
Bridge Replacement with Detour,US 36 W/O Last Chance.Design
and Construction/Assistant Project Engineer.This was a bridge
replacement over a draw. Michael performed reviews of traffic control,
performed inspection of the detour and new structure,performed asphalt
inspection,and wrote nearly all of the CDOT Form 266s that documented

Brief description of the problem/issue:
The 13/54A Bridge over the Big Thompson River is scheduled for construction in November 2008 through May
2009. This Federal-Aid project requires the services of an inspector with sufficient knowledge and
certifications to fulfill all of the required duties. We recommend using our current On-Call Engineering
Consultant (Short Elliott Hendrickson Inc.) for these services since they have qualified staff located in the
Greeley area. The same inspector will be assisting Weld County with the construction of Bridge 27/66A
simultaneously, which will reduce the overall inspection costs. Weld County cost-share portion of this project
is approximately 10%.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board could choose to not approve this Work Order. The Public Works Department would then have to
seek out professional services from another consultant. Approval of the Work Order will allow the construction
to proceed on schedule, and ensure that a qualified individual is overseeing the construction.
Recommendation to the Board:
Attached is Work Order No. 6 with S.E.H. whom would perform the work. I recommend approval of the Work
Order. The hourly rates and associated costs are reasonable.
