RE: APPROVAL OF USE BY SPECIAL REVIEW FOR A DRY OPEN-CUT GRAVEL
PIT AND ASPHALT BATCH PLANT - STROMQUIST FARMS & FRONTIER
MATERIALS, INC.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 9th day of February, 1983 , at the hour of 2 : 00
o'clock p.m. , in the Chambers of the Board, for the purpose of
hearing the application of Stromquist Farms and Frontier Materi-
als, Inc. , 3600 Highway 52, Erie, Colorado for a Use by Special
Review for a dry open-cut gravel pit and asphalt batch plant,
on the following described real estate, to-wit:
Part of Sections 20 and 21 , T2N, R68W
of the 6th P.M. , Weld County, Colorado
WHEREAS, Section 24 . 4 . 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and statements of those present, has studied the re-
quest of the applicant and the recommendations of the Weld County
Planning Commission and all of the exhibits and evidence presented
in this matter, and having been fully informed, finds that:
1 . This request is in compliance with the Weld County Com-
prehensive Plan and the Weld County Extraction Plan,
Mineral Resources, Volume II . The area in question is
located in a resource conservation area. The Weld County
Extraction Plan states that extraction shall be encour-
aged in resource conservation areas as long as appropri-
ate extraction standards are followed.
2. The submitted application materials are in compliance
with application requirements of Sections 24 . 7; 33 . 1 ;
44 . 2 and 44 . 3 of the Weld County Zoning Ordinance.
3 . It is the opinion of the Board of County Commissioners
that the applicant has shown compliance with Section
24 . 4 . 2 of the Weld County Zoning Ordinance as follows :
a) The proposal is consistent with the Comprehensive
Plan policies which allow uses of an industrial
nature to occur where the resources are available
(i.e. gravel resources as identified on pages 62-63
of the Plan) .

b) The proposal is consistent with the intent of the
Agricultural Zone District in that the proposed use
does not interfere with other agricultural activities
in the area or the County and as a Use by Special
Review can take place in the district.
c) The activities proposed will be compatible with
existing agricultural uses in the neighborhood, as
well as with projected development in the future.
The intended proposal will not have significant
traffic or noise impacts, nor will it require
significant improvements which might create incom-
patibility.
d) Use by Special Review Operations and Design Standards
provide adequate protection of the health, safety and
welfare of the neighborhood and County.
e) The Overlay District affecting the site Flood Hazard
District has been addressed in the attached Standards
for the operation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the application for a
Use by Special Review for a dry open-cut gravel pit and asphalt
batch plant on the hereinabove described parcel of land be, and
hereby is, granted subject to the following conditions:
1 . The attached Operations Standards being recommended and
approved for this request. Said attached Standards being
amended as follows:
STANDARD NO. Standard No. 8 shall now read:
"Prior to the extraction of minerals, the applicant shall
offer and agree to an acceptable program of road main-
tenance with the Weld County Board of County Commissioners.
The road maintenance program shall address the impacts
generated by the gravel mining operation. "
STANDARD NO. 11 - Standard No. 11 shall be added and shall
read:
"Prior to the extraction of minerals, the applicant shall
submit to the Weld County Planning Department a completed
agreement with the following ditch companies: The Rural
Ditch; the Godding Ditch; the Smith and Emmons; all mem-
bers of the Water Users Association; and District #6 . "
2 . The following note being placed on the Use by Special
Review Permit plat:
NOTE: The Mined Land Reclamation Board has the
authority to issue permits for mining and
reclamation activities. Activities related
to mining and reclamation are therefore
under the jurisdiction of the Mined Land
Reclamation Board; however, Weld County has
jurisdiction of those matters outlined in
the Operations Standards.

