Aid, Secondary Route 167-,in 'Weld County, Colorado, which was eliminated", .
as-,part of 'the:Federal Aid Secondary System effective February 3, 1955 •
`Irby the Bureau of Public Reads, has "been abandoned as a part of the State ,

Highway System; effective March 1, '1955, and
WHEREAS.,._it_is- the.:desire of. this-Board-that.:the-.abandoned
portions should remain public highways,. and should be included in the
County Road System (1953 Colorado Revised Statutes, Chapter 202, Section '
6) , except that part of the highway within the corporate limits of
Johnstown, Colorado.
The above and foregoing resolution was, on motion duly made
and seconded, adopted by the following vote:

BE IT RESOLVED, that the portion of State
Highway No. 257 (Federal Aid Secondary Route
No. 167) in Weld County, which was eliminated
as part of the Federal Aid Secondary System
effective February 3, 1955 by the Bureau of
Public Roads, described as follows:
From a junction with State Highway No. 60
in Johnstown, southerly for approximately
2.0 miles to a junction with a local road,
be abandoned as a part of the State Highway
System, effective March 1, 1955.

Dear Mr. Roach:
On receipt of your letter of May 23, concerning the Great :lectern Railway
track crossing on the highway running South from Johnstown, T talked to Mr. Hanson,
the Chairman of the Board of County Commissioners, concerning a meeting between you
and the Board,
Mr. Hanson says that the full Board are almost always in attendance in the
Commissioners Office on Mondays and Tuesdays. The Board will be very glad to
meet with you, or any of your officials or representatives, on any Monday or Tuesday,
but Mr. Hanson suggests that it will probably be well to give us at least a week's
notice so that all of the Cormniseioners definitely can be present.
I hope the condition existing can be remedied rather promptly. Several of
the residents of that area are becominr- "hostile" about the matter.

Dear Sir:
I wish to acknowledge receipt of your letter of
May 12 concerning the Great Western Railway track crossing
on the highway running south from Johnstown.
On March 29 several of our people met with Mr.
Hanson at this crossing to look over the situation on the
ground. Since that tine we have been investigating end
considering this matter and hope to have our investigations
completed in the not too distant future.
It is our plan to ask the opportunity of meeting
with your Board of Commissioners after these investigations
have been completed and discussing the matter fully with
them. I shall appreciate it if you will let me know whether
such a meeting can be arranged.

Gentlemen:
The Creat °:eatern Railroad track crosses the highway running South from
Johnstown at en angle. 'iho underpass constructed under the track is nearly
perpendicular to the track and is likewise at an angle to the center line of
the highway. Being constructed in the manner it is, the walls of the under-
pass obetrict the view from vehicles being driven along, the highway of any
objects on the opposite side of the railroad track for considerable distance.
Two "blinu spots" therefore exist.
The result of the construction is that the underpass is not only too
narrow for the proper accommodation for existing traffic, but also creates
a serious traffic hazard.
Before the oonatruction of the railroad, a petition was filed with the
Board of County Commissioners of eld County for the right to construct the
railroad across the highway, which petition, among other things, stated
"----said occupations shall be subject to the edition that in the construction,
operation and maintenance of said railroad they will do and perform whatever
a reasonable public) nieeeeity will require to maintain said crossing as a public
highway, as public safety and convenience may require----".
Resolution passed, pursuant to said petition recites as a further condition
to those mentioael in the petition, that the railroad "----shall be constructed
and maintained ,.3s not to interfere w! t11 the necessary and proper use of said
highway for the public travel, as well as for the proper drainage thereof", etc.
This crossing is not now and for several years past has not been maintained
according to the etandarda net up. There is a lar:,e amount of traffic on this
road, including a large number of trucks hauling+, coal froori the rziues and a not
inconsiderable number of farm trucks hauling beets to The Great Western Sugar
Company.
A very large number of people have complained and are complaining to the
Board of County Commissioners against the partial obstruction of the highway
and of the dangerously unsafe condition resulting from the underpass as now
existing. It may have been reasonably adequate for traffic at the time of its
construction. Under existing conditions, it is not.

Z am informe6 that some years ago a large delegation of the residents of
the Johnstown community met with some of your officials who did not refuse to
remedy the situation, but who so far have done nothing about it.
AS stated, the demand that the hi ,hway at the site of this crossing be
improved has been stronc and persistent. The Board of County Commissioners has
directed me to request that you make such change in said underpass as may
be neceesarJ to the safe, convenient and proper use of the highway for public
traffic.
Many of the residents of the community have vigorously asserted that the
"3ugar Ccrpany" and possibly the .:ommisaioners have been side-stepping this
issue ever since the conference mentioned above.
