RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 22,
BETWEEN U.S. HIGHWAY 85 AND COUNTY ROAD 31
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that "55 M.P.H." speed limit signs be installed on County Road 22, between U.S. Highway 85 and
County Road 31, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"55 M.P.H." speed limit signs on County Road 22, between U.S. Highway 85 and County Road 31,
for the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 6th day of May, A.D., 2009.

SUBJECT: Traffic Study Speed Limit WCR 22
Sam Reed, a resident on WCR 22, asked the Board of County Commissioners to look into raising the
speed limit from 45 mph to 55 mph on WCR 22 between US 85 and WCR 31. After reviewing the road
file for WCR 22 it appears that on July 27, 1987 the Board of County Commissioners approved a posted
speed limit of 25 mph for this segment of roadway. However, the current speed limit is posted at 45 mph
for the segment of roadway between US 85 and WCR 31. Sam Reed also lives within this 45 mph zone.
A traffic count on WCR 22 between US 85 and WCR 31 was performed on April 16, 2009, the Average
Annual Daily Traffic (AADT) was 1209 and the 85th percentile of speed was 55 mph. The Manual on
Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85
percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside development,
accident records, and shoulder conditions may be considered when establishing speed limits.
I made a site visit to review the speed limit issues and road characteristics. WCR 22 is a paved collector with
approximately 28 accesses onto WCR 22. Once you are east of the intersection of WCR 22 and WCR 31 the
speed limit increases to 55 mph. In my opinion, this stretch of roadway is not considered a residential district.
Research into the recent accident records did not find any accidents occurring in this segment of roadway in the
past 3 years. There does not appear to be any sight distance limitations on the area accesses.
Based upon the above information, I recommend that the speed limit on WCR 22 between US 85 and
WCR 31 should be increased for 25 mph to 55 mph.
