Neighborhood Stabilization Program (NSP) Funding
RE: Greeley Area Letter of Intent
To Whom It May Concern:
The Board of Weld County Commissioners urges your support of the Letter of Intent submitted
by the Greeley Urban Renewal Authority(GURA) on behalf of the City of Greeley and Weld
County for funding from the Neighborhood Stabilization Program.
Foreclosures have touched every community in Weld County, and every neighborhood in
Greeley. As an area with one of the highest foreclosure rates in the state and region, the physical,
financial, legal and social impacts have been staggering and a significant and growing drain on
government resources.
The City of Greeley and Weld County cooperate on numerous undertakings, including Greeley's
contractual work to provide housing rehabilitation assistance throughout the county. We believe
the NSP funding is another excellent opportunity for our collaborative relationship to
immediately begin to make a difference in addressing the heavy impacts from foreclosed
properties in our area. As you will discern from the Letter of Intent, we are joined in our effort
by experienced and supportive local housing agencies and advocates. Together we offer a
continuum of support for the successful use of these funds to assist those most in need.

Monica and Bill:
I've attached a draft letter for your consideration to help support Greeley's application
urging the State to consider our Letter of Intent to apply for $lom in Neighborhood
Stabilization Program assistance to help with foreclosures. We are proposing to acquire
distressed properties and, depending upon their condition, either scrape and rebuild or
rehab and then make the units available to eligible homeowners. We are including the
County as a co-applicant and propose to provide up to 25% of the funds in the "greater
Greeley area" (e.g. Evans, Windsor, LaSalle, Eaton, Milliken, Johnstown, etc) . There will
be more details to come with the actual grant application but this gets us a ticket to the
dance. In addition to the county, we are partnering with Habitat, the Greeley / Weld
County Housing Authority and the Foreclosure Coalition.
Can you please place the attached letter on the County's letterhead, amend as necessary,
obtain the appropriate signature, and scan and send it back to Carol Larsen (copied above)
by Thursday noon?
Please let me know if you have any questions...we have a pretty short window - Letter of
