Subject: Matrix Energy, USR-1631
Dear Patrick:
The Department of Planning Services is in receipt of your letter dated October 14, 2008 requesting
consideration for one additional well to be added to the existing Special Use Permit. The resultant
addition of one well would bring the total wells on site to six with all other physical encumbrances
remaining static.
It is the determination of this office that the request for one additional well is not a substantial change to
the existing Board of County Commissioner approved Use by Special Review permit number 1631. Staff
does request that this additional well head be separately noted in the legend for the USR plat.
Staff has reviewed the submitted documents; redlined the materials reflecting requested amendments,
prior to placing the drawing onto mylar. Staff anticipates that all documents will be presented in the
coming weeks.

Re: USR #1631/Matrix Energy
Dear Kim:
On or about February 29,2008,the Board of County Commissioners executed the Resolution
approving USR#1631. The applicant, Matrix Energy,has not submitted its final plat. Although the
Resolution approved the placement of five (5) oil and gas wells on the property, current market
conditions are now conducive to placing a sixth (6) well on the property.
Matrix Energy is requesting that the County grant it leave to modify the final plat to indicate
that six wells will be placed on the property. The applicant understands that if leave is not granted,the
applicant will be required to amend the USR to allow for the additional well. Because of the time
delay which would accompany submitting a new application,the applicant requests leave to place the
sixth well on the Property by amending the final plat to reflect such addition.
