If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The property will be used to selectively breed and train registered sporting dogs. The number of litters per year will be in the range of zero (0) to one (1). 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This proposal takes into account conditions of today and goals for the future. It promotes opportunities while protecting community health, safety, and welfare. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. This proposal is consistent with the health, safety, convenience, and welfare of the present and future inhabitants of the COUNTY. The training of sporting dogs relies on agriculture to present a natural habitat for training. 4. What types of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The properties that surround this site are either agricultural or residential. The proposed site provides the ability to breed and train sporting dogs. The dogs have access to the surround properties for training purposes. I have received letters from the land owners that have allowed access to their properties. Additional properties that are within a 34 mile distance from proposed site are kennels which raise Greyhounds. 5. Describe, in detail, the following: a. Number of people who will use this site: 2 people (owners) b. Number of employees proposed to be employed at this site: 0 (zero), only owners c. Hours of operation: By appointment only d. Type and number of structures to be erected (built) on this site: No additional structures are required. e. Type and number of animals, if any, to be on this site: Maximum of 24 dogs f. Kind of vehicles (type, size, weight) that will access this site and how often: Prospective dog owners will access site via passenger cars and trucks (1 ton or less). Prospective dog owners will access the site by appointment only with an approximate yearly volume of 25 vehicles. Water source on the property (both domestic and irrigation): Domestic well g. Page I of 2 i. Sewage disposal system on the property (existing and proposed): Currently the kennel disburses water from drains inside of building to the outside. The proposed plan is to use either a septic two -chamber tank to collect output and have it pumped regularly or connect the drain to existing septic system being used by house. j, If storage or warehousing is proposed, what type of items will be stored: Not applicable, use does not require storage or warehousing 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The plan is to add coniferous trees between house and kennel to act as an additional sound dampener/barrier. Additional trees are planned near County Road 18 for purposes of providing a screen. Long term, trees are planned along east property line. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Not applicable, unaware of any need for reclamation. 8. Explain how the storm water drainage will be handled on the site: Storm water drainage will be managed by using the natural contours of land to allow water to be absorbed. Water quality features either exist or will be added to control drainage on to adjacent properties. The water quality feature consists of earthen berms that are at least 4" high. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. It will take about 9 to 18 months to complete construction and landscaping requirements of site based on Site Specific Development Standards known at this time. Construction and landscaping will start within 30 days after permit is approved. 10. Explain where storage and/or stockpile of wastes will occur on this site. Waste is collected in 5 -gallon plastic containers, which are emptied when full. The waste is disposed of in trash dumpster which is collected every two weeks. Please note comment #2 in the attached document. a fully understand that I will need to acquire a license to satisfy PACFA requirements if the Use `Irby Special Review permit is approved. My concern is if the county does not approve my request for special use then I will be required to reduce the number of dogs down to four (4). I would like to defer my application until at least May 5, 2009 when I am scheduled to have a review by the Weld County Planning Commission. Please let me know if you have any concerns or questions and if this approach is acceptable.
