The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
REQUIREMENTS:
1. Prior to recording the plat:
A. The applicant shall submit a detailed sign plan in compliance with Chapter 23 Division 2 of the Weld
County Code to the Weld County Department of Planning Services for review and approval. A copy was
submitted by Notle and Associates, June 19, 2009 please address the following comments.
Include stop bars for all stop signs shown on the plans.
The drawings shall be stamped, signed and dated by a Professional Engineer able to practice within the State
of Colorado.
F. The applicant shall address and resolve the requirements (concerns) of the Weld County
Department of Public Works, as stated in the referral response dated October 29, 2008, including but not
limited to a transferable Long -Term Maintenance and Improvements Agreement. Evidence of such shall be
submitted in writing to the Weld County Department of Planning Services.
This is in process and will need to be completed.
P. The applicant shall contact the Colorado Department of Transportation to verify the access permit or
for any additional requirements that may be needed to obtain or upgrade a current permit. Evidence of
approval shall be submitted to the Department of Planning Services. The response received from Gloria Hice-
Idler on Wednesday June 10, 2009 states, "They actually have new permits for CR-4 and CR-6, however no
notice to proceed. I now have those plans, but realize that they have not complied with one of our
requirements which is to notify all impacted owners by certified mail. I advised them to that a couple of days
ago. I'm sill waiting."
Public Works will also require the applicant to provide contours on the storm water drainage basin maps.
DD. The applicant shall provide three (3) complete set of construction...
This will be on going until completed.

The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
COMMENTS:
Weld County Public Works received a review set of drawings for County Road 27.3 improvements to the south
access off CR-4 into the Vestas Wind Systems A/S project site April 14, 2009. It was prepared by Nolte
Associates, Inc., the drawings first sheet was stamped, signed and dated by a Colorado registered Engineer,
Rick Rome PE 35103, the remainder of the sheets were not stamped, signed and dated.
REQUIREMENTS for Development Site South Access Road Improvements: Sheet CV02
Construction Note:
A. Include Weld County Public Works at the preconstruction meeting.
C. Notify Weld County Public Works also 48 hours prior to starting work.
G. Include Weld County Pubic Works Department within this note.
H. Include Weld County Pubic Works Department within this note.
I. Include Weld County within this note.
O. Add the County to this note: All work within a Weld County right of way will require a Weld County
representative to have the final decision concerning the roadway in the event of conflicting instructions.
Warrantee of work:
Add the following to the end of the note: Weld County Bond shall refer to the Weld County offsite
improvements agreement.
Traffic Control:
Add Weld County to the first five notes.
Add the following note after the last Traffic Control note: The Contractor shall not close any County roadway or
portion of a County roadway without requesting a right of way permit form the Weld County Public Works
Department. If Board of County Commissioner approval is required allow a minimum of seven working days
written notice.
Paving notes:
Include testing notes for compaction and asphalt installation.
Include notes as to how County Residents will be accommodated for access, water supply, school bus service,
mail service and emergency service.
Provide notification in writing to all County Residents one week prior to service interruption and a second
written notice 24 -hours before service interruption.
As- Built drawings shall be provided to the City of Brighton and Weld County.
Include a legend for all line types and symbols throughout the plan set.
Sheet RD01, RD02, RD03:
Label and show the west side roadside ditch flow line.
What do the large arrows indicate in the plan view east and west of the roadway?
At Station 22+37.50 is a culvert required? How will east side flows cross the new roadway?

Sheet SD01:
Label and dimension the existing drive to the east.
What will separate the two driveways as they are very close to one another?
For ease of construction please include a toe wall detail, rip rap pad detail, headwall detail, with concrete
strengths and rebar size and placement.
SI01:
Label all arrows pointing to signs.
Clearly show and label the stop sign and stop bar.
Clearly indicate and show the striping being proposed on this new roadway.
SX02:
Show the 18" Class V, RCP culvert at station 29+00.
Please provide three complete sets of construction drawings. The drawings must be signed, dated, and
stamped by a professional engineer licensed to practice in the State of Colorado. Prior to submitting three
complete sets, a complete set can be submitted for review.

