HomeMy WebLinkAbout20091574.tiffRESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR BELLA ROMERO SIDEWALK PROJECT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Block Grant Application for the Bella Romero Sidewalk Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Administrative Services, to the Colorado Department of Local Affairs, commencing upon full execution of said application, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Weld County requests funding to assist constructing approximately 4,644 lineal feet of sidewalk to be installed within existing county road rights -of -way along portions of E. 20th, E. 24th and Cherry Streets, please refer to the attached vicinity map. The intent of the project is to provide safe pedestrian facilities from Greeley city limits to Bella Romero Elementary School. Bella Romero is located in Weld County, approximately one-third of a mile east of Greeley city limits. Bella Romero Elementary is a K-5 facility with 487 students. The school currently has a written "no walk, no bicycle policy" mandated by School District 6 because there are no sidewalks connecting the school to the adjacent neighborhoods, which are mostly located to the west in the City of Greeley. Please refer to the attached map showing the proposed sidewalk routes. 7. (Whenever possible, census data should be used in "area -wide benefit" projects to document benefits to low/moderate income persons. Income surveys should only be used in rare circumstances and only with prior approval from the Department. If you are considering conducting an income survey, please contact Becky Picaso at (303) 866-2156 for information on the HUD -required methodology.) Weld County obtained the low -mod income figures from the HUD website using census data. The appropriate census tract was identified and the information collected at the block group level was used. According to HUD, in Census Tract 7.02, Block 3, the area -wide benefit to low/moderate income persons are 59.18%, please refer to the attached map. 3. If the proposed project includes a local selection process of beneficiaries (e.g., housing rehabilitation), what local procedures will be used to ensure that: a) benefits projected to be provided to low- and moderate -income persons will actually be realized by such persons? b) beneficiaries will be selected through an open and equitable process? and c) greatest needs are addressed? N/A Page 3 of 9 D. OTHER PROJECT INFORMATION 1. Why is the project needed? What are the specific goals of the project? The sidewalks are desperately needed to allow the nearby low/mod residents the opportunity to walk or bike to school in a safe, efficient manner. No sidewalks connect to the school and as a result District 6 has implemented a no walk - no bicycle policy. Until this infrastructure can be installed, no students or family members can walk to this facility. The goal of this project is to work with the surrounding residents to provide the safest school routes that best serve the entire area. In addition, Safe Kids Weld County is coordinating with the residents to conduct a walking audit from their neighborhoods to the school to inform and educated them about walking and bicycle safety along the proposed routes. 2. How were the cost estimates arrived at? Have preliminary architectural/engineering studies been completed? What additional design work must still be completed? Use the "Physical Improvements Cost Estimate Worksheet" attached at the end of this section, for projects involving structures other than single-family housing.) Construction estimates were done in-house by staff employees, who have proven expertise in construction projects such as this one. This will be a design/building project that will be managed by the Weld County Public Works Director. Have you included Davis -Bacon wage rates in preparation of your cost estimates? Yes _ No X If no, why not? Due to the nature of this small project, cost estimates were prepared with standard wage rates. The intent is to help stimulate the economy by using local contractors to mitigate sidewalk installation costs. 3. Describe any in -kind contributions by type and value in support of this project. Weld County will be contributing $50,012 toward the project, and will act as the project manager for implementation of the sidewalks. Weld County recognizes the importance of educating and promoting a safe and healthy lifestyle to the area residents. Due to current county needs versus funds availability, Weld County cannot solely implement this project in a timely manner, additional grant funds would allow Weld County to construct the entire by the spring of 2010. a. Weld County approached School District 6 to help pay for the improvements created by their school; unfortunately, District 6 budget cannot incur the costs associated with this project. b. Weld County Government is committed to installing sidewalks that connect to Bella Romero Elementary School by contributing $50,012 to the project. BOX 758 GREELEY, COLORADO 80632 Bella Romero Sidewalk Project CITIZEN PARTICIPATION PLAN for the Community Development Block Grant (CDBG) Program Pursuant to Section 104(a)(3) of the Housing and Community Development Act of 1974, as amended, this Citizen Participation Plan is hereby adopted to ensure that the citizens of Weld County , particularly persons of low and moderate income residing in slum and blight areas and in areas in which CDBG funds are proposed to be used, are provided the opportunity and encouraged to participate in the planning and implementation of CDBG-funded activities. PUBLIC HEARING Public hearings will be the primary means of obtaining citizen views and responding to proposals and questions related to community development and housing needs, proposed CDBG activities and past CDBG performance. Prior to submitting a CDBG application to the State, the county will conduct at least one public hearing to identify community development and housing needs, including the needs of low and moderate income persons, as well as other needs in the community that might be addressed through the CDBG program, and to review proposed CDBG activities and the past performance of the county in carrying out its CDBG responsibilities. In the event CDBG funds are granted by the State, Weld County will conduct at least one additional public hearing to allow citizens to review and comment on its performance in carrying out its CDBG program. A formal public notice will be published in a newspaper of general circulation in the area at least five (5) days prior to such public hearings. A public notice will also be posted in the Office of the Clerk to the Board and in other places frequented by the public, especially low and moderate income persons and persons benefiting from or affected by proposed CDBG activities. As circumstances warrant and as the county determines necessary or appropriate, participation may additionally be specifically solicited from persons of low and moderate income, those benefiting from or affected by CDBG activities and/or representatives of such persons. Hearings will be held at times and locations convenient to potential and actual beneficiaries, and with accommodation for the handicapped. In the case of public hearings where a significant number of non-English speaking residents can be reasonably expected to participate, arrangements will be made to have an interpreter present. PUBLIC INFORMATION AND RECORDS Information and records regarding the proposed and past use of CDBG funds will be available at the Office of the Clerk to Board during regular office hours. The public will be so informed by public notice. Special communication aids can be made available to persons upon request. TECHNICAL ASSISTANCE The county will provide technical assistance to groups representative of persons of low and moderate income that request assistance in developing CDBG proposals. The level and type of assistance appropriate will be determine by the county based on its ability to provide or arrange for such assistance, the cost of providing such assistance and other relevant factors.
