NOTICE OF 45-DAY EXTENSION TO COMMENT PERIOD
ON DRAFT ENVIRONMENTAL IMPACT STATEMENT
FOR NORTHERN INTEGRATED SUPPLY PROJECT (NISP)
Notice
The District Engineer, U.S. Army Engineer District, Omaha, Nebraska is announcing a 45-day extension
of the comment period to the pending Section 404 permit application and Draft Environmental Impact
Statement(EIS)for the Northern Integrated Supply Project(NISP), proposed by the Northern
Colorado Water Conservancy District(District), acting by and through the Northern Integrated Supply
Project Water Activity Enterprise,220 Water Avenue, Berthoud,Colorado 80513.
Comment Period Extension
A Notice of Availability of a Draft EIS and Public Notice announcing the receipt and evaluation of a
Section 404 permit application from the District for NISP were issued on April 30,2008. Those
notices included an initial 90-day comment period, double the minimum required comment period
under the National Environmental Policy Act. Prior to, and during, the current 90-day comment period
and public hearings, the Corps received numerous req ests to extend, as well as not extend, the
comment period on the Draft EIS and permit application. Due to the amount of information contained
in the Draft EIS and its supporting documents, the need to afford the public an ample opportunity to
provide substantive comments and to facilitate a timely and efficient review process, Omaha District
Commander Colonel David C. Press determined that a 45-day extension is warranted and reasonable.
The new expiration date for the comment period on the Draft EIS and permit application is
September 13,2008.
All written comments on the Draft EIS and replies to the Public Notice for the permit application
should be sent to—