Weld County Public Works Department did not receive plans for final onsite roadway plan, profile and detail
drawings, preliminary or final CR-4 roadway plan, profile and detail drawings, preliminary or final CR-6
roadway plan, profile and detail drawings, preliminary or final CR-27 roadway plan, profile and detail drawings.
These drawings still need to be submitted for review per USR-1676.
COMMENTS:

CR-6 for the Vestas Wind Systems A/S project March 6, 2009 located at CR-27 and CR-6. It was prepared by

2. REQUIREMENTS for Sanitary Sewer Improvements within CR-27 and CR-6:

Has the property owner of the mailboxes to be relocated been notified? Please include the owner of the
mailbox address next to each mailbox to be relocated for clarity.
Add the following note to all sheets: Weld County shall not be liable for the maintenance of any sanitary sewer
lines or facilities.
FM04:
Will there be any fire hydrants on the west side of CR-27? Please show them within the profile view.
Include Weld County on all compaction notes on all applicable sheets. Please include a note on the plans
stating that all compaction notes are within the Roadway Plans.
FM07:
At station 104+00 show this area in a separate detail. Please label the property boundary.

COMMENTS:
Weld County Public Works received a Final Drainage Report for the Vestas Wind Systems A/S project
February 27, 2009 located at CR-27 and CR-6. It was prepared by Nolte Associates, Inc., Rick Rome,
Registered Professional Engineer State of Colorado, stamp number 35103. The report was stamped, signed,
and dated.
5. REQUIREMENTS Final Drainage Report:
A statement needs to be added to the narrative stating that the Vestas project is slated to be annexed by the
City of Brighton and future development on the site will be reviewed and approved by City staff. Note that the
retention ponds may need to be expanded due to future development on the site.
Please provide certification stating that the overtopping of WCR 6 meets Weld County's criteria for no more
than 6 inches of water over the road during the 10 -year event.
Appendix F, Storm Sewer Calculations appears to have been left out of the copies of the Final Drainage
Report that was submitted on February 27, 2009. Because Appendix F is not included, it is not clear if the
comments were adequately addressed. Please ensure that all copies of the Final Drainage Report submitted
to Weld County contain complete information.
Sheets DR03 and DR04 appear to be showing Type L riprap at several of the storm drains running along WCR
6. Please note that the Urban Storm Drainage Criteria Manual requires Type L and M riprap to be buried.
Please provide information on the drawings showing that at least the Type L riprap will be buried.
For all locations where riprap will be installed, please show the type of filter bedding that will be used.

SD01:

any storm drain facilities.'
SD02 - SD03a:
Show the 100-yr HGL line in all pipe or culvert profile views. Please make sure arrow points to the HGL line.
Show the 100-yr HGL line within the culverts and short sections of pipe profile view on all sheets.
It was noticed that the storm drainpipe being proposed is class IV and V in some areas and there is only 1.5' of
cover over a waterline or sewer line under these pipes. With these anticipated heavy loads will the waterline
and sewer line crush over time?
SD06:
SD MH 108B it appears that a bolt down lid is required since the 100-yr HGL line is above the lid elevation.
SD11:
Station 11+63.87 the profile view calls out for concrete base beams see sheet DT02 for detail, there is no
concrete base beam detail on any of the detail sheets.
SD12:
100-yr HGL is not pointing to correct line.
DT01:
Please provide a specification sheet for the 18R Snout oil/debris stop with the next submittal.

COMMENTS:

to the Vestas Wind Systems A/S project March 5, 2009 located at CR-27 and CR-6 and CR-4. It was prepared
by Nolte Associates, Inc., the drawings were not stamped, signed and dated by a Colorado registered
Engineer.
7. REQUIREMENTS for Railroad Crossing Plans:
CR01 and CR02:
Include a note to state that; Weld County is not responsible for any maintenance of any
right of way.'
Please include elevations for all crossing utilities. Show size and material for all pipes.
Include all utilities being crossed by the railroad crossing within the profile view, note the
pipe crossings are missing at stations 221+60 and 221+70.
Provide station beginning and ending for all roadway striping.
Include a legend.
Please provide three complete sets of construction drawings. The drawings must be signed, dated, and
stamped by a professional engineer licensed to practice in the State of Colorado. Prior to submitting three
complete sets, a complete set can be submitted for review.

How will water hammer be controlled with no saddles holding the force main pipe?

CR-6. It was prepared by Nolte Associates, Inc., the drawing were not stamped, signed and dated by a
Colorado registered Engineer.

