RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 77,
BETWEEN STATE HIGHWAY 14 AND COUNTY ROAD 136
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that "65 M.P.H." speed limit signs be installed on County Road 77, between State Highway 14 and
County Road 136, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"65 M.P.H." speed limit signs on County Road 77, between State Highway 14 and County
Road 136, for the safety of the general public, and said signs shall conform to the State Manual
of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 9th day of September, A.D., 2009.

COLORADO SUBJECT: Installation of a Speed Limit Signs on WCR 77
A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2-
1) on WCR 77 between SH 14 and WCR 136.
A traffic count on WCR 77 between SH 14 and WCR 136 was performed in August 2009, the Average
Annual Daily Traffic (AADT) was 580 and the 85th percentile of speed was 75 mph. The Manual on
Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85
percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside development,
accident records, and shoulder conditions may be considered when establishing speed limits. Due to
rolling hills along WCR 77 there are segments of the roadway where a speed limit of 75 mph will create
sight distance issues.
I made a site visit to review the speed limit issues and road characteristics. WCR 77 is a paved arterial.
Research into the recent accident records showed 8 accidents total; with 6 Property Damage Only accidents, 1
injury accident, and 1 fatal accident occurring in this segment of roadway in the past 3 years.
Based upon the above information, I recommend that the speed limit on WCR 77 between SH 14 and
