The subject property is 6 acres located at the Southwest Corner of Weld County Road 31 and Weld County Road 64. This property is not annexed at this time. It is with this report that the applicant wishes to explain in detail the aspects of this facility and its operations. As part of this Operations Plan, a Site Plan has been attached hereto. Activities at this facility will include delivering, handling, sorting, and hauling out of both recyclable and waste materials. Onsite activities will take place year-round. The • normal hours of operation will be approximately 12 hours a day five days a week with Saturdays being on a limited schedule. It is anticipated that up to a total of 15 to 20 employees will be employed at the site during operation hours. There would be personnel at this facility at all times supervising the operation of mechanical equipment. It is anticipated that 239 incoming residential trash trucks with full loads will be received at this site per month. The anticipated loads going out will be approximately 57 loads per month headed for the landfill and approximately 28 loads per month of recyclable materials transferred elsewhere for recycling. The reduction in loads is achieved in the processing of the refuse. These recyclable materials would be machine compacted, bound as necessary, and loaded for delivery to select receiving sites. Onsite staff would be trained to recognized unauthorized waste such as PCB's and hazardous wastes or any other environmental concerns. For a better understanding of the magnitude of this environmentally conscience opportunity, the anticipated recyclable materials from this recycling operation and spared from the Landfill are (per month): 20 tons of aluminum cans 130 tons of newspaper 130 tons of cardboard 86 tons of steel 250 tons of yard waste—including branches, limbs, and grass for composting • 90 tons of comingled materials such as glass and plastic • From one's review of these significant numbers,the impact that this facility will have on the environment is very important. Substantial environmental impacts will be realized through 1) cost savings in the form of reduced trips and road wear to the landfill, 2) saving the landfill from unnecessary volume, and 3) providing a positive method of withholding daily consumer waste for reuse in the marketplace through recycling. This site, as depicted on the Site Plan, would have adequate room for truck circulation. At this time, the plan is to place gravel in all areas of truck traffic with the exception of the access apron onto Weld County Road 64, which would be asphalt of adequately designed depth. This facility is being designed to be a drop off point for trash hauling trucks in route to the landfill. At this facility, household and commercial trash would be downloaded and sorted inside the proposed building. Recyclable materials would be sorted out, compacted, bound as necessary, and loaded onto trucks for transfer to select receiving sites for further processing. The remaining trash waste would be loaded onto trucks and be transferred to the landfill. There would be adequate room inside the building for delivery of trash prior to being processed. Due to the number of large doors in the building, the need for an exhaust removal system is not anticipated. Typically, trash trucks would back into the building and dump the load on the concrete floor rather than in a pit, eliminating the need for guard rails or other protective measures. All solid waste received at the transfer station will be processed daily. Any solid wastes will be • processed or transferred within 24 hours of receipt. All solid waste materials passing through the transfer station shall be ultimately treated or disposed of in an approved solid waste site, or transferred to an approved recycle facility for processing. There will be no long term storage of any solid waste materials. A Traffic Impact Study has been prepared as part of the applicant's USR submittal. Roadway and access improvements would be made in accordance with this Study. Design standards for this type of heavy truck traffic would be incorporated into this facility. The drive areas will be gravel and designed and maintained at appropriate grades to facilitate movement during all weather conditions. Included in this facility will be a public recyclables drop-off area oriented close to the entrance to lessen any impacts on truck traffic onsite. No public access to the transfer facility or dumping of trash will be allowed. This facility would be set up to accommodate a building (approximately 18,000 sq. ft.) and the necessary equipment for the proper sorting out of recyclable materials. The necessary equipment would include compactors and conveyor systems specifically designed for this operation. Typical front end loaders would be available onsite and used to load and unload trucks. A roll off truck would be kept onsite for the necessary moving and shuffling of roll off containers. As outlined in the following paragraphs, all reasonable measures will be employed to • minimize, collect, properly contain, and dispose of scattered litter. The facility will be managed in such a manner that noise, dust and odors do not constitute a hazard to human ti • health. The facility will be managed in such a manner that the attraction, breeding and emergence of birds, insects, rodents and other vectors do not constitute a health hazard. In order to control litter, all operations are indoors. The proposed building will have 2 large doors on the north side and 4 large doors and a man door on the south side. The overhead doors would be programmed so that only one side could be open at anytime to avoid impacts by the wind and any odor. As a secondary barrier against litter, a 6 foot fence is proposed around the entire facility. On a daily schedule, staff will perform a cleanup of any litter both within the facility grounds, and along the perimeters. Noise, dust and odors will also be substantially reduced