RE: APPROVE EXPENDITURE AUTHORIZATIONS FOR WORKFORCE DEVELOPMENT
PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Expenditure Authorizations for Workforce
Development Programs between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor and Employment,
with terms and conditions being as stated in said expenditure authorizations, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorizations, copies of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorizations for Workforce Development Programs
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County, and the Colorado Department of Labor and Employment be, and hereby
are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said expenditure authorizations.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

Services
Enclosed for Board approval are two PY 09 Workforce Investment Act Expenditure
Authorization (EA) requests. These Expenditure Authorizations were presented at the
Board's October 26, 2009, Work Session.
These Expenditure Authorizations include the Budget Information Summaries for the
Programs and request the following funds:
Hire Colorado Project — Provides $378,308.00 to place approximately 59 individuals
who have exhausted their Unemployment Insurance in subsidized public or private sector
jobs. Funds will also be used to provide limited training, employment opportunities, and
work supports for targeted groups of individuals using TANF reserve funds as approved
by the JBC. Period of performance is November 9, 2009 through June 30, 2010,
Trade Adjustment Act (TAA) Program — Provides $26,481.00 of TAA funds for the
case management of individuals who have lost their jobs as a result of their positions being
sent out of the country. Period of performance is November 2, 2009 through September

II. SCOPE OF WORK:
Employment Services of Weld County will use the award of $340,478.00 of PY 09 TANF Hire
Colorado program funds to provide services to individuals who meet the eligibility requirements as
outlined in the Colorado Department of Labor and Employment Program Guidance Letter (PGL).
Services will include placement in subsidized work experience placements, paid internships, and/or
On -the -Job Training placements as well as other services designed to enhance the participant's
employability.
In addition to the Statement of Work below, Weld County Employment Services will comply with
the guidelines and administrative forms included in the final approved HIRE Colorado PGL.
A. Purpose and Goal
Funds provided will support the costs of subsidized employment activities to provide a safety net
for individuals who have exhausted their Ul benefits and other eligible individuals and provide
an alternate source of income other than TANF for those eligible families served.
B. Services to be Provided
Individuals enrolled in the Hire Colorado program will be provided a variety of services
activities to assist them with an alternate source of income other than TANF cash benefits as
well as to assist them with acquiring additional job skills and job readiness/job keeping skills.
All individuals enrolled will participate in some form of subsidized employment such as work
experience, paid internships, or On -the -Job Training, or a variation of these services. Participants
may also receive one or more of the following additional services:

• Job skill training concurrent with the subsidized employment
• Supportive services designed to assist the individual in "stabilizing their situation" prior to
employment. These supportive services will be for non -recurring, short-term (less than 4
months) benefits such as gas vouchers to get to and from work, assistance with work
clothing, etc., and will follow Employment Services WIA policy for Supportive Services.
• Assessments designed to: identify existing skills or aptitudes; identify barriers; develop
short- and long-term career and employment goals; and match participants to work
assignments that correspond to their interests, needs, and circumstances. Employment
Services will encourage and utilize the Colorado Career Ready (CRC) certificate for all
participants.
• Life skills and/or job readiness training in conjunction with subsidized employment.
• Connection to work supports and job retention services, such as child care, transportation,
and community health resources in order to support subsidized employment assignments.
• Job development activities to recruit businesses to use the Hire Colorado program and to
determine the businesses needs and requirements for workers.
▪ Job search and job placement activities to assist the participant in locating and obtaining
permanent, unsubsidized employment, in conjunction with subsidized employment
assignments. Employment Services will encourage participants to attend workshops
available at the workforce center regarding resume development, interviewing skills, and job
applications.
• Case management services.
• Services that ensure the participant is aware of programs that encourage employers to hire
participants for unsubsidized employment (e.g. Federal Bonding, Work Opportunity Tax
Credit).
• Information regarding programs that reward participants for obtaining and retaining
employment (e.g. Earned Income Tax Credit).
Eligibility
Employment Services assures that all participants will meet the established eligibility criterion
which includes:
a. Have a child under the age of 18 at the time of enrollment**; and
b. Verify lawful presence in the United States; and
c. Have a household annual income less than $75,000 for the 12 -month period prior to
enrollment; and
d. Be a resident of Weld County.
At least 80% of participants served will be current UI claimant, or have received UI benefits
within the past 12 months. Employment Services will give priority to individuals who have
exhausted their benefits, or are within 60 days of exhausting their benefits.
Employment Services also assures that not more than 20% of participants will be non -claimants
and will meet all of the criteria listed above.
(Note: As specified in the PGL, the minor child(ren) may reside with either the participant or a
custodial parent or guardian.)
Employment Services will document eligibility and ensure that the documentation is placed in
the participant file. Self attestation for income and eligible child will be used only as a last
resort. Employment Services assures it will follow PGL 06-07-WIA regarding documenting

