Fifteenth Regular Meeting
The Home Rule Charter Commission of Weld County, Colorado, met in session in full
conformity with the law and by-laws of said Commission at the meeting room of the
Weld County Health Department Building, Greeley, Colorado, on Thursday, March 6,
1975, at the hour of 7:30 P.M.
INVOCATION: Mr. Walter L. Bain, Charter Commission member, opened the meeting with the
invocation.
ROLL CALL: The meeting was called to ordhr by the Chairman, J. L. Johnson, and all of
the 21 members were present, constituting a quorum of the members thereof. Those
present were:

Also present, Mr. .William West, Counsel for the Home Rule Charter Commission.
MINUTES: The minutes were submitted by mail in rough draft. There were no corrections or
additions. Mr. Anderson made a motion that the minutes be accepted as mailed. Mr.
Dunbar seconded the motion. Motion carried.
OLD BUSINESS: A chart used by Mr. Glenn Billings, in his presentation to the Charter
Commission, was passed out to the members.
GUESTS: MR. DICK MACRAVEY - DIRECTOR, LARIMER - WELD REGIONAL COUNCIL OF GOVERNMENTS:
Mr. MacRavey spoke on the functions, and budget for the Council of Governments.
He answered questions from the Charter Commission members.
MR. HERBERT DUNHAM - FORMER AUDITOR FOR WELD COUNTY - FORMER CONTROLLER FOR THE STATE -
PRESENTLY THE CONTROLLER FOR COLORADO UNIVERSITY.
Mr. Dunham spoke on independence, a good system of control and an internal auditor.
He answered questions from the Charter Commission members.
MR. HOWARD KLEMME - PROFESSOR OF LAW AT COLORADO UNIVERSITY LAW SCHOOL IN BOULDER.
Mr. Klemme recommended simplicity and realism in the Home Rule Charter. He answered
questions from the Charter Commission members.

CONTINUE MEETING: Being 10:00 P.M. , Mr. Weigand made a motion that the meeting be
continued. Mrs. Clark seconded the motion. Motion carried.
Dr. Brooks made a motion that the Charter Commission commend very highly the
speakers that were present tonight. Mr. Waldo seconded the motion. Motion carried.
COMMITTEE REPORTS:
Public Relations - Mrs. Clark - The speakers panel will be heard on KYOU, for five
consecutive Fridays, beginning March 14. A meeting was scheduled for March 13, at 7:00 P.M.
Mr. William West - Legal Counsel - Mr. West gave a report on several questions.
Discussion followed.
Health - Mrs. Clark - There will be a brief meeting following this meeting.
Finance - Mr. Waldo - There will be a meeting Saturday, March 8, 1975, at 1:30 P.M.
County Governance - Mr. Dunbar - There will be a meeting with the Finance and Taxation
Committee on Saturday, March 8, 1975, at 1 :30 P.M.
Drafting - Mr. Bain - There will be a brief meeting following this meeting.
PRELIMINARY REPORT - COUNTY RELATIONS WITH MUNICIPALITIES - Mr. Martin, Chairman
Committee Members are: Ralph E. Waldo, Jr.
Glenn K. Billings
John L. Weigand
W. E. Rosenoff
Mr. Martin presented his preliminary report to the Charter Commission.
Mr. Martin made a motion that his report be accepted as presented, with the right
to make corrections and/or additions as necessary. Dr. Brooks seconded the motion.
Motion carried.
There being no further business at this time, the meeting was adjourned at 11:10.
