HomeMy WebLinkAbout20083399.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO DECEMBER 24, 2008 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, December 24, 2008, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William H. Jerke, Chair Commissioner Robert D. Masden, Pro-Tem - EXCUSED Commissioner William F. Garcia - EXCUSED Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther Gesick Director of Administrative Services, Monica Daniels-Mika MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners meeting of December 22, 2008, as printed. Commissioner Rademacher seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Long moved to approve the Consent Agenda as printed. Commissioner Rademacher seconded the motion, and it carried unanimously. PRESENTATIONS: RECOGNITION OF SERVICES,WELD COUNTY SHERIFF'S OFFICE-JOHN SANDNESS: Chair Jerke read the certificate into the record, recognizing John Sandness for 15 years of service with the Sheriff's Office. Rick Dill, Sheriffs Office, stated Mr. Sandness has served as a commander for the past 14 years and has trained many new correctional officers for Weld County. He stated the Weld County Jail facility has grown significantly during his time with the Sheriff's Office, and he has admired Mr. Sandness' ability remain calm during difficult circumstances. He further stated he has been very reliable and has been a true public servant through his military reserve status and with the Sheriff's Office. Mr. Sandness stated the public is fortunate to have a progressive Sheriff's organization,which is a leader in the state. He stated he has received a lot of gratification from serving with Weld County. RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC WORKS-MAX HILL: Chair Jerke read the certificate into the record,recognizing Max Hill for 24 years of service with the Department of Public Works. 2008-3399 BC0016 ^%-D6, 27 Dean Dreher, Department of Public Works, stated he has had the opportunity to work with Mr. Hill since 1985, at which time the road conditions in Weld County were very poor as a result of a recent recession and unreliable equipment. He stated, since that time, the Department of Public Works has made significant improvements and has progressed to provide the best road conditions in the state. He further stated Mr. Hill has either worked on or paved over 1,000 miles of roadway, and has exhibited great leadership skills throughout his career. Chair Jerke stated he appreciates Mr. Hill's efforts in road work and staff training, and recognizes the improvement of County roads from poor to quality conditions which compare very favorably throughout the state. RECOGNITION OF SERVICES, ACS - DAVID GOSS: Chair Jerke read the certificate into the record, recognizing David Goss for lending his experience and assistance in the areas of communications and computerized systems to the emergency medical responders and command staff who were working to meet the needs of the general public following the destruction of a tornado which struck Weld County on May 22, 2008. Dave Bressler, Director of Paramedic Service, stated on May 22, 2008, both he and Mr. Goss were attending a conference in Denver when they received the weather alert regarding the tornadoes in Weld County. He stated as they were traveling back from Denver, Mr. Goss was available to connect with the Weather Service to receive live updates of what was occurring throughout the County. He stated Mr. Goss' technical skills were very valuable in providing basic feedback and communications during a time when many of the systems were unavailable or overloaded. He stated he worked to get the emergency operations center functional and then volunteered to go to the clinic operations at the Greeley Recreation Center to have that facility operational. Mr. Bressler invited Mr. Goss's family to the front of the room and recognized them for their sacrifice while he was busy working very late hours on a volunteer basis. Mr. Goss stated he was in the right place at the right time and he was happy to help. Ms. Mika stated Mr. Goss also provides technical support for her on a regular basis, and she thanked him for his pleasant and cheerful assistance whenever it is needed. Commissioner Rademacher thanked all three attendees for their hard work and dedication and commented that all three agencies were vital in assisting the public during the tornado event. Chair Jerke agreed and thanked the employees for their services to Weld County. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. NEW BUSINESS: CONSIDER AGREEMENT FOR PHONE SYSTEM UPGRADE FOR NEW HUMAN SERVICES BUILDING AND AUTHORIZE CHAIR TO SIGN -SIEMENS COMMUNICATIONS, INC.: Susan Quick, Director of the Phone Services Division, stated this agreement is for the phone system in the new Human Services building, which will be identical to the system recently installed in the Centennial Center. Chair Jerke commended Ms. Quick for the quality of the system. Commissioner Rademacher moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Long, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
