Environmental Health Services has reviewed this proposal for the storage of 30 cargo
containers. The application indicates the containers are for the homeowners' private storage
only and no business is associated with this proposal. Water and sewer are not necessary for
the storage units.
We have no objections to the proposal; however, we recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in
a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a solid waste in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance
conditions.
4. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner in accordance with product labeling and in a manner that
minimizes the release of hazardous air pollutants (HAP's) and volatile organic
compounds (VOC's).
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in Section 14-9-30 of the Weld County Code.
7. The operation shall comply with all applicable rules and regulations of the State and
Federal agencies and the Weld County Code.

Description: 30 Cargo containers for storage of personal cars and equipment
There are no historical Building permits attached to this parcel.
1. A building permit shall be obtained for the containers.
2. A plan review is required for each building for which a building permit is required. Two
complete sets of plans are required when applying for each permit. Include a Code Analysis
Data sheet provided by the Weld County Building Department with each Building permits
Submittal plans shall include a floor plan showing the specific uses of each area for the building.
The Occupancy Classification will be determined by Chapter 3 of the 2006 International Building
Code. The plans shall also include the design for fire separation and occupancy separation
walls, when required by Chapter 5 and 7 of the 2006 International Building Code. Fire Protection
shall conform to Chapter 9 and exiting requirements by Chapter 10.
3. Buildings shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2006 International
Building Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006
International Fuel Gas Code; and the 2008 National Electrical Code and Chapter 29 of the Weld
County Code.
. 4. A plot plans shall be submitted to Platteville/Gillcrest Fire District Fire District for review and
approval prior to issue of Building Permits,

Subject: USR-1678 Referral
Upon review of my case files and computer, an active Zoning Violation (ZCV08-00066) was noted. This
violation was initiated due to the presence of multiple cargo/connex containers without first obtaining the
necessary Weld County Zoning and Building Permits. This case was presented to the Board of County
Commissioners through the Violation Hearing process on August 12, 2008 at which time the Board
referred this case to the County Attorney's Office for legal action, but delayed action for 60 days
(10/13/08). Since the application was submitted prior to 10/13/08, there is no investigation fee associated
with this application.
This application if approved by the Board of County Commissioners and appropriately permitted through
the Department of Building Inspections (through the Building Permit process) will correct the violation. If
this application is denied, this case will proceed accordingly through the Weld County Attorney's Office.

WCR 30 is a collector road and requires an 80 -foot right-of-way at full build out. There is
presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the
definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured
from the future right-of-way line.
County Road 47 is section line access.
Drainage: Please provide a drainage/no-build grassy area to the east of the area of the
containers via an easement on the plat.
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the
property or become established as a result of the proposed development, the
applicant/landowner shall be responsible for controlling the noxious weeds.