3 . Prior to final approval of the Use by Special Review
Permit, the applicant shall submit to the Weld County
Planning Department a completed agreement with the
following ditch companies: the Rural Ditch; the Godding
Ditch; the Smith and Emmons; all members of the Water
Users Association; and District #6 .
4. Prior to final approval of the Use by Special Review
Permit, the applicant shall submit to the Weld County
Planning Department a completed agreement with the
Burlington Northern Railroad. The agreement should
address the proposed access route crossing the rail-
road right-of-way.
5. Prior to the extraction of minerals, the applicant shall
offer and agree to an acceptable program of road main-
tenance with the Weld County Board of County Commissioners.
The road maintenance program shall address the impacts
generated by the gravel mining operation. The mainten-
ance proposal shall address maintenance of Weld County
Road 5 from the access point south to Highway 52 .
6 . In compliance with Section 26 . 2 of the Weld County Zoning
Ordinance the owner and or operator shall furnish the
Department of Planning Services a certificate from a
registered engineer that any of the development that
occurs within the flood plain area shall not change the
direction of flow of water in a river or stream and that
said development will not result in a change of ten per-
cent (10%) or more in the intermediate regional flood
water flows; and that said operations will not channelize
a river or stream. The applicant shall comply with Sec-
tions 26. 4 . 9 and 26 . 5 . 2 of the Weld County Zoning Ordin-
ance in the event any of the above conditions will occur.
7. The Operations Standards being placed on the Use by
Special Review Permit plat. The Use by Special Review
Permit plat shall be delivered to the Department of
Planning Services.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 9th day of
February, A.D. , 1983 .

OPERATION STANDARDS

1. The uses permitted on the hereon described parcel shall be the the
extraction of sand and gravel and an asphalt batch plant described
in the application materials on file in the office of the Depart-
ment of Planning Services.
2. The open-cut gravel operation shall comply with Section 44.4 Operation
Policies (excluding 44.4.7) of the Weld County Zoning Ordinance.
3. All phases of the open-cut gravel operation and asphalt batch plant
shall comply with all County and State Health Standards and regula-
tions pertaining to air quality, water quality, noise emission and
sanitary disposal systems.
4. All disturbed areas not under current operation and stockpiled
topsoil shall be protected from wind and water erosion by mulching
and inmuediately seeding with Crested Wheat Grass at ten (10) pounds
per acre and Yellow Sweet Clover at five (5) pounds per acre.
5. The property owner and/or operator shall apply for a well permit
with the Division of Water Resources to comply with C.R.S. 1973,
37-90-137.
6. All operations on the property shall comply with the Weld County
Flood Hazard Development Regulations. Any fuel tanks, septic tanks
and other items that might wash away during flooding shall be
located outside the one-hundred-year flood plain or adequately
flood proofed to avoid creation of hazardous conditions.
7. Copies of pertinent documents filed with the Mined Land Reclamation
Board shall be forwarded to the Department of Planning Services
office for review.

9. The Use by Special Review Permit shall be limited to the plans
shown hereon and governed by the Operation Standards stated above
and all applicable Weld County Regulations. Any material devia-
tions from the plans and/or Operation Standards as shown or stated
above shall require the approval of an amendment to the Use by
Special Review Permit by the Planning Commission and the Board of
County Commissioners before such changes from the plans and/or
Operation Standards shall be permitted. Any other changes from the
plans and/or Operation Standards shall be filed in the office of
the Department of Planning Services.
10. The property owner and/or operator of this operation shall be
responsible for complying with all of the above stated Operation
Standards. Noncompliance with any of the above stated Operation
Standards may be reason for revocation of the Use by Special Review
Permit by the Board of County Commissioners.

