HomeMy WebLinkAbout20092241.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 44, BETWEEN U.S. HIGHWAY 85 AND COUNTY ROAD 35 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "45 M.P.H." speed limit signs be installed on County Road 44, between U.S. Highway 85 and County Road 35, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "45 M.P.H." speed limit signs on County Road 44, between U.S. Highway 85 and County Road 35, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 26th day of August, A.D., 2009. TO: Clerk to the Board DATE: August 24, 2009 FROM: Janet Carter E.I., Public Works COLORADO SUBJECT: Installation of a Speed Limit Sign on WCR 44 A Request Resolution from the BOCC directing Public Works to install traffic regulatory sign (Speed Limit R2- 1) on WCR 44 between US -85 and WCR 35. A traffic count on WCR 44 between US 85 and WCR 35 was performed in September 2007, the Average Annual Daily Traffic (AADT) was 1121 and the 85th percentile of speed was 48 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. I made a site visit to review the speed limit issues and road characteristics. WCR 44 is a paved collector with approximately 17 accesses onto WCR 44. Once you are east of the intersection of WCR 44 and WCR 35 the speed limit increases to 55 mph. Research into the recent accident records showed 11 accidents total; with 8 Property Damage Only accidents and 5 injury accidents occurring in this segment of roadway in the past 3 years. There does not appear to be any sight distance limitations on the area accesses. Based upon the above information, I recommend that the speed limit on WCR 44 between US 85 and WCR 35 should be reduced to 45 mph.