citizenship or lawful presence and residency. Claimant status will be documented and
maintained in the participant case file.
Subsidized Employment
Subsidized employment placements for participants will provide wage subsidies to program
participants for a pre -determined period of time, and may include a training element (i.e.
internships, on-the-job training or apprenticeships) or concurrent job -related classroom or
vocational training. Employment Services anticipates that some participants will be considered
as trainees, while others will be experienced workers who require minimal training in order to
perform the job. The purpose of subsidized employment placements will be to:
• Provide participants with recent work experience and a source of income while looking for
permanent employment;
• Provide placement sites with subsidized employees to meet their work site needs and as
appropriate, to allow them to continue or expand operations;
• Help stabilize or reduce TANF caseloads by providing families with other options to Basic
Cash Assistance.
Subsidized employment placements may also be used to support vocational training by
providing actual work experience related to the training which would give the participant a
competitive edge.
Employment Services will utilize public sector, private non-profit and for-profit employers for
subsidized employment placements.
Employment Services intends to engage participants in work for an average of 32 hours per
week and have participants engaged in job search/job seeking skills for 8 hours each week.
While the purpose of the program is to provide full time subsidized employment, Employment
Services believes it important for participants to have time to look for unsubsidized employment.
Although the intent is to have all individuals engaged in active job search as part of their
placement, there may be instances where an individual needs the full 40 hours per week of
subsidized employment and in those instances Employment Services will exclude the participant
form the job search/job seeking skills activities.
Employment Services will provide for limited employment placements that also include a job
training component. In those instances, participants will work up to 25 hours a week and
participate in vocational or basic skills training as appropriate for the remainder of the time.
So as not to establish unrealistic expectations for potential wages in unsubsidized employment,
participants will be compensated for work at a wage rate that is between the prevailing wage and
the minimum wage. Employment Services assures that all participants in work settings shall be
subject to the Fair Labor Standards Act (FLSA). In placements other than OJT, wages and
Workers' Compensation will be provided by Weld County government. For OJT placements,
the employer will pay wages and provide workers compensation coverage and Employment
Services will reimburse the employer for a percentage of the wages as agreed upon in the OJT
contract.
When possible, Employment Services will establish agreements with employers whereby the
employer pays the wages and Workers' Compensation and is then reimbursed for the worker's
wages at the agreed -upon percentage.
Work placements will typically range from three month up to a maximum of six months, based

upon the participant's skill level, barriers, and the industry/occupation, and may involve either
part time or full time employment. Wage subsidies will range between 50 - 100%, based upon
the participant's skill level and experience, the industry/occupation, and the type of placement
(e.g. OJT vs. paid internship).
As deemed appropriate, Employment Services may leverage additional resources through co -
enrollment into other categorical programs that offer subsidized employment or paid/unpaid
work experience as an authorized activity. When utilized, the co -enrollment with other
programs may be used to increase the duration of the subsidized employment or to cover other
costs associated with the individual's participation.
The average cost per participant is $6,412 which will include the wage subsidy, supportive
services, and staff costs associated with case management, job development, assessments, etc.
The actual cost per participant may vary from the average cost due to wages, the percentage of
the wage subsidy, the duration of the subsidized employment, the amount of supportive services
provided, leverage with other programs for wage subsidies or supportive services, participants
who obtain permanent, unsubsidized employment prior to the end of their subsidized
employment contract, etc.
Employment Services may enter into agreements with staffing agencies to place participants in
subsidized employment. If this option is utilized, the staffing agency will be the employer of
record and responsible for placing the participant in ajob assignment and will track hours
worked, etc. If and when this approach is used, Employment Services will ensure that
agreements are in compliance with Weld County fiscal and procurement rules, and that there is
not preferential treatment to one staffing agency over another.
Supportive Services
Funds may be used to provide assistance such as, but not limited to, tools, uniforms, car repairs,
rental and utility assistance (not to exceed 4 months), non -recurrent personal needs (including
eyeglasses) and other non -recurrent needs that may inhibit participation in work. Funds will not
be used to pay for medical expenses, including office visits, treatment, and medicines.

