The City of Windsor has developed a preferred alignment for "O" Street between State Highway 257 and County Road 23. This study will define the preferred alignment for "O" Street between County Road 23 and 83rd Avenue which will give transportation engineers and planners the tools they need to help preserve the rights-of-way required for making this extension or work with incoming development to construct the extension. Through their existing on call services contract with Weld County, the consulting firm of Felsburg, Holt and Ullevig (FHU) will be required to coordinate the work with representatives from the local agencies that currently have invested interests in this area. They include Weld County, City of Greeley and the Town of Windsor. Weld County will be the lead agency on the project. Purpose The information gathered and compiled in this task will serve as the basis for creating and evaluating alternative alignments. The intent is to utilize available information to the maximum extent possible and to conduct new data collection only as necessary. Subtask 1.1 FHU will assemble pertinent data and information in order to have a thorough understanding of current and projected conditions for the "O" Street alignment. All available land use plans, transportation plans, and specific development plans will be compiled and reviewed. Other collected data will include aerial photography, right-of-way and parcel ownership information, access and intersecting roads inventory, environmental considerations, roadway geometrics, utility information, drainage and flood studies and USGS topographic information. All of this information will be summarized in both graphic and tabular forms to produce a comprehensive representation of the physical characteristics of the study area. Subtask 1.2 In this task, all of the information compiled in Subtask 2.1 will be reviewed and interpreted in order to identify opportunities and constraints related to potential alternative alignments. "0" Street Alignment Study Page 1 of 4 • TrISA 2 //l 'ilM LC IOU (1 AL' ;n-rl��, Purpose The purpose of this task is to identify the entire range of possible alternative alignments for "O" Street. This work will draw to a large degree on the data, opportunities and constraints compiled in Task 2. Subtask 2.1 In this first step, key crossing/intersecting features will be identified. These will include such features as current land improvements, alignment restrictions or obstacles, and major drainageways. Based on criteria such as topographic conditions, physical characteristics, intersection spacing, geometric conditions, and drainageway widths, possible points at which these features could be reasonably crossed or intersected will be established. Subtask 2.2 As many as 5 alignment alternatives will be developed for "O" Street. Constraints that may prohibit the developed alternatives from being further investigated will be identified as early as possible in order to minimize inefficiencies. 73.4\ ., t�t'tilUtli :u Purpose The purpose of this task is to establish evaluation measures and to apply those measures to each developed alternative to identify the preferred alignment. Subtask 3.1 Using a Rural Major Arterial cross-section with roadside ditches, the various alternatives will be assessed through an evaluation process to determine the advantages and disadvantages of the developed alternatives. A two-lane interim cross-section shall also be shown. It is envisioned that the evaluation parameters will include but not be limited to the following: • Horizontal and Vertical Geometry • Community Impacts • Land Use Consequences • Traffic Operations • Environmental Impacts • Right-of-Way Impacts • Safety • Floodplain Impacts • Constructability • Cost and Economic Feasibility Subtask 3.2 Information on each alternative will be compiled into an evaluation matrix. A comparative review of the data will be conducted independently by each member of the project team to identify a preferred alternative alignment for "O" Street. This information will be documented in a final report. Subtask 4.1 The selected alignment will be refined to reflect any review comments received through the public input review process. Such refinements are not expected to be significant, but they should reflect the best knowledge about the alignment. Subtask 4.2 The findings of the study will be documented in a draft report which will be distributed with 5 bound copies and one electronic version to the local agencies for review. The report will include data collected, analyses conducted, findings of the analyses, and the recommendations of the study process. After review of the draft report, FHU will prepare and deliver 5 copies and electronic version of the final report. I<Isk '1 I CUUrdin>7ti,In Purpose In order to reach a corridor consensus regarding the alignments, it will be critical that the work be closely coordinated between the project team, local agency representatives, elected officials and affected property owners/developers. This task will include a series of meetings to achieve close and continuous coordination. Subtask 5.1 Monthly (and more frequently if necessary) coordination meetings with local agency representatives will be utilized to review and coordinate the work efforts and to resolve problems as they arise. It is anticipated that there will be three monthly coordination meetings conducted for this project. Three progress meetings will be anticipated aside from the monthly coordination meetings to coordinate with Weld County staff. Subtask 5.2 The study process will be divided into an initial phase and final phase. Local agency meetings and public open houses will be conducted for each phase. The purpose of these meetings will be as follows: Initial Phase First Local Agency Meeting — The purpose of this meeting is to introduce the study along with the study process and the purpose of the study. This meeting will also be used to request any available information and gain any input that may be pertinent to the study corridor. It is anticipated that the following local agencies will be included in the study process: • Weld County • City of Greeley "O" Street Alignment Study Page 3 of 4 • Town of Windsor Second Local Agency Meeting — Present the different alignments within the study corridor and receive input on the alignments before they are presented to the public. There will be the opportunity at this meeting to add or delete alignments as necessary. First Public Open House — Present all of the different alignments within the study corridor in order to get the public's input. If the public requests additional alignments to be evaluated as part of the study process, those additional alignments may be added to the study. Notifying all parcel owners within the study corridor will be a major element of the first public open house. Being able to notify as many parcel owners within the study corridor as possible will set the stage for the rest of the public process for the study. We anticipate conducting this notification by sending public notices to all of the parcel owners as defined from the County's Assessor's maps, and by advertising the open house in the local paper (The Greeley Tribune). Final Phase Final Public Open House — Present initial screening of alignments and receive input on the "initial preferred alignments". Third and Final Local Agency Meeting — This meeting will be conducted to present the final recommended alignments as they will be defined in a report. One-on-one discussions with interested parties and meetings with small groups have been the key to resolving issues and to developing consensus toward the best possible alternative. The project team will, therefore, maintain an "open door" policy for all elected officials, local entity staffs, property owners, and developers to be able to contact FHU at any time during the process. It is anticipated that there will be at least 3 one-on-one meetings for this project. Optional Services In addition to the basic scope of services as outlined in this proposal, one area of potential scope modification involving environmental could exist. If an abundance of environmental concerns are discovered with the project especially surrounding the Cache La Poudre, FHU has the staff to assist with noise concerns, historical societies, endangered species, wetlands, and many other environment related issues. The City of Greeley attempted to complete a corridor study several years ago, but never finalized the process. Since then, The City of Windsor has identified the alignment from State Highway 257 to WCR 23, which reduces the study area significantly. Weld County currently has gravel mining being proposed in the area of the potential extension of"O" St. It is important at this time to identify an alignment for this future roadway to preserve the right-of-way. As development occurs, right-of-way may also be requested for dedication, which will significantly reduce the future road construction costs. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) Weld County is currently working on an IGA with the Cities of Greeley and Windsor to perform the "O" Street Alignment Study with Weld County as the lead agency. The IGA discusses a three-way split on the costs to perform the study. The estimated total would be $48,000 or $16,000 per agency. It is important to complete this study promptly, as two separate developments are/or will be coming to Weld County in the near future for permitting. We believe that we can complete this study within the next three months and avoid complications during this process. Recommendation to the Board: Attached is Work Order No. 12 with FHU whom would perform the work. I recommend proceeding forward with the alignment study. The study will identify the alignment required and Public Works will benefit from obtaining the future dedicated right-of-way. Local agencies would also include this alignment in their transportation plans to be considered for future construction projects. Approve Schedule Recommendation Work Session Comments William H.