The following business was transacted:
I hereby certify that pursuant to a notice dated on January 24, 1983, duly
published January 27, 1983 in the LaSalle Leader, a public hearing was
held on the request of Stranquist Farms and Frontier Materials, Inc. for a '
Use by Special Review for a dry open-cut gravel pit and asphalt batch plant.
The Planning Commission recarmended that the request be approved with
conditions. George Clausen, represented Stromquist Farms and Frontier Materials,
Inc. He stated that the gravel pit will be a dry pit and they will protect
the underground water supply. He stated that the property is covered with
three to four feet of top soil that will be removed and the twelve feet of
gravel will be mined. The twelve feet of gravel lays on a fifteen foot
shale base. Mr. Henry Braly, representing Stramquist Farms and Frontier
Materials, Inc. , commented on the haul road and suggested that the County
inspect the road and make recommendations regarding its disposition and what
Stranquist Farms and Frontier Materials, Inc. should expect to contribute.
. He added that at this point they are flexible. The noise level at the site
was discussed and the plant will be governed by the pollution regulations.
The plant site is in excess of 3000 feet from the nearest residence. William
Engelhard, president of Smith and Emmons Ditch Company, stated that he was
unaware of this request and was first notified last Sunday. As far as
the ditch company is concerned there are two questions that remain unanswered.
The questions were: 1) the division of water, and 2) the water should be tied
to the land so it will be available for augmentation. Mr. Engelhard asked that
this request be tabled until these two concerns are answered. Mr. Clausen
stated that there will be enough water to replace the water that will be used.
Mr. Engelhard stated that the irrigation water cannot be replaced with the
mined area water. He contended that the mined area water is not suitable for
irrigation water replacement because crops will not survive with the water from
the mined area. Wally Garnet, legal counsel for several landowners and
ditch companies, stated that an agreement has been prepared with the built in
water adjustment. He predicted that all three of the ditch companies will sign
said agreement in the near future. Mr. Braly commented on the numerous meetings
conducted with the ditch companies regarding the water exchange. Margaret
Kohnhel, an adjacent landowner, agreed with the gravel extraction plan but
opposed the asphalt plant. She is of the opinion, that the area will turn into
an industrial area and questioned what the long range plans are for this area.
Henry Braly stated that less than 2000 gallons of water per day will be used
in the asphalt plant. After discussion, Commissioner N. Carlson moved to approve
the request subject to the operations standards as recarmended and amended. Standard
#8 shall now read: "Prior to the extraction of minerals, the applicant shall offer
and agree to an acceptable program of road maintenance with the Weld County Board of
County Commissioners. The road maintenance program shall address the impacts
generated by the gravel mining operation." Standard #11 shall be added and shall read:
"Prior to the extraction of minerals, the applicant shall sutmit to the Weld County
Planning Department a complete agreement with the following ditch companies: The
Rural Ditch; the Gadding Ditch; the Smith and Emmons; all members of the Water Users
Association; and District #6." Commissioner N. Carlson added that it is not the
fault of the Beard that gravel is located in this area. Commissioner Martin seconded

Dear Mr. Braly,
This office enforces Colorado Air Quality Cbnmission regulations
through a contracted delegation of authority with the State Air
Pollution Control Division. Frontier Materials asphalt batch
plant has been issued an Emission Permit and has been inspected
for compliance with the conditions of that permit. On each
occasion of official inspections and during routine surveillance
of the plant operation, full compliance with all regulations was
noted. While allowed to emit up to 20% opacity (a visual standard),
the plant has always been noted emitting 10% or less. Under these
conditions it is not expected that any significant air quality
impacts would be observed for this plant operation at any location
in Boulder County.

RE: Comments Concerning Frontier Materials Asphalt Batch Plant at
11648 N. 75th Street
1. The asphalt batch plant: is a portable unit that was relocated in late
September 1981 from the Frontier Materials site at 9800 N. 119th Street
to 11648 N. 75th St. An air pollution control inspection by this Depart-
ment on October 7, 1981 noted no problems with the plant, which was operating
at the time.
2. Routine inspections in August 1980 and July 1981 indicated this plant in
compliance. A letter from this Department to Frontier Materials dated July
22, 1981 stated: "Under these conditions [observed in past inspections]
it is not expected that any significant air quality impacts would be observed
for this plant operation at a ' location in Boulder County. "
:----• -No edor Complaints against this plant were received when it was situated at
other locations. However, at least three complaints from one party were
registered while the plant was operating in the Fall 1981. Several field
investigations were unable to verify that an odor violation occurred.
4. Some fugitive dust problems have been noted at this sand and gravel operation
over the years. They can be kept to a minimum by observant management . Per
the owner, vehicular traffic will not increase because of the asphalt batch plant.
5. To the Emission Permit for this source is attached the condition: "Plant is
portable and will not operate in any specific location in a 'nonattainment '
area for longer than six (6) months at a time." This condition was included in
the permit because the source did not participate in the public comment process.
If the operator wants this permit condition dropped, he will need to file a
permit amendment.-request with the State Health Department. -
--- The State Air Pollution
ontrol Division representative could foresee no problems with such an amendment
from an air quality viewpoint. This source would then be subject to public comment.
6. In summary, viewing the request from air quality consideration, I recommend
approval of the request to add the asphalt hatch plant to the existing special
use permit.