The number of individuals to be served is included in the Planned Participation Summary.
D. Expected Outcomes
The projected goals, objectives, and outcomes are included in the Planned Participation
Summary.
E. Coordination with other One -Stop Partners
The Hire Colorado program will be coordinated with other services as necessary and with other
One -Stop partners when appropriate.
F. Other Financial Resources to Support Program
Costs associated with clients who are co -enrolled in other workforce center programs (e.g. WIA
Adult, Dislocated Worker, Wagner Peyser RES, etc.) will be counted and reported as leveraged
funds.

IL SCOPE OF WORK:
Employment Services of Weld County will use the award of $23,310.00 of FY 09 TAA Case
Management funds to provide case management services to eligible TAA participants.
A. Purpose and Goal
Funds provided will support the staff costs associated with the provision of case management
services to eligible TAA participants in accordance with TELL 22-08 dated May 15, 2009.
B. Services to be Provided
The Employment Services of Weld County will provide case management services to eligible
TAA participants and those services will include:
1. An assessment of skill levels and service needs, including an in-depth interview and
evaluation to identify employment barriers and appropriate employment goals.
2. Development of an individual employment plan to identify employment goals and
objectives, including identification of the appropriate training to achieve those goals and
objectives.
3. Information regarding training available in the local and regional areas, information on
individual counseling to determine which training is suitable training, and information on
how to apply for such training.
4. Information on how to apply for financial aid, including referral to educational opportunity
centers where applicable, and notifying participants that they may request financial aid at

institutions of higher education and to use the current year income data, rather than
preceding year income data, for determining the amount of need for Federal financial
assistance per Higher Education Act guidelines.
5. Individual career counseling, including job search and placement counseling,

information relating to local, regional, and national labor market areas, including: job
vacancy listings in the local labor market area and information regarding jobs skills
necessary to obtain jobs identified; information relating to local occupations that are in
demand and the earnings potential of such occupations and the skills requirements for those
occupations.
7. Information relating to the availability of supportive services, including child care,
transportation assistance, housing assistance, and other services that may be necessary to
enable the individual to participate in training.
8. Ongoing case management services while the individual is involved in training and after
they have completed training and are seeking employment.

available at the workforce center regarding resume development, interviewing skills, and job
applications.
• Case management services.
• Services that ensure the participant is aware of programs that encourage employers to hire
participants for unsubsidized employment (e.g. Federal Bonding, Work Opportunity Tax
Credit).
• Information regarding programs that reward participants for obtaining and retaining
employment (e.g. Earned Income Tax Credit).
Eligibility
Employment Services assures that all participants will meet the established eligibility criterion
which includes:
a. Have a child under the age of 18 at the time of enrollment""; and
b. Verify lawful presence in the United States; and
c. Have a household annual income less than $75,000 for the 12 -month period prior to
enrollment; and
d. Be a resident of Weld County.
At least 80% of participants served will be current UI claimant, or have received UI benefits
within the past 12 months. Employment Services will give priority to individuals who have
exhausted their benefits, or are within 60 days of exhausting their benefits.
Employment Services also assures that not more than 20% of participants will be non -claimants
and will meet all of the criteria listed above.
(Note: As specified in the PGL, the minor child(ren) may reside with either the participant or a
custodial parent or guardian.)
Employment Services will document eligibility and ensure that the documentation is placed in
the participant file. Self attestation for income and eligible child will be used only as a last
resort. Employment Services assures it will follow PGL 06-07-WIA regarding documenting