by the indoor operations. Some noise due to truck and equipment operations can be anticipated during business hours. There is no equipment proposed that is excessively noisy, and the operations volumes will be 'at or below the volumes of adjacent operations (i.e. farm equipment, truck traffic and bean processing equipment). Dust and odor will also be substantially contained in the building. No excessive dust is anticipated, as residential refuse does not tend to have high volumes of dust producing items. In the event that a dusty load is being processed, the downwind garage doors will be closed for containment as described previously. Odor will be further reduced by processing all waste daily. Due to the nature of this operation, the only landscaping anticipated would be along the arterial roads and kept to the minimum required by Weld County. • This facility will not accept any hazardous wastes. The trash collection drivers have been trained to identify and reject any hazardous wastes during pickup, leaving them at the point of collection to be handled by the owner. Although it is not anticipated that any hazardous waste will ever reach the facility, a Contingency Plan for the facility will be in place at all times and will specify the procedures to be followed to handle any hazardous materials incidents; contamination of surface or ground waters; address any nuisance conditions; and have alternate solid waste handling solutions in the event of a period where the facility is unable to operate. Access to the property will be through one access point on WCR 64, with an emergency entrance/exit on WCR 31 to be used only in the event that the primary access point is temporarily closed for any reason. The entire property will be fenced with a 6' chain link fence for security and safety. The entrance will have a double gate on the North as well as an emergency entrance/exit on the East. All required signage would be installed and meet Weld County or the Federal Highway Administration's Manual for Uniform Traffic Control Devices as applicable. This property is not located within 200 feet of any residential zone,the requirement of Buffer Zones should not be applicable. Domestic services to the office and bathroom facilities have been accounted for. An existing domestic tap from North Weld County Water District exists at the site. A letter dated July 25, 2008 has been attached indicating the district's willingness and ability to serve this facility. No existing district or municipal sewer collection is available at this time, therefore an onsite wastewater disposal system is proposed. This system will be • designed and constructed in accordance with Weld County Health Department ISDS regulations. A fire protection plan is required as part of this operations plan. Preliminary discussions with the Union Colony Fire Rescue Authority, and a letter dated August 5, 2008 has been included to demonstrate that this process is underway. The letter indicates that fire protection can be achieved through the utilization of a water storage tank, a fire pump and an NFPA 13 compliant fire sprinkler system. A final fire protection plan is in process, and will be submitted to the Union Colony Fire Rescue Authority. Off-site water will be considered at all times by utilizing control measures that will be initiated to protect surface and ground waters. All sorting and recycling will be performed inside a closed building. The floors will be sloped to a floor drain that collects any residuals from the refuse as well as any equipment cleaning and washdown water. The facilities will be cleaned daily and all floors will be free of standing water. No loose materials, litter or debris will be stored in the facility. The area will be swept clean, and washed down as necessary to prevent odors and other nuisance conditions. The collected water will be diverted to a water tight storage tank where it can be pumped and hauled to an approved processing facility. A high water alarm will be used to notify the staff when the tank needs to be pumped. The facility is not located within a floodplain or floodway, and the site grading will drain the site into a detention pond. This pond will be designed to meet the Weld County Stormwater Criteria, including provisions for the twenty-four • (24) hour, twenty-five (25) year stonn and provide methods to release at the five (5) year historic. In the event that the facility is closed, the facility will follow a closure plan that conforms to the Colorado Department of Health and Environment: Regulations Pertaining to Solid Waste Sites and Facilities, Section 7.2.4. Description of property: The building is approx. 18,000 SF and includes an office and storage room for equipment only. It will have a sorting and transport area and no significant storage of any kind is anticipated and will be cleared of all trash daily. Fire Protection system: This building will have an NPFA 13 compliant sprinkler system throughout the facility. The ambient temperature will always be above 40 degrees. Up to a 40,000 gallon buried holding tank will be utilized; its water will be supplied from the current well on the • property with the 450 gpm current pump. The fire pump will be a vertical turbine type to supply the fire sprinkler systems demands and will be located in a small heated building outside the facility. The Piping will be Dyna-thread and Dyna- Flow pipe with grooved and threaded fittings. Design and installation will be based on Light and Ordinary hazards. The FDC location will be determined by the Local Authority Having Jurisdiction. Fire Detection system:This building will have an NFPA 72 compliant fire system to monitor the sprinkler protection system for alarm, trouble and pump functions and provide 2 audible/visual notification devices in main office area and one in the facility sorting area. One manual pull station will be located at the panel and smoke detector to provide protection for the fire alarm control panel.