REQUIREMENTS for onsite Roadway/Finish Grading/Pavement plans
Until Weld County roadways are annexed by the City of Brighton all notes in the General Notes section and
construction drawings referring to The City of Brighton need to include Weld County Public Works.
Please list the station, elevation, size, and type of all pipes for all the utility crossings under roadways in all
roadway profiles to show that there are no utility conflicts with internal and external roadways.
Please show contours on all grading plans in addition to the spot elevations currently shown within the
construction drawings.
A note stating that Weld County public works is not responsible for the utilities and internal roadways must be
shown on the plans.
COMMENTS:
Weld County Public Works received a Final Drainage Report for the Vestas Wind Systems A/S project January
30, 2008 located at CR-27 and CR-6. It was prepared by Nolte Associates, Inc., Rick Rome, Registered
Professional Engineer State of Colorado, stamp number 35103. The report was not stamped, signed, and
dated.
REQUIREMENTS:
Storm Water Drainage:
Final drainage construction and erosion controls plans (conforming to the final drainage report) stamped,
signed, and dated by a professional engineer license in the State of Colorado shall be submitted with each
plan.
Below are repeat comments from the December 17, 2008 Public Works Drainage comments:
The Final Drainage Report and all sheets must be signed, dated, and stamped by a professional engineer
licensed to practice in the State of Colorado.
There was no actual percolation tests taken at the site only theoretical data was used based on similar soil
type. Please provide the results of (on -site) percolation tests showing the retention ponds will drain within 72
hours to comply with Colorado water rights law.
In order for the retention ponds to be approved a letter of variance must be addressed to the Weld County
Engineer (David Bauer, P.E.). The letter must include:
• A statement of understanding of the Weld County Code (i.e.: detention is accepted by Weld County
Public Works)
• Acknowledgment of and agreement to the intention of the code (ie: reduce impacts of development on
neighboring downstream properties by reducing storm water flows from development)
• A statement why detention is not possible on the proposed site and cannot meet the Weld County
Code
• Request a variance to Weld County Code, and briefly discuss the specifics of the proposed alternative
• Include a letter of support from a Colorado Registered Professional Engineer, with the letter stamped
with the PE license, signed by the PE, and dated. This letter shall detail the proposed alternative to
current code design standards, and shall outline the new approach from an engineer's perspective.

The Geotechnical Evaluation indicated that the on site soils were 'Highly Corrosive' as determined by the Soils
Resistivity test. Special attention shall be given to all reinforcement and metal pipes being proposed to ensure
the steel does not decay or corrode prematurely. The submitted information did not indicate that this was not
the situation.
Explain in the narrative how soil erosion will be taken care of during construction activities.
Explain how the often the ponds will need to be cleaned, include the cleaning notes on the plans.
Explain in detail in the narrative how the adjacent roadways will be protected from routing the off -site flows
around the site. Also explain in detail, how the off -site flows will safely conveyed through the site.
New Final Drainage Report comments:
Please show the limits of the ponding of the off -site flows being routed around the Vestas site before they
overtop the railroad tracks on the all maps.
Please show the depth and amount of water that will overtop the railroad tracks and County roads. Explain
how the road overtoppings will be handled in order to meet Weld County's criteria (6 inches in the 10-yr event).
The acreages shown for the basins in the Appendixes do not always match the acreages shown on the map
sheets. Please review and modify as necessary so that the acreages are consistent throughout.
Appendix C shows a spillway design for the South Retention Pond but there is no spillway shown on the map
sheets for the South Retention Pond. Please add the spillway to the map sheets.
Weld County Code requires 1 foot of freeboard on all drainage related facilities (swales, ponds, etc).
Calculations in Appendix C for the North Retention Pond appear to show that the pond does not have the
required 1 foot of freeboard. Please review all ponds and drainage channels to ensure that they have the
required 1 foot of freeboard.
Appendix D appears to only contain an inlet analysis for the storm sewer located in Basin B. Please provide
inlet analysis for all basins with storm inlets.
Calculations in Appendix E show that Swale A is approximately 1 ft above the road centerline in the 100-yr
event. Please provide calculations showing that the channel can safely convey the 10-yr event around and
through the site. Please provide details on how Swale A will function during the 10-yr and 100-yr events when
it turns west along WCR 6. If the swale curves to run along the north boundary of the property please provide
calculations showing that the water can safely make the turn without eroding the corner.
Many of the calculations in Appendix E show that in an unvegetated state, the swales need to be protected
with some sort of erosion control. Please review and modify as necessary.
Please include riprap calculations for any swales that empty into a pond. Please not that the design velocity
for the riprap calculations on a swale cannot exceed 5 ft/s (5.5 ft/s is acceptable only for the storm sewers).
Appendix G contains the riprap calculations for the storm sewer outfalls. A review of the riprap sizing
indicates that most of the outfalls should have type H riprap instead of type M. Please review the riprap
calculations and revise as necessary. Please plot all points on Figures MD -21 and MD -23. Please provide
riprap calculations for SD -19, SD -22, and Riprap swale for South Detention Pond.

