90th Communications Squadron
F. E. Warren Air Force Base, Wyoming 82001
REPLY TO ATTN OF: CABLE AFFAIRS/MAH
SUBJECT: Construction Activities
TO: Weld County Commissioner
Greeley, Colorado 80631
1 . The United States Air Force wishes to extend it's appreciation
for your past cooperation in protecting the Hardness Criteria of
the Government Communications Cable. Your continued support in main-
taining the integrity of our vital defense network is solicited.
2. In the past you may have received information concerning Air
Force Easement Crossing with construction (Pipeline, Aerial, etc. ),
or Earth Moving Projects which could affect the Missile Cable Right-
of-Way. Again the Air Force is contacting your organization to re-
acquaint you witn Government policies relevant to any activities
which may have an adverse effect upon our Missile Communications
System. Therefore, the following information is provided for your
convenience, future reference, and dissemination to affiliated cor-
porations or contractors.
3. The Minuteman Missile Cable Right-of-Way transverses a broad
geographical area of the Tri-State Region of Wyoming, Nebraska, and
Colorado (Counties of Laramie, Platte, and Goshen, Banner, Kimball, and
Cheyenne, Logan and Weld). The Missile Cable Route is clearly iden-
tified with marker poles which indicate the proximity of the cable line,
and can easily be detected by a surveyor or project planner.
4. Before the Air Force permits any agency to cross the intersite cable,
that agency must request and receive an instrument of Consent to Cross
our cable line easement. This request must include the Section, Town-
ship, Range, and Legal Discription of the area in which activity is
taking place plus any other information pin pointing the location as
accurately as possible, a discription of the applicant's requirement
and proposed construction, a drawing showing the location of the Air
Force Real Estate Interest and the location of the crossing or other
proposed use. Include specific data on the type of crossing such as
Pipeline Diameters, Type of Pipeline, Type of Electrical Crossing
(Power Feeder, Telephone, etc), Voltage, Phase, Cycles, Number of Wires,
Gauge, Kind of Wire (Solid or Strand), and the proposed distance elec-
trical service will be located from the intersite cable. Any special
( ;,, J / { 760651
conditions or factors which the Air Force should know to protect'
Government interests and to preclude interference with Cable
Communications and Missile Force Operation should also be included.
5. Obtaining an instrument of Consent to Cross U. S. Government
Right-of-Way is a lengthy process; therefore we encourage your agency
to give sufficient advance notice of intended crossing, preferably
120 Days. After Consent to Cross is received from the Regional Army
Corps of Engineers, this office needs 72 hours notification prior
to construction activity for scheduling purposes. When major con-
struction is planned and could necessitate an adjustment of the
Missile Cable, the Cable Affairs Office must be notified no less than
120 Days prior to the scheduled construction start date. It is es-
sential that all construction crossings be restricted to coordinated
crossing points. Structures of any kind are not permitted within
the confines of the 16i foot easement. Negligent severing of the
Missile Communications Cable will result in billing the excavator
for any damages incurred, and any intentional severing of the in-
tersite cable is a criminal offense and could result in legal action.
6. Again we thank you for your efforts in preserving the Air Force
Interest and we solicite your continued support in protecting our
defense posture. If you have any future questions or require
additional information please call: (307) 775-2700
