Board of Weld County Commissioners:
On May 22, 2008, the Weld County Tornado changed the lives of citizens and visitors of Weld
County Colorado. As Director of Weld County Paramedic Services, I was involved in the
coordination of the response, evaluation, treatment, and transport of several of these individuals.
Due to the nature and magnitude of the disaster, several of the emergency systems that are relied
on were taxed beyond their operational design. Communications and computerized systems such
as DTR radio, cell and hard-line phone systems; along with alpha numeric, SMS and PIN
messaging were all taxed to their capacity.
One individual stood out in Weld County Paramedic Services response to this disaster. While
attending a State Emergency Medical Services Conference in Longmont Colorado with me, this
gentleman volunteered to respond back to Weld County and later Windsor Colorado to assist in
the operations to help the people impacted by this event. He lent his experience in the areas of
communications and computerized systems to the emergency medical responders and command
staff who raced to meet the requests for service throughout Weld County. He personally assisted
in bringing the Clinic Operations at the Windsor Recreation Center up to a functional level and
then further assisted the Paramedic Supervisor and Medical Director on scene in organizing
patient care areas.
Dave Goss of ACS / Weld County exhibited a calm demeanor and willingness to be part of the
emergency response team that responded to the events on May 22n". His actions drew the
attention and praise from all emergency services that responded. Dave continues to support
Weld County Paramedic Services Information Technology needs. On May 22"d Dave went
above and beyond his role as IT Support for Weld County Paramedic Services and made a
difference in the lives of the responders, citizens, and visitors of Weld County Colorado.