Weld County Public Works received a set of Overall Utility Plans that included Stormwater lines and
Stormwater Details.
REQUIREMENTS:
Please include the following or provide the requested notes on the plans:
O. Anyone doing work within a Weld County right of way shall be required to obtain a right of way permit
through the Weld County Public Works Department, contact Amy Burry at (970) 304-6496. A traffic control
plan will be required. Any road closure may require Board of County Commissioner approval.
P. Provide RCP and HE/RCP pipe shall be class III strength minimum or greater to handle proposed site loads.
R. Provide gasket notes for RCP and HE/RCP pipe; grout notes for grouting inverts and pipes to manholes.
S. Provide Bedding notes for all pipes see stormwater details sheet XX.
T. Weld County will not maintain drainage related facilities within the site.
U. It is the responsibility of the owner to provide maintenance, upkeep, and repair to the Drainage related
facilities. Maintenance activities include but, are not limited to mowing, noxious weed control, removal of
sediment and reseeding of all disturbed areas.
Please label all the stormwater lines on the overall plan such as SD -05.
Show the 100-yr developed storm event HGL line for all pipes these values shall match the Final Drainage
Report.
All of the profile views were difficult to read please correct.
Include all utilities in the profile view that the stormwater lines cross.

deep and the retention ponds will drain within 72 hours to comply with Colorado water rights law. Please
provide the results of (on -site) percolation tests.
The report did not have any information on the percolation rate of the soils to support the fact that the retention
ponds would drain within 72 hours to comply with Colorado water rights law please include this information
within the final report.
Please provide bedding material calculations and geo-fabric calculations used under the proposed riprap per
HEC-15.
Please include Emergency Spillway Calculations for both ponds. Please show the location of each spillway on
the Drainage Plan. The south pond does show the spillway and the North pond does not.
Geotechnical Report:
Preliminary Geotechnical Evaluation was completed by Ground Engineering Consultants, Inc., dated June 10,
2008. The report was stamped, signed, and dated by a professional engineer license in the State of Colorado,
James B. Kowalsky, P.E., stamp number 27680. A final report shall be submitted and stamped, signed, and
dated by a professional engineer license in the State of Colorado. Public Works did not receive a copy of the
Final Geotechnical Evaluation.
The Geotechnical Evaluation indicated that the on site soils were 'Highly Corrosive' as determined by the Soils
Resistivity test. Special attention shall be given to all reinforcement and metal pipes being proposed to ensure
the steel does not decay or corrode prematurely. The submitted information did not indicate that this was not
the situation.
New Final Drainage Report comments.
The Final Drainage Report must be signed, dated, and stamped by a professional engineer licensed to practice
in the State of Colorado.
Please include Maps of the Historic Drainage patterns, larger scale of Sub Basins, each pond at a larger scale,
Off -site Basin map and Storm water details. All maps shall be stamped, signed, and dated by a professional
engineer license in the State of Colorado.
Include a copy of the State of Colorado Stormwater Discharge permit as part of the Drainage Report.
Explain in the narrative how soil erosion will be taken care of during construction activities.
Explain how the Water Quality Capture feature will work and how often the ponds will need to be cleaned,
include the cleaning notes on the plans.
Include a seed mix for the ponds and swale areas; explain in detail which areas will be irrigated.
Please show the limits of the ponding of the off -site flows being routed around the Vestas site before they
overtop the railroad tracks on the Off -site basin map.
All swales shall be checked with the n value in the bare soil state (velocity and Froude number) and fully
vegetated state (depth and Froude number). Erosion protection shall be installed during the bare soil state to
allow the vegetation to become established. If the swales are not irrigated it may take 3 — 5 years for them to
become fully vegetated with native grasses.
Provide plan and profile views of all pipes and culverts and include the HGL lines for each one.
Explain in detail how the adjacent roadways will be protected from routing the off -site flows around the site.
Please address all the reline comments within the Drainage Report and Drainage Plan. Return the redlines
upon resubmittal.