- The proposal is consistent with the Comprehensive Plan policies
which allow uses of an industrial nature to occur where the
resources are available (i.e. gravel resources as identified
on pages 62-63 of the Plan).
- The proposal is consistent with the intent of the Agricultural
Zone District in that the proposed use does not interfere with
other agricultural activities in the area or the County and as
a Use by Special Review can take place in the district.
- The activities proposed will be compatible with existing
agricultural uses in the neighborhood, as well as with projected
development in the future. The intended proposal will not
have significant traffic or noise impacts, nor will it require
significant improvements which might create incompatibility.
- Use by Special Review Operations and Design Standards provide
adequate protection of the health, safety and welfare of the
neighborhood and County.
- The Overlay District affecting the site Flood Hazard District
has been addressed in the attached standards for the operation.
The Planning Commission recommendation for approval is conditional upon
the following:
1. The attached Operations Standards being recommended and approved
for this request.
2. The following note being placed on the Use by Special Review
Permit plat:
NOTE: The Mined Land Reclamation Board has the
authority to issue permits for mining and
reclamation activities. Activities related to
mining and reclamation are therefore under the
jurisdiction of the Mined Land Reclamation
Board; however, Weld County has jurisdiction of
those matters outlined in the Operations Standards.
3. Prior to final approval of the Use by Special Review Permit,
the applicant shall submit to the Weld County Planning Depart-
ment a completed agreement with the following ditch Companies:
The Rural Ditch, the Godding Ditch, the Smith and Emmons, all
members of the Water Users Association, District #6.
4. Prior to final approval of the Use by Special Review Permit,
the applicant shall submit to the Weld County Planning Depart-
ment a completed agreement with the Burlington Northern Railroad.
The agreement should address the proposed access route crossing
the railroad right-of-way.
5. Prior to the extraction of minerals, the applicant shall offer
and agree to an acceptable program of road maintenance with
the Weld County Board of County Commissioners. The road
maintenance program shall address the impacts generated by the
gravel mining operation. The maintenance proposal shall
address maintenance of Weld County Road 5 from the access
point south to Highway 52.

6. In compliance with Section 26.2 of the Weld County Zoning
Ordinance the owner and or operator shall furnish the Depart-
ment of Planning Services a certificate from a registered
engineer that any of the development that occurs within the
flood plain area shall not change the direction of flow of
water in a river or stream and that said development will not
result in a change of ten percent (10%) or more in the intermediate
regional flood water flows; and that said operations will not
channelize a river or stream. The applicant shall comply with
Sections 26.4.9 and 26.5.2 of the Weld County Zoning Ordinance
in the event any of the above conditions will occur.
7. The Operations standards being placed on the Use by Special
Review Permit plat. The Use by Special Review Permit plat
shall be delivered to the Department of Planning Services.

extraction of sand and gravel and an asphalt batch plant described
in the application materials on file in the office of the Depart-
ment of Planning Services.
2. The open-cut gravel operation shall comply with Section 44.4 Operation
Policies (excluding 44.4.7) of the Weld County Zoning Ordinance.
3. All phases of the open-cut gravel operation and asphalt batch plant
shall comply with all County and State Health Standards and regula-
tions pertaining to air quality, water quality, noise emission and
sanitary disposal systems.
4. All disturbed areas not under current operation and stockpiled
topsoil shall be protected from wind and water erosion by mulching
and immediately seeding with Crested Wheat Grass at ten (10) pounds
per acre and Yellow Sweet Clover at five (5) pounds per acre.
5. The property owner and/or operator shall apply for a well permit
with the Division of Water Resources to comply with C.R.S. 1973,
37-90-137.
6. All operations on the property shall comply with the Weld County
Flood Hazard Development Regulations. Any fuel tanks, septic tanks
and other items that might wash away during flooding shall be
located outside the one-hundred-year flood plain or adequately
flood proofed to avoid creation of hazardous conditions.
7. Copies of pertinent documents filed with the Mined Land Reclamation
Board shall be forwarded to the Department of Planning Services
office for review.

