Dear Mr. Speckman:
The purpose of this letter is to advise you of current plans
for delivering technical assistance (TA) to Project Self-Sufficiency
demonstration sites.
The Office of Policy Development and Research (PD&R) has engaged
the services of HCR, a firm with experience in developing networks for
social service delivery, to assist in the planning and implementation
phases of Project Self-Sufficiency. As the TA contractor for the
demonstration, HCR's role is to offer guidance to task forces with
needs in specific program areas, and to monitor the progress of all
demonstration sites.
By the time you receive this letter, you may have received a
telephone call or correspondence from HCR. If not, you may expect to
be contacted by HCR within the near future. At the present time, HCR
is seeking to determine the technical assistance needs of demonstra-
tion sites, particularly sites which may need extensive technical
guidance during start-up and operation. After determining the extent
of TA needs, HCR will be prepared to develop individual technical
assistance plans to assist the local task forces in carrying out
their responsibilities.
All demonstration sites will be provided a guidebook which will
offer practical approaches to program implementation. This guidebook
will offer suggestions in areas such as: task force formation; record-
keeping needs; participant screening devices; career counseling and
goal-setting techniques; and jobs identification. In addition, within
the next two weeks, we will provide further guidance on questions
which have been raised in connection with the demonstration.

Within the guidelines of the May 21 , 1984 Notice, your
community has the flexibility to design the program to meet local
needs, priorities and government structures. The Notice also
requires that each task force must prepare an Action Plan which
includes, among other things, a timetable for delivery of program
services and activities. All demonstration sites must submit three
copies of their completed Action Plan to PD&R as soon as possible
but no later than January 15, 1985.
