The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
Weld County Road Classification Plan
The Weld County road classification is indicating that WCR 33 (47`" Avenue) is designated as an arterial
roadway. The City of Greeley is identifying a 130 -foot right-of-way directly north of the property, and the City of
Evans appears to have the same typical cross section.
The Weld County Public Works Department recommends that the applicant reserve an additional 35 feet from
the existing right-of-way to match both municipalities' future right-of-way line 65 feet from centerline. This
should be identified and shown on the plat that it is reserved for future build -out.
The County is not indicating an average daily traffic count at this location, as the Cities of Greeley and Evans
ave annexed all adjacent roads in the area. �
Access: The applicant indicates that the following improvements will be done to the existing access:
widening the existing gravel road, extending the 40 -foot 18 -inch CMP culvert, improve turning radiuses in both
directions, and remove the existing tree adjacent to the south turning radius.
Water Quality Capture Feature: The RV storage area shall be graded to drain surface run-off to the water
quality capture feature and install a swale and berm at 3:1 slope to the existing roadside ditch.
On -Site Parking and RV Storage Area: The applicant needs to place on the plat drawing the parking
layout for all RVs, boats, and trailers indicating circulation throughout the RV storage area with adequate
turning radiuses to negotiate larger mobile homes.
The applicant is indicating on -site parking for customers and visitors with one additional ADA designated
parking spot. This ADA parking spot should meet the ADA requirement standards and be hard surfaced.
Location of that ADA spot shall be determined by Planning Department, as it is not located next to the
office/manager's quarters.
On -site Improvement: The RV storage area has been graded and graveled. The water quality capture
feature swale and berm has not been constructed. The entrance has not been upgraded with adequate
radiuses nor has the installation of 40 -foot 18 -inch CMP culvert pipe been installed. On site parking spaces foi
customers and visitors and the ADA designated area has not been completed. The existing tree to be
removed has been cut down, but the stump remains. These items are noted on my previous site visit datec
February 23, 2009.

Environmental Health Services has reviewed this proposal for outdoor storage of RV's
and boats. There will not be an RV wash site or an RV dump station on the facility.
There is a domestic well on the property, in addition to a tap from the City of Greeley.
As the well is permitted for domestic uses it can not be used for the business unless the
well permit is changed to allow the commercial use. There is an existing septic system
on the property (G19681204) that was sized for a two bedroom home. The septic
system will need to be evaluated by a registered engineer if it will be used for the
business or a new septic system can be installed for business use.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment.
2. If the domestic well will be utilized for the business, the applicant shall submit
evidence from the Colorado Division of Water Resources, demonstrating that the
well is appropriately permitted for the commercial use.
3. In the event the applicant intends to utilize the existing septic system at the
home, for business use, the septic system shall be reviewed by a Colorado
Registered Professional Engineer. The review shall consist of observation of the
system and a technical review describing the systems ability to handle the
proposed hydraulic load. The review shall be submitted to the Environmental
Health Services Division of the Weld County Department of Public Health and
Environment. In the event the system is found to be inadequately sized or

constructed the system shall be brought into compliance with current
Regulations.
4. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
7. Adequate handwashing and toilet facilities shall be provided for patrons of the
facility, at all times.

8. Sewage disposal shall be by septic system. Any septic system located on the
property must comply with all provisions of the Weld County Code, pertaining to
Individual Sewage Disposal Systems.
9. The facility shall utilize the existing public water supply (City of Greeley) or an
appropriately permitted individual well.
10.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

was issued due to commercial activity in relation to an Recreational vehicle Storage Facility taking place

This application, if approved, will correct the violation. If for any reason, this application is denied, the
Violation Case will proceed accordingly through a violation hearing and possibly district court.

Dear Mr. Gathman:
We have reviewed the above referenced proposal for an RV storage facility under Site Specific
Development Plan and Special Permit Review by Weld County. The submitted material does not
appear to qualify as a "subdivision" as defined in Section 30-28-101(10)(a) C.R.S. Therefore,
pursuant to the State Engineer's March 4, 2005 memorandum to county planning directors, this office
will only perform a cursory review of the referral information and provide comments. The comments
will not address the adequacy of the water supply plan for this development or the ability of the water
supply plan to satisfy any County regulations or requirements.
The information provided indicates that the site is supplied by water from the City of Greeley
Water Department. However, the information also stated that the property owner has an existing
domestic well, that the well permit would be included with the information packet, and that the use of
the well could be changed, if required. The referral packet from the county did not include the well
permit or well permit number. Based on a cursory review of our records, we were unable to locate a
well permit for this property.
Based on the limited information provided, the State Engineer's Office does not have an
objection to the property owner obtaining water from the City of Greeley Water Department for use at
the site. If a well will be used to serve this property, a water court approved plan for augmentation
would typically be required to allow for the operation of the well. Due to a lack of information
regarding a well permit or plan for augmentation, we cannot provide comments regarding the use of a
well in connection with this proposal.

The proposed project incorporates a retention pond for water quality. City
standards state that retention ponds are not acceptable unless there is no
feasible method for draining the pond by gravity. If the pond can not be drained
in 3 days the City also requires a permanent pumping system. Stormwater
Design Criteria 11.3.3. Please provide the percolation/evaporation time for the
pond. The City is concerned with stagnate water and mosquito habitat and
breading.

Dear Chris:
Thank you for providing the City of Evans the opportunity to comment on this proposed
development. The City of Evans has the following comments.
The subject property is an enclave of the City of Evans. The property is separated from
the City of Greeley by a strip of land that was annexed to the City of Evans in 2000.
Please see the attached copy of Tuscany Annexation No. 1.
When annexed to the City of Evans it is likely that the property will be zoned C-3, High
Intensity Commercial. Attached please find a copy of Chapter 19.30 of the Evans
Municipal Code regarding C-3 zoning. As indicated in Section 19.30.030, "recreational
vehicle storage" is listed as a special use, requiring a Use by Special Review approval. As
such, we feel the proper method for development of the subject property is through
annexation to the City of Evans and approval of a Use by Special Review by the City.
Should the County approve the proposal for the subject property despite its status as an
enclave of the City of Evans, we respectfully request the following conditions be made
part of any such approval:
1. The applicant should be required to provide a ten -foot wide landscaped bufferyard
along the east property. Section 19.47.210.H of the Evans Municipal Code
requires RV storage developments to provide such a bufferyard when adjacent to
residential land as this property is. The bufferyard should contain one tree and
five shrubs per 500 square feet of area, plus groundcover, and should not be
allowed be used for storage of RV's or anything else.
2. The applicant should be required to provide and maintain a six -foot -high privacy
fence along the east property line, as well, in order to screen the storage use from
the adjacent residential properties.
3. The applicant should be required to connect to the City of Evans sewer line,
which is located approximately 710 feet south of the south property line of the
subject property.
