Subject: Extension of the Comment Period for the Windy Gap Finning Project Draft Environmental
Impact Statement(DEIS)
Dear Interested Party:
The Bureau of Reclamation is announcing an extension of the comment period for the Windy Gap Firming
Project Draft Environmental Impact Statement(DEIS). The comment period is being extended 62 days
to Monday December 29,2008. All comments must be postmarked by December 29, 2008.
On August 28, 2008, Reclamation announced the availability of the DEIS for public review and comment.
Reclamation held two public meetings, one in Loveland on October 7, 2008, and one in Granby on
October 9, 2008,to receive public comments on the DEIS.
Since the beginning of the comment period, there have been several requests for an additional public
hearing. Reclamation has decided not to hold another public hearing. We believe that the two public
hearings and extension of the comment period provides an adequate opportunity for commenting on the
DEIS.
Comments may be submitted any time up to the new deadline. All comments should be postmarked by
Monday,December 29,2008. To submit a comment, please provide it in writing via letter, fax, or e-mail.

NOTICE OF 62-DAY EXTENSION TO
COMMENT PERIOD ON SECTION 404 PERMIT APPLICATION
FOR WINDY GAP FIRMING PROJECT
Notice
The District Engineer, U.S. Army Engineer District, Omaha, Nebraska is evaluating a
Department of the Army permit application from the Municipal Subdistrict, Northern
Colorado Water Conservancy District (Subdistrict), 220 Water Avenue, Berthoud,
Colorado 80513 for the Windy Gap Firming Project(WGFP).
Comment Period Extension
A Public Notice was issued August 29, 2008 announcing the Corps' participation as a
cooperating agency in the preparation of a Draft Environmental Impact Statement(EIS)for the
WGFP led by the Bureau of Reclamation, Great Plains Region, Eastern Colorado Area Office
(Reclamation). The notice also announced the receipt and evaluation of a Section 404 permit
application from the Subdistrict for the WGFP. That notice included an initial 60-day comment
period. During that 60-day period,Reclamation has received numerous requests associated with
DEIS to extend the comment period. Reclamation has determined that an additional 62 days be
added to the comment period on the DEIS until Monday, December 29,2008. Because the 404
permit application is directly tied to the DEIS, the Corps is extending the comment period on
the Section 404 permit application until December 29,2008. All other information in the
Corps'original public notice is remains unchanged.
