Location: Northwest 1/4 of Section 29, and south Yz of section 29, and south 1/2 of the southwest 1/4
of section 20, Township 1 North, Range 66 West of the 6th Principal Meridian, County of
Weld, State of Colorado
This report has been prepared in fulfillment of the requirements of C.R.S. 31-12-108(2)
concerning annexation impact reports. The annexation involves an approximate 245.064 -acres of land
generally located east of Weld County Rd. 27, north and south of Rd. 6 (Crown Prince Blvd.).
The Annexor plans to request an 1-2 (Heavy Industrial) zoning designation for these parcels
should the annexation be approved by the Brighton City Council. The Annexor is preparing a zoning
submittal, and the completion of the zoning must take place within 90 days of Annexation approval by City
Council, pursuant to C.R.S 31-12-115(2).
The Annexor, Vestas Blades America, Inc., a Delaware corporation, owns 100% of the property
and is being represented by Mr. Hans Jespersen, General Manager and Vice President of Vestas Blades
America Inc. The Petition for Annexation has been signed by Mr. Jespersen as owning 100% of the
territory to be annexed.
The following have been included as required within C.R.S. 31-12-108.5(1), (a) through (f):
Extension and Provision of Municipal Services
The City of Brighton will provide the requisite public services including, but not limited to water, sanitary
sewer, roads, storm drainage, and police. There is no draft annexation or pre -annexation agreements
available at this time.
Method for Financing Extension of Utilities
The City of Brighton has worked in cooperation with Weld County and the Annexor to receive State and
Federal Grants which have funded the utility and road improvements to this property.
Districts Within the Area to be Annexed
Information obtained through the Weld County Assessor's Office indicates that the following districts exist
within the area to be annexed: General Tax District, School District 27J, School District RE 8, Greater
Brighton Fire Protection District (FD6), Fort Lupton Fire Protection District, Central Colorado Water
Conservancy District (CCWCD), Central Colorado Water Sub District, Aims Community College, High
Plains Library District, West Adams Conservation District.
School Impacts
This annexation will not require the modification of any school district boundaries. The property is within
School District 27J and School District RE 8. The Annexor shall be proposing an 1-2 (Industrial)
development, so there will not be any additional residents to be served. PL. C; I

ANNEXATION PETITION, AND SETTING A PUBLIC HEARING FOR JUNE
23RD, 2009 TO DETERMINE IF THE PROPOSED APPROXIMATE 112.750
ACRE PROPERTY TO BE KNOWN AS THE VESTAS BLADES AND NACELLE
CAMPUS ANNEXATION MAP #1, COMPLIES WITH STATUTORY
REQUIREMENTS FOR SUCH ANNEXATION.
RESOLUTION NO.: 09-81
WHEREAS, pursuant to the laws of the State of Colorado, there was presented to and
filed on April 24, 2009, with the City of Brighton, Colorado, a written Petition for Annexation to
and by the City of Brighton, Colorado, of the hereinafter -described contiguous unincorporated
territory situated, lying, and being in the County of Weld, State of Colorado, more particularly
described in Exhibit "A" attached hereto; and
WHEREAS, the City Council of the City of Brighton, Colorado, has reviewed the
Petition for Annexation to the City of Brighton of the hereinafter -described contiguous
unincorporated territory; and
WHEREAS, the City Council desires to adopt by resolution its findings in regards to
such Annexation Petition, and to set a public hearing in regard to such petition;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Brighton,
Colorado, as follows:
1. The Petition for Annexation attached hereto and incorporated herein by reference as
Exhibit "B" is in substantial compliance with the applicable laws of the State of
Colorado (Colorado Revised Statutes Section 31-12-107O), 1973, as amended);
2. The City Council of the City of Brighton, Colorado will hold a public hearing for the
purpose of determining if the proposed annexation complies with Colorado Revised
Statutes Sections 31-12-104 and 31-12-105, 1973, as amended, at the following time,
date, and place:
Tuesday, the 23rd day of June, 2009

Any person may appear at such hearing and present evidence relative to the proposed
annexation;
3. Upon completion of the hearing, the City Council of the City of Brighton, Colorado

reference to the eligibility of the proposed annexation, whether the statutory
requirements of the proposed annexation have been met, and whether or not an
election for the annexation is required;

A RESOLUTION FINDING SUBSTANTIAL COMPLIANCE OF AN
ANNEXATION PETITION, AND SETTING A PUBLIC HEARING FOR JUNE
23RD, 2009 TO DETERMINE IF THE PROPOSED APPROXIMATE 65.829 ACRE
PROPERTY TO BE KNOWN AS THE VESTAS BLADES AND NACELLE
CAMPUS ANNEXATION MAP #2, COMPLIES WITH STATUTORY
REQUIREMENTS FOR SUCH ANNEXATION.
RESOLUTION NO.: 09-82
WHEREAS, pursuant to the laws of the State of Colorado, there was presented to and
filed on April 24, 2009, with the City of Brighton, Colorado, a written Petition for Annexation to
and by the City of Brighton, Colorado, of the hereinafter -described contiguous unincorporated
territory situated, lying, and being in the County of Weld, State of Colorado, more particularly
described in Exhibit "A" attached hereto; and
WHEREAS, the City Council of the City of Brighton, Colorado, has reviewed the
Petition for Annexation to the City of Brighton of the hereinafter -described contiguous
unincorporated territory; and
WHEREAS, the City Council desires to adopt by resolution its findings in regards to
such Annexation Petition, and to set a public hearing in regard to such petition;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Brighton,
Colorado, as follows:
1. The Petition for Annexation attached hereto and incorporated herein by reference as
Exhibit "B" is in substantial compliance with the applicable laws of the State of
Colorado (Colorado Revised Statutes Section 31-12-107O), 1973, as amended);
2. The City Council of the City of Brighton, Colorado will hold a public hearing for the
purpose of determining if the proposed annexation complies with Colorado Revised
Statutes Sections 31-12-104 and 31-12-105, 1973, as amended, at the following time,
date, and place:

PROPERTY TO BE KNOWN AS THE VESTAS BLADES AND NACELLE
CAMPUS NORTH ANNEXATION MAP, COMPLIES WITH STATUTORY
REQUIREMENTS FOR SUCH ANNEXATION.
RESOLUTION NO.: 09-83
WHEREAS, pursuant to the laws of the State of Colorado, there was presented to and
filed on April 24, 2009, with the City of Brighton, Colorado, a written Petition for Annexation to
and by the City of Brighton, Colorado, of the hereinafter -described contiguous unincorporated
territory situated, lying, and being in the County of Weld, State of Colorado, more particularly
described in Exhibit "A" attached hereto; and
WHEREAS, the City Council of the City of Brighton, Colorado, has reviewed the
Petition for Annexation to the City of Brighton of the hereinafter -described contiguous
unincorporated territory; and
WHEREAS, the City Council desires to adopt by resolution its findings in regards to
such Annexation Petition, and to set a public hearing in regard to such petition;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Brighton,
Colorado, as follows:
I. The Petition for Annexation attached hereto and incorporated herein by reference as
Exhibit "B" is in substantial compliance with the applicable laws of the State of
Colorado (Colorado Revised Statutes Section 31-12-107(1), 1973, as amended);

The City Council of the City of Brighton, Colorado will hold a public hearing for the
purpose of determining if the proposed annexation complies with Colorado Revised
Statutes Sections 31-12-104 and 31-12-105, 1973, as amended, at the following time,
date, and place:
