The duties of this subcommittee are to make a comprehensive study of the employment of the Weld County Government, and to make structural recommendations to the Home Rule Commission. If you or any of your fellow employees have information or knowledge you feel would be beneficial to this subcommittee, please try to attend this meeting. Box 758 Greeley, Colorado 80631 Dear Mr. White: On Wednesday, February 26, Ms. Brown met with the staff of Weld County Library to discuss the advantages of transferring to the Colorado State Civil Ser('ice System. At that time, she asked for a vote from the members of the staff either for or against this transfer. We asked for time to make our decision, and in our investigation we found many discrepancies in Ms. Brown's statements. If Ms. Brown was presenting the Colorado State Personnel System (formerly Colorado Civil Service Commission) policies and rules, she made a number of untrue statements. We do not know the source of Ms. Brown's information, but we have checked with the new Colorado Statutes, talked with the Colorado State Library personnel director, and consulted with the personnel department in the Greeley office of the State Highway Department. Since Ms. Brown indicated that Adams County was under civil service, our director called the director of their county library to check on tests, etc. , only to be told that Adams County is not connected with civil service at all. Examples of inaccurate statements concerning the law at'e these: 1. Tests are not graded; they are merely pass or fail. (Tests have numerical scores) 2. Anyone on the eligibility list may be interviewed for a new job. (Only the top-scoring three) 3. Tests are tailored for each specific position. (There is one "professional library assistant" test; others must take the test for clericals) Our confusion, caused by the above inaccuracies in Ms. Brown's presentation to us, was the reason for our inability to vote yes or: no as we were asked. Now we under- stand that Ms. Brown explained the cause of our abstention and failure to attend the meeting as fear for our jobs. This is absolutely not true. There is concern over possible loss of health insurance, social security and/or retirement credit in the event that Civil Service went into effect. 0 0 Mr. Bob E, White 2 We are pleased that Mr. John E. Woods of the State Department of Personnel has been hired to do a study of county personnel standards. We hope he will include the library staff in his interviewing, In conjunction with this study it would be helpful if the Commissioners could tell us how this would affect our health insurance and retirement and what its impact would be on the County financial picture. West RE : Mini Hatch Act -- restrictions on city employees runing for office . 1. Mini Hatch Act . My original thought was that because there was no author- ization for a Mini Hatch Act type of limitation upon employees , we could not create such a limitation . However, after considerable thought, I believe that such a restriction is a part of the general personnel policy and regulation and that it could be done . 2 . I understand that you also were concerned with whether the charter could require a county employee to resign or at least take a leave of absence before running for a county elective office . I do not believe so . This would deprive an individual of a fundamen- tal constitutional right . That is the right to be a candidate for elective office . You could provide that once elected, an employee would have to resign before taking office . Respectfully , Wm. L .
