HomeMy WebLinkAbout820058.tiff RESOLUTION RE: APPROVAL OF THE SITE APPLICATIONS CONCERNING THE MEAD SANITATION DISTRICT AND THE MILLIKEN SANITATION DISTRICT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, applications for site approval for improvements to the existing facilities of the Mead Sanitation District and the Milliken Sanitation District have been presented to the Board of County Commissioners, and WHEREAS, said improvements are to upgrade existing treatment facilities to remain in compliance with the current State Discharge Standards, and WHEREAS, the Board has studied the proposed improvements and deems it advisable to approve the site applications for the Mead Sanitation District and the Milliken Sanitation District. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis- sioners that the site applications concerning improvements to the existing facilities of the Mead Sanitation District and the Milliken Sanitation District be, and hereby is, approved. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote on the 10th day of February, A.D. , 1982. Dear Mr. Walter: This correspondence is to advise you that the Department of Planning Services staff has reveiwed the proposals and finds that the intended modifications are not expansions, but rather, are necessary upgrades to keep the facilities in compliance with State Health requirements. As a result, no Use by Special Review will be required for the modifications. The Mead request was reviewed by our office during 1980. This review included a proposed division of a treatment cell as well as addition of aeration and chlorination equipment which is the specific request at hand. At that review, our office indicated the proposed improvements do not require a use permit. The Milliken facility will be provided with an emergency sludge reaeration basin which does not effectively increase the hydraulic or organic loading. As indicated above, this modification provides for compliance with State Health Standards and is considered to be a maintenance improvement. As mentioned in earlier conversations, the site applications will be presented to the Planning Commission and Board of County Commissioners for action so that you may continue to move toward the Water Quality Control Commission decision. A Service and Feasibility Study was prepared, including supplements which addressed the areas of infor- mation required, including service area, population projections, existing taps, land use and zoning, description of existing facilities, alternatives and proposed long term improvements, cost estimates, financial , and conclusions and recommendations for a projected treatment plant design which would have increased the hydraulic and organic loading capacity beyond the existing plant's capabilities. However, due to the lack of funding, the District has authorized as an interim solution, the addi- tion of an emergency sludge holding re-aeration basin immediately adjacent to the existing basin at the plant. This improvement is not intended to increase hydraulic or organic loading. The three basic functions of the new basin will be : 1 ) In the normal operational mode, this basin would serve as an emergency sludge holding re-aeration basin. The additional sludge storage capacity will improve upon existing treatment efficiencies by re-aerating the sludge removed from the existing settling tank and by permitting lower solids concentrations in the existing aeration basin. Also, the additional sludge storage capacity will aid plant operations during the wet months, when it is not possible to discharge the sludge slurries onto the fields. 2) Auxiliary (backup) aeration basin, to function when the existing aeration basin is not operable, because of maintenance and/or other problems. 3) Lastly, the basin would be designed to function as a clarifier, if an oxidation ditch is added in the future. We note that the proposed basin would be large enough to serve in this capacity and also that the existing aeration basin could be used as a digester. Attached is an excerpt from the Service and Feasibility Study addressing the service area, location, population projections, existing taps, and land use and zoning. Site Application Narrative Project No. 2212-01-12-01 January 21 , 1982 Page 2 The relationship between this plant and those surrounding it are shown in Exhibit A of the Site Application submittal as to location. The feasibility of joining with the Johnstown system has been addressed and discounted by the Service and Feasibility Report and supplements thereto. Raw and effluent wastewater flow and quality characteristics to and from the plant will not vary significantly from that being reported under the existing NPDES Discharge Permit now in effect for this plant with the exception that the improvement will allow for the meeting of those required standards on a more consistent basis. This project is the result of an analysis of the existing facilities. Although this project is an interim solution, it will allow the District to meet existing discharge standards until funding otherwise can be obtained or otherwise acquired. The replacement of lines per this project is to gain greater depth in an area causing maintenance and service problems. Infiltration that may be existing in these lines will be eliminated by the replacement. The existing plant is located near the 100 year flood plain elevation. The walls of the aeration basins are elevated approximately nine (9) feet higher than the elevation at the edge of the flood plain. Several alternates have been reviewed as part of the long range planning process for treating waste in this service area as part of the Service and Feasibility Study. However, this project is an interim project which has been designed to become a part of an overall long range system, but does not lend itself to other more expensive alternatives at this time. Attached is a legal description of the site on which the existing plant and proposed facilities are located. This land was purchased and is owned by the Town of Milliken. The Milliken Sanitation District has an established Board of Directors which administrates the management of the wastewater system in this service area. A full time licensed operator is used to operate the plant and provide maintenance on the system as required. The Board has established tap fee rates and monthly service rates which are in effect. As of November 16, 1981 , the monthly service rate was increased from $8.00 to $10.75 to help finance this project. PURPOSE The purpose of this report is to provide sufficient general , tech- nical , and financial information to evaluate the feasibility of needed improvements to the Milliken Sanitation District's wastewater collection system and treatment facility. In this report, the problems associated with the existing system are discussed, along with proposed improvements, estimated costs, and methods of financing. The preparation of this report has been authorized by the Milliken Sanitation District Board of Directors with the intent of submittal to the Farmer' s Home Administration and the Colorado Water Quality Control Division as partial fulfillment for funding applications. An effort has been made throughout this report to address the re- quirements of the 208 "Areawide Water Quality Management Plan," particularly as related to facilities and service planning under Revision #16. B. SERVICE AREA The area currently served by the sanitation district is primarily within the Milliken town limits. Milliken is located in Sections 2 and 11 , Township 4 North, Range 67 West, Weld County, Colorado which is approximately 40 miles North of Denver, Colorado and 6 miles East of Interstate Highway 25 along State Highway 60. Terrain within the Town limits generally slopes from elevation 4765 in the Southwest part of Town to elevation 4740 in the Northeast part. Previous soil boring logs indicate that the subsurface soil is a silty sand or gravel with the watertable depth varying from 6 to 10 feet. The soil type and groundwater cause sewer construction costs to be higher than average. C. LAND USE AND ZONING As shown on Exhibit I-B, generally speaking, the Southern half of Milliken is zoned residential , the core of the Town is zoned com- mercial , and the Northwest portion is industrial . Most of the land zoned for industrial use is still used for farming. Farming is also the predominant use of land adjoining the Town limits. Exhibit I-C shows the areas surrounding Milliken that have been designated by the Town Board as the 20 year service area. The service area includes approximately 300 acres. It is assumed that the service area will be used predominantly for residential growth with some commercial growth adjacent to Highway 60. It appears that ample industrial sites exist within the present zoned areas.
