SUBJECT: 2009 Quad Axle Pup Trailers, B0900041
The Public Works Department recommends the low bid from Transwest Trucks be rejected as the vendor did
not meet specs. The trailers from Transwest are 2006 models and have obviously been used In severe duty
applications. The tires are at 50% or less and the brakes are not far from needing replacement. The tongue
on one has been bent and there is a lot of rust on both. The tongues on both trailers are approximately 22 feet
long, making them illegal in the State of Colorado. The distance between the power unit and the towed unit
cannot exceed fifteen feet (CRS, Title 42, Section 4-506).
The tires are 385 65R 22.5 "super singles". These tires are far less desireable than 11 R24.5 duals. With dual
tires, should one go flat in the field, the vehicle can be driven to a tire repair shop. With super singles, should
one go flat, the vehicle cannot be moved until the flat is repaired. This would require a field service charge and
should it occur at the end of the work day, it could involve overtime for our employee waiting for a tire repair
truck to arrive.
Both trailers would require considerable modifications to make them compliant with our specifications (tarps,
end gates, tongue modifications, etc). Joe Bougher of Transwest did not provide an amount but stated that
there would be a cost to do that, and they would still be three year old trailers.
Therefore, we recommend the bid be awarded to the second low bidder, Kois Brothers Equipment, for one
quad axle pup trailer at a cost of $50,177.00 with one paperbound maintenance/service manual at no
additional cost. The purchase of two trailers was anticipated but we would like to purchase just one pup trailer
at this time.