DESCRIPTION OF OPERATION
a. Types and number of operating and processing equipment to he
employed: front-end loaders, crushers, screens , several con-
veyors, feeder, wash plant, asphalt plant , scales and scale
house, and miscellaneous supporting equipment as required.
b. Maximum number of employees: 9, and number of shifts: 1 .
c. Number of phases to be worked: 4, and periods of time each
is to be worked: Phase 1--4 years, Phase 2--3 years, Phase
3--2 years, and Phase 4--1 years. These periods of time
are estimates and may vary due to market conditions.
d. Thickness of mineral deposit: 10-15 feet, and thickness of
overburden: 1-4 feet.
e. This will be a dry pit operation.
f. Site entrance/exit points and county roads and bridges to
be utilized between site and delivery points: Primary site
access will be from County Road 5, just north of the Godding
Ditch (see plot plan map) . Secondary/emergency access will
be from County Road 5 at the south end of the property using
the oil company road. The oil company has given us permission
to use this road. It is anticipated that 90 to 95 per cent
of the material will be taken south on County Road 5 to Colorado
Highway 52 after leaving the site. There is one bridge on
County Road 5 near its intersection with Colorado Highway 52.
It is an unrestricted bridge over the Lower Boulder Ditch.
With approval from Weld County to include the asphalt plant,
Frontier will meet with the Commissioners and the County Engineer
to work out an equitable agreement to pave County Road 5 from
the plant site to Colorado Highway 52.
If the asphalt plant is not approved, Frontier will treat the
road as often as required with Coherex or equal for dust control
and will blade as required to keep a reasonable driving surface.
SUPPORTING STATEMENTS
The mining and reclamation plans are consistent with the mineral
extraction plan of the Weld County Comprehensive Plan.
Frontier's mining proposal is consistent with the intent of
the agricultural district.
Use of the land for mining is compatible with the existing
surrounding land uses of agriculture and gravel mining.
Frontier's mining and reclamation plans will be compatible
with future development as projected by the Comprehensive Plan

MINING PLAN
Mining of each of the four phases will he done in stages. Each
stage will take approximately one year.
Phase 1 , stage one will begin in the northeast corner near the
intersection of the Rural Ditch and Idaho Creek. Stages two and three
will each be worked westward along the Rural Ditch to the west end
of the property at which time the mining will be brought back to Idaho
Creek and staged hack to the west south of the previously mined area.
The mining of each phase will begin with the stripping of topsoil
and vegetation from the first stage. In stage one these stri.ppings
will be stockpiled out of the work area along the perimeter so as
to act as a barrier between the mining operation and adjacent residents.
Stockpiles will be approximately 15 feet high and will be located out
of the floodway. Strippings from the second and subsequent stages
will be used to reclaim the previous stage mined; thus reclamation will
follow a year behind disturbance.
After stripping, the area to be mined will be trenched by a
dragline and pumped to dewater. The water will be discharged into
Idaho Creek or its irrigation ditches under a wastewater discharge
permit. This water will be monitored and regulated to prevent damage
or disturbance downstream.
The dewatered material will then be picked up by front-end loaders
and fed into a portable crusher located near the stage being mined
to be crushed, sized and stockpiled. Approximately 60 per cent of
the material will be sold from these stockpiles and delivered directly
from the stockpile to the job site. The balance will he moved by truck
to the plant site for further processing.
The first year of operation will require approximately four acres
of major disturbance in the mining area. There will also be about
17 acres of moderate disturbance on the plant site, parking and roadways.
In subsequent years, depending on market conditions, it would be
anticipated there would be 5 to 6 acres of major disturbance at a time

with 12 to 14 acres of moderate disturbance and 4 to 5 acres of minor
disturbance as reclamation follows.
Haul trucks will consist of a mixture of tandem dumps and semi-
trailer dumps as needs dictate. They will be loaded within the legal
limits of the County and State laws and will operate within the laws
for speed and noise limits. Our initial projections are for an average
of 30 round trips per day for the first year, depending on market
conditions.
Sewage facilities on site at the pit and plant sites will consist
of commercial-type portable toilets.
The nearest residence (Kobobel's to the south) is approximately
1,875 feet from the mining area at the closest point. The plant
site is in excess of 3,000 feet from any off-site residences.
We have met with the ditch people and have come to an agreement
with them regarding the irrigation ditches involved. Their attorney
is drafting an agreement at this time which will he signed before the
permit is issued.
The maximum number of users/patrons/buyers will depend on market
conditions.
WATER INFORMATION
EXISTING CONDITIONS
The proposed mining operation is located in the Boulder Creek
floodplain. The area hosts a complex system of irrigation, waste
and supply ditches. The significant physical features which affect
groundwater, surface water and drainage are: Boulder Creek, Idaho
Creek, Godding Ditch and the Burlington Northern Railroad road bed.
Idaho Creek is not a true creek. An old drainageway within the Boulder
Creek floodplain has been utilized to divert and convey irrigation
water from Boulder Creek to various ditch headgates. Idaho Creek
flows subsequently return to the Boulder Creek system downstream of
the Boulder Creek—St. Vrain Creek confluence. In this reach, Boulder
Creek generally borders the west side of its floodplain while Idaho
Creek roughly coincides with the east edge of the floodplain. Some
of the ditches served by the Idaho Creek delivery system are: the
Carr & Tyler Ditch, the Godding (Highland Southside) Ditch, the Rural
Ditch, and the N. K. Smith & Tyler Ditch.
The proposed use will supplant the historic land use of natural
grass, irrigated grass and irrigated cropland. The most recent irrigated
crop is corn (1982 season) . All irrigation is by flooding. The
groundwater table is shallow and is affected by supply ditch flows
and on-site irrigation application. The groundwater gradient generally
parallels the northeasterly direction of Boulder Creek. Closer to
the Creek, the groundwater gradient tends more directly toward the
open channel. Local anomalies to this groundwater pattern occur
around Idaho Creek and the various ditches during the irrigation season.
Through this reach then, Boulder Creek is a "gaining" stream, being
fed by the higher adjacent groundwater levels. Idaho Creek and other
supply ditches lose some of their water to the shallow groundwater
table resulting in the local perturbations. The groundwater levels
are also raised seasonally by return flows, waste flows and non-consumptive
flowthrough of applied flood irrigation water. In the spring of 1982,
the depth to the water table averaged three feet and the saturated

