Dear Commission Members:
Re: Federal FY08 Juvenile Accountability Block Grant {JABG) Funds
Direct Allocation Year 11
As in previous years the Division of Criminal Justice, Colorado Department of Public Safety,
has received the federal JABG funds, which are passed through to local units of government
to be used for juvenile justice. This year the Weld County Board of Commissioners is
' eligible to receive a JABG allocation of $15,889. These funds require a cash match in
the amount of $1,765.
The JABG program provides an opportunity to reinforce sound juvenile justice practice
already occurring in communities, as well as to advance existing practice through the
enhancement of programs to provide appropriate and effective services and sanctions to
juvenile offenders. A plan based on an analysis of the juvenile justice system needs in your
jurisdiction must be developed by a Juvenile Crime Enforcement Coalition (JCEC) (with
required representation) and submitted prior to obligation of program funds. Funds can be
used to continue or expand a current plan or to develop a new plan. Upon approval of
submitted documents funds will be available for a project period of October 1, 2009 through
September 30, 2010.
DCJ encourages plans to follow the Restorative Justice model balancing accountability,
community protection and competency development of juvenile offenders while enhancing
the system's ability to provide graduated sanctions for juvenile offenders. Specific analysis
of the needs of minority youth and girls should also take place.
DEADLINES FOR ACTION ON YOUR PART:
By April 8, 2009:
1. If you intend to develop a new plan or continue or expand the current plan within
your jurisdiction: Complete and submit the enclosed "Intent to Accept Funds" Form
with the attached proposed membership of your JCEC by April 8. After the intent form is
received by DCJ a plan format (application) will be sent to the designated contact
person. The completed plan will then be due to DCJ no later than May 29, 2009.
OR
2. If you intend to waive your allocation to another unit of government for a more
regional plan: Submit the "Waiver of Direct Subarant Award" Form to DCJ by April 8.
