WELD COUNTY LAW ADMINISTRATION BUILDING
The Weld County Regional Communications Advisory Board met in session in on
Tuesday, October 27th, 2009 at 10:30 a.m. in the Weld County Law Administration
building.
ROLL CALL:
The meeting was called to order by acting Chairperson Rod Deroo. Present were board
members Gary Barbour, Rod Deroo, Jim Burack, Jay McDonald, Ron Grannis, Mark
Lawley, Brian Martens, Juan Cruz. Mike Parkos represented Rick Brandt, Lance Homann
represented Robert Standen. Staff members present were Mike Savage, Dave Mathis,
Anne Mioduski and Susan Johnson.
MINUTES:
The following correction was made to the September 22, 2009 minutes: "The next
meeting will be on Tuesday, October 27`h, 2009," instead of September 22'd as written.
Mark Lawley moved to approve the corrected minutes; Ron Grannis seconded, motion
carried.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for September 2009 [refer to
Sgt. Mathis' "September 2009 WCRCC Monthly Report and Personnel Report as
of September 2009].
• Ron Grannis inquired whether dispatch tracked statistics entry to
dispatch for law calls as well as fire/EMS calls. These statistics are
available, if desired.
2. Emergency Mass Notification Policy Draft: the policy draft was modified to
include input from last meeting to include authorized local public safety officials
who have been trained in sending emergency launches.
• The staff is currently working on the DOLA requirements of the
contract.
▪ A public education campaign for the opt -in portion of the Emergency
Mass Notification System will commence in January. Some ideas for
the public education were:
o Press releases
o Weld Police and Fire organizations
o 911 dispatchers at public education venues throughout the
county
o Single page written information included in water bills
o Sending information out through the school systems
o Links on County, City and local web pages

• Dave Mathis will arrange training for those public safety officials
interested in having access to launches themselves. It may be
combined with a Weld Fire Chief's meeting.
3. Fire apparatus numbering topic: According to Rod Deroo, Commissioner
Kirkmeyer was approached at the last Fire Chiefs meeting reference a concern
that the fire apparatus numbering system was not being followed.
• Fire Chiefs want the apparatus numbering system to be followed
• Per Dave Mathis, there is no mechanism for enforcement on the
dispatch side. Dispatchers are required to dispatch and answer units on
the radio.
• Dave Mathis also explained that what the dispatcher hears gets entered
into the call, they do not have time to "translate" one thing into another
(e.g. unit numbers) when it is busy and that it is best to have one
system to work under.
• Mark Lawley will contact Barry Schaefer and have him send a letter to
Mike Savage regarding this concern. Mike Savage will hand -carry this
letter to GPD Chief Garner, and they will set up a meeting to discuss
what can be done to remedy the situation.
4. Voice and recording data storage: Ron Grannis asked for an update on
increasing voice and recording data storage. Dave Mathis advised that it is in the
2010 budget and that in the future, radio traffic may be stored at the zone
controller which would leave more room for telephone activity on the recorder.
Current traffic goes back about 6 months.

As there was no further business, the meeting was adjourned at 11:20.
The next meeting will be on Tuesday, November 24th, 2009.

• Through September we have had no resignations or terminations equating to 0% turnover.
• We have only 2 dispatchers still actively training.