thickness of the aquifer averaged 13 feet. Prior to full-fledged
irrigation efforts, late April, the depth to water averaged 3.5
feet. By mid to late May, after irrigation had been under way,
the water level had risen to an average of 2.5 feet below the surface.
During this short period, an eight per cent variation in the saturated
thickness of the aquifer can he directly attributable to irrigation
practices over the area.
The groundwater consists of a shallow, thin alluvial aquifer.
The underlying confining stratum is the Pierre Shale formation
at depths of 15 to 18 feet below the surface. This shale layer
defines the limit of the proposed mining operation. The groundwater
under the site is ultimately Boulder Creek water. It is recharged
by irrigation water diverted from Boulder Creek and the groundwater
gradient indicates a return to Boulder Creek.
TESTS AND OBSERVATIONS
In preparation for this application, a physical data collection
program was initiated. The purpose of this program, as it relates
to water resources was to define the aquifer characteristics,
its response to surface water management practices, and the relative
water quality of the two sources.
On April 21 and 22, 1982, a total of fifteen borings were
drilled to shale. These were logged for depth to gravel and depth
to shale, cased with slotted PVC pipe and gravel packed. After
reaching equilibrium with the groundwater, these were used as
observation piezometers. They are located around the edges of the
proposed mining pits and near some of the ditches traversing the
area. Water level observations began on April 27 and continued
on an irregular basis through May 27, 1982. The piezometers are
located and identified on the Plot Plan. The piezometers are
positioned generally to detect groundwater fluctuations due to losses
from the major irrigation conveyance systems. Maximum changes of
nearly two feet before and during irrigation were recorded over
the observation period. A groundwater level rise can be inferred

over the entire area as a result of applied flood irrigation water
recharge. However, areas removed from the delivery system should
not have as pronounced an increase as the piezometer readings would
indicate.
On May 3, 1982, an open pit situated within a triangle defined
by peizometers 7, 8 and 9 was pump tested for nearly an hour and
then allowed to recover. Water levels at the pit, at holes 7 , 8
and 9 and in addition at piezometer number 13, across Codding
Ditch were monitored during pumping and recovery. Recovery measure—
ments continued through the late afternoon of May 4. Time versus
drawdown data thus obtained were analyzed theoretically to determine
the major aquifer parameters; T, transmissibility and S, storage
coefficient.
During the test, the pumping rate exceeded the recharge rate
to the pit and equilibrium conditions were not achieved. Analysis
by the equilibrium formulas was not appi_icab;,.. As the pit water
surface level lowered, recharge levels lagged behind and recharge
was observed as free water exiting the pit sides well above the
receding water surface. These points of groundwater effluent
gradually lowered, but at a significantly slower rate than the
pit water level . The net result was that when the pit was evacuated
and pumping stopped, recharge of the pit took place. This recharge
entered from the pit bottom and the sides under water as well as
from free surface flow through the sides above the pit water surface.
During this time, the recharge cone was being drawn down to meet
the rising pit water level and as far as the observation holes were
concerned, pumping was still occurring. Thus, recharge at the
observation holes did not start before the drawdown cone and the
pit water level. equalized. Plots of observation hole water surface
elevations versus time since pump stopped are included to illustrate
this continued drawdown. Observation hole data were then analyzed
by the appropriate non—equilibrium formula during "pumping" and
by recovery formula after "pumping", where "pumping" is defined
as the time during which the cone of depression was falling. Tha