citizenship or lawful presence and residency. Claimant status will be documented and
maintained in the participant case file.
Subsidized Employment
Subsidized employment placements for participants will provide wage subsidies to program
participants for a pre -determined period of time, and may include a training element (i.e.
intemships, on-the-job training or apprenticeships) or concurrent job -related classroom or
vocational training. Employment Services anticipates that some participants will be considered
as trainees, while others will be experienced workers who require minimal training in order to
perform the job. The purpose of subsidized employment placements will be to:
• Provide participants with recent work experience and a source of income while looking for
permanent employment;
• Provide placement sites with subsidized employees to meet their work site needs and as
appropriate, to allow them to continue or expand operations;
• Help stabilize or reduce TANF caseloads by providing families with other options to Basic
Cash Assistance.
Subsidized employment placements may also be used to support vocational training by
providing actual work experience related to the training which would give the participant a
competitive edge.
Employment Services will utilize public sector, private non-profit and for-profit employers for
subsidized employment placements.
Employment Services intends to engage participants in work for an average of 32 hours per
week and have participants engaged in job search/job seeking skills for 8 hours each week.
While the purpose of the program is to provide full time subsidized employment, Employment
Services believes it important for participants to have time to look for unsubsidized employment.
Although the intent is to have all individuals engaged in active job search as part of their
placement, there may be instances where an individual needs the full 40 hours per week of
subsidized employment and in those instances Employment Services will exclude the participant
form the job search/job seeking skills activities.
Employment Services will provide for limited employment placements that also include a job
training component. In those instances, participants will work up to 25 hours a week and
participate in vocational or basic skills training as appropriate for the remainder of the time.
So as not to establish unrealistic expectations for potential wages in unsubsidized employment,
participants will be compensated for work at a wage rate that is between the prevailing wage and
the minimum wage. Employment Services assures that all participants in work settings shall be
subject to the Fair Labor Standards Act (FLSA). In placements other than OJT, wages and
Workers' Compensation will be provided by Weld County government. For OJT placements,
the employer will pay wages and provide workers compensation coverage and Employment
Services will reimburse the employer for a percentage of the wages as agreed upon in the OJT
contract.
When possible, Employment Services will establish agreements with employers whereby the
employer pays the wages and Workers' Compensation and is then reimbursed for the worker's
wages at the agreed -upon percentage.
Work placements will typically range from three month up to a maximum of six months, based

upon the participant's skill level, barriers, and the industry/occupation, and may involve either
part time or full time employment. Wage subsidies will range between 50 - 100%, based upon
the participant's skill level and experience, the industry/occupation, and the type of placement
(e.g. OJT vs. paid internship).
As deemed appropriate, Employment Services may leverage additional resources through co -
enrollment into other categorical programs that offer subsidized employment or paid/unpaid
work experience as an authorized activity. When utilized, the co -enrollment with other
programs may be used to increase the duration of the subsidized employment or to cover other
costs associated with the individual's participation.
The average cost per participant is $6,412 which will include the wage subsidy, supportive
services, and staff costs associated with case management, job development, assessments, etc.
The actual cost per participant may vary from the average cost due to wages, the percentage of
the wage subsidy, the duration of the subsidized employment, the amount of supportive services
provided, leverage with other programs for wage subsidies or supportive services, participants
who obtain permanent, unsubsidized employment prior to the end of their subsidized
employment contract, etc.
Employment Services may enter into agreements with staffing agencies to place participants in
subsidized employment. If this option is utilized, the staffing agency will be the employer of
record and responsible for placing the participant in a job assignment and will track hours
worked, etc. If and when this approach is used, Employment Services will ensure that
agreements are in compliance with Weld County fiscal and procurement rules, and that there is
not preferential treatment to one staffing agency over another.
Supportive Services
Funds may be used to provide assistance such as, but not limited to, tools, uniforms, car repairs,
rental and utility assistance (not to exceed 4 months), non -recurrent personal needs (including
eyeglasses) and other non -recurrent needs that may inhibit participation in work. Funds will not
be used to pay for medical expenses, including office visits, treatment, and medicines.

The projected goals, objectives, and outcomes are included in the Planned Participation
Summary.
E. Coordination with other One -Stop Partners
The Hire Colorado program will be coordinated with other services as necessary and with other
One -Stop partners when appropriate.
F. Other Financial Resources to Support Program
Costs associated with clients who are co -enrolled in other workforce center programs (e.g. WIA
Adult, Dislocated Worker, Wagner Peyser RES, etc.) will be counted and reported as leveraged
funds.
