Brief description of the problem/issue:
Work Order No. 9 — Weld County Public Works will be placing approximately 72,000 tons of asphalt for the
2009 Overlay Program. This work order is designed to cover the testing of aggregate material/asphalt content.
Testing will be performed at the asphalt plant prior to delivery to ensure that the asphalt meets our construction
specifications.
We have selected Terracon to perform these services under the On -Call Geotechnical Contract. Attached are
Work Order #9 and the outlining scope of work proposed by Terracon. This work order will not exceed
$19,955.50.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
BOCC can either approve Work Order No. 9 or deny it.
Recommendation to the Board: I recommend approval of Work Order No. 9 for Terracon under the On -Call
Geotechnical Contract.

Terracon is pleased to submit this proposal to provide quality control testing, observation, and laboratory
engineering services during new Hot Mix Asphalt (HMA) paving and overlay projects as scheduled by Weld
County Public Works during the 2009 calendar year.
All testing will be performed in our Greeley laboratory, but if required in the project specifications,
Terracon's Fort Collins office is accredited by AASHTO/CCRL in bituminous mixtures, soils, aggregate and
Portland cement concrete and meets ASTM E329 "Standard Specification for Agencies Engaged in the
Testing and/or Inspection of Materials Used in Construction" criteria. R18 accreditation documentation is
available upon request for your review or can be viewed by visiting their website at http://www.amrl.net for
current accreditation status. This proposal outlines our understanding of the scope of services to be
performed by Terracon for this project, our proposed schedule, and provides an estimated fee for our
services.
A. PROJECT INFORMATION
Terracon understands that the proposed schedule of paving consists of approximately 72,000 total tons on
fourteen (14) separate jobsites located in the Weld County area. The construction and improvements are
assumed to consist of both new paving and existing milling overlay projects depending on location and
condition.
Construction activities for Terracon services may include, but not necessarily limited to: Asphalt sampling
and laboratory asphalt testing including extraction -gradation, Lottman, fractured faces, maximum theoretical
specific gravity (Rice) and reflux. Terracon is familiar with the planned construction testing criteria based
upon similar work in the area and look forward to providing these services on your project.
This proposal is to provide materials testing and observation services during construction activities only
when specifically requested and scheduled to do so by our client and/or authorized representative during
construction on the project site. Additional testing/observation services not referenced are not
included in the scope of this proposal. The proposed scopes of services and estimated costs for the
construction materials testing services are included herein.

B. SCOPE OF SERVICES

Our scope is based on "take off' quantities provided to Terracon and review of typical project construction
activities on similar projects and services estimated by Terracon for the proposed scope of services. It is
requested that the scope be reviewed by our client, design team and contractor for meeting the project
intent and construction schedule anticipated. If changes are necessary, it is requested that Terracon be
notified so that appropriate changes can be implemented prior to and during the project duration.
Terracon services will be provided only when specifically requested and scheduled to do so. The
responsibility to call or schedule our services and direct Terracon will be by our client and/or designated
authorized representative, herein referred to as "client". It is the client's responsibility to meet specified
testing frequencies, and to review the Terracon estimated budget versus actual services performed with
respect to the construction performed to -date.
Since our personnel will not be at the site on a resident basis, it will be imperative that we be advised when
to provide services on the project. Unless other arrangements are made, scheduling of personnel will be on
an as available basis, which may require changes in personnel assigned to the project. The detailed scope
of services envisioned to be performed is as follows:
Hot -Mix Asphalt (HMA) Paving Testing: Field sampling for laboratory testing will be provided by an
Engineering Technician, on an as -requested basis, during the placement of hot mix asphalt at the project.
The HMA will be sampled and submitted to our laboratory for asphalt content, gradation analysis, and
maximum theoretical specific gravity for determination of compliance with project requirements. HMA
samples will be obtained at frequencies and locations as selected by the client during paving. Daily verbal
reports of test results will be provided and a written report will be prepared at the completion of each day's
laboratory testing for the project.
The number of client requested laboratory tests are as follows:
➢ Ignition Method of Asphalt Binder Content Calibration (Colorado Procedure — Laboratory 5120)
• It is anticipated that four (4) separate hot plant/suppliers with four (4) separate mixes will be utilized
during paving operations and therefore calibration will be provided for the four (4) mix designs
designated by Weld County Public Works. Each laboratory mix design calibration is estimated to
include: Terracon Senior Field Technician personnel to sample the materials at the hot plant (2
hours/trip); prepare each aggregate by drying and manually prepare the test samples to the mix
design blend proportions with the addition of liquid asphalt and then performing the ignition
oven/aggregate gradation testing (3 hours/design) and to include review/coordination by the
Department/Project Manager (1 hour).

• Determination of HMA core bulk specific gravity/unit weight — 8 tests to be delivered by client.
Project Management/Coordination
• Department/Project Manager — 3 hours;
• Field Engineer/Geologist-3 hours; and
• Senior Field Technician — 3 hours.
'r Other/Additional Professional Services Anticipated
• Based upon project contractor performance additional testing and/or consultation may be requested
by Weld County and has been estimated to be included in the proposal for budgetary purposes.
C. COMPENSATION
The cost for our services including all field work, laboratory testing, engineering analyses and report
preparation has been estimated on the basis of unit rates especially prepared for this project. For testing
and observation services, our costs are based on the following rates as defined in the 2009 Weld County
Department of Public Works On -Call Geotechnical Testing Services Cost Sheet:

The estimated cost for providing the above services on the project is as follows:

The time required for construction services on the project will be directly related to the schedule and
performance of the various contractors on the site. As a result, total estimated fees for the construction
services would include only those services outlined in this proposal.
Additional services required beyond the estimated times outlined above will be invoiced based on the
applicable unit rates as presented in the Compensation Schedule above, 2009 Weld County Public Works
On -Call Geotechnical Testing Services Cost Sheet; or, Professional Services Fee Schedule.
Our estimated fees are based upon our understanding of the project based on the information provided.
Additionally, the following assumptions were used in preparing our estimated fees:

• Should additional services be required beyond the scope of work outlined above, our standard unit
rates will be applicable;
• If a change or request of services is made with same day notice, Terracon will make every reasonable
effort to accommodate, but cannot guarantee having personnel available;
• The contractor is responsible to perform the work in accordance with the plans and specifications, and
our testing of the work does not relieve them of their responsibility to perform the work properly;
• Unit rates will be applicable for Terracon service durations in excess of those outlined; and
• Invoices for the project will be submitted on a minimum monthly basis, with the dollar amount of
services performed to -date versus the project estimated amount or authorized amount with an amount
remaining; if applicable, it is the client's responsibility to monitor this amount with respect to the
construction performed to -date and future services anticipated.
We appreciate your consideration of Terracon for this work and look forward to working as your materials
consultant on this and future projects. Please forward copies of your Weld County Work Order
Authorization for Services to Terracon for signature and return of one copy to Weld County if acceptable.
Commencement of services by Terracon will be considered formal acceptance of this proposal. Please be
aware that we will be unable to distribute field and laboratory reports until a signed contract is received. If