aquifer parameters thus obtained are a transmissibility, T, of
14,400 gallons per day per foot and a storage coefficient, S, of
a half a per cent, 0.005. Compared to typical water table aquifers,
this T is average while S is quite low.
An additional conclusion may be reached from the observation
well drawdown versus time since pump stopped plots. Holes 7 and 9
"bottomed out" at about the same time while the minimum water level
for hole 8 occurred significantly later. This indicates that the
water bearing formation is probably not uniform in character and
permeability in all directions.
An attempt was made to directly measure losses along Godding
Ditch to groundwater by taking current, cross-section and water
level measurements at the measuring flume and at points downstream.
This exercise lacked the necessary accuracy to be meaningful. The
biggest shortcoming was in the velocity measurements. Maximum
velocities were obtained whereas average velocities are required
for discharge determinations. Thus we can only qualitatively con-
clude that the ditches lose some of their flow, based on groundwater
observations. The data required to make a quantitative evaluation
of how much they lose is insufficient.
PROPOSED OPERATIONS
The proposed mining plan envisions a dry-pit operation. Phased
pits will be dewatered by pumping into settling basins or previously
worked pits. After settling, water may be released to Boulder Creek
or to irrigation ditches. Some water may be released to Boulder
Creek or to irrigation ditches. Some water may be required for
dust abatement and control during operations. Appropriate discharge
permits will be secured and discharge will be diluted and regulated
such that effluent quality standards can be ensured.
Dewatering of a pit will lower the surrounding water table.
Wherever such lowered water tables are of concern, it is proposed
to discharge the pumped water to a settling basin located between

the working pit and the area of concern. This would have the effect
of buffering the groundwater drawdown and actually recharging
the water table. Such a recharge arrangement may he crucial in
order to avoid inducing additional losses from existing irrigation
ditches. Hence, downstream water rights will be protected.
PROJECT WATER REQUIREMENTS
The ultimate development of this mine and its reclamation
will result in pits covering a total of about 120 acres. The
average annual lake evaporation in this area is 36 inches per year.
The long term average precipitation at Longmont is 14.5 inches
per year. This implies a net annual evaporation loss of 21 .5
inches or a total of 216 acre-feet over 120 acres. This is a con-
sumptive use of water which must be provided for. Prior to ultimate
development and reclamation, evaporative losses and consumptive
use in dust control and abatement will he less than 216 acre-feet.
Presently 124 acres are flood irrigated, both pasture and cropland.
WATER RIGHTS
Included as a part of the property lease are the following
ditch and water rights:
3/8ths interest in the Delahant Ditch
1/4th interest in the Carr and Tyler Ditch
1 share of the Godding Ditch
50 units of Colorado Big Thompson Project water.
All except the Big Thompson water could be used to augment
the evaporative losses from the ponds. These water rights, exclusive
of the Big Thompson, will provide an average annual yield of 164
acre-feet. With an augmentation requirement of approximately 1 .8
acre-feet of water per surface acre in order to protect downstream
appropriators from injury, this yield would provide for 91 .5 surface
acres. The first two of the proposed four phases total about 70
acres. Beyond phase 2, the operator would need to supply additional
augmentation water. The 50 units of Big Thompson water might
be traded for water which could be used in an augmentation plan.

In any case, the operator will work out a contractual agreement with
the District 6 Water Users Association for an augmentation plan
covering the total proposed development.
FLOODING AND DRAINAGE
The proposed mining operation lies almost wholly within the
Boulder Creek floodplain as designated on the Weld County Flood
Insurance Rate Map. It is in a floodprone district zone A, which
is a 100-year flood area wherein the flood elevations and hazard
factors have not been determined. The flood zone is contained
on the west side of the Burlington-Northern road bed upstream of
the limbo Creek corssing. Below that the floodprone district spans
from Boulder Creek on the west to somewhat beyond Idaho Creek on
the east. Within the contemplated mining operation, no berms or
stockpiles will be situated such as to adversely affect either
historic drainage patterns or flood elevations. It is the intent
of this application to maintain historic drainage patterns both
during and after mining operations at the site. No structures will
be built which are incompatible with the floodprone district designa-
tion. Fuel holding tanks and other potential pollutants will he
located and stored outside of the floodprone zone.
