work in community, have the best interest of community and surrounding area in

• Main hold up with approval of our USR-1667 appears to be the Town of
Windsor's recommendation for denial.
o We understand fully the goals and plans of the Cooperative Planning Area
(CPA) and Exhibit D. We agree that they are necessary and valuable.
That is part of the reason for our interest in this property. In this situation
we feel they are unrealistic and limiting due to our proposed plans.
o Attempts to come to an understanding or compromise for the future of this
property stalled, as Windsor decided to stick with their original referral
statement.
o We want to use the property virtually as is. Exhibit D, the IGA, and the
town of Windsor do not take that into consideration in recommending full
adherence to their guidelines.
• Many of the same issues have been addressed with USR-1497 (Bighorn
Landscape Supply) across the street.
o USR-1497 had virtually same recommendations from the IGA and referral
agencies as us.
o USR 1497 was approved on June 16, 2006 by Weld County.
o The project across the street required many more property changes and
development than our proposal.

•Conditions of approval 1 (dust abatement plan), 4 (commercial applicators license) and 5
(no washing will be done on site) have been completed.
The septic system has not been reviewed by an engineer and the waste handling plan is
incomplete. These items can be resolved after the County Commissioners meeting and can
remain as conditions.

Thank you for the time you have already spent reviewing our USR. Also, thank you for your
quick reponse to my call. I am writing you in regards to the memorandum you returned to
Michelle w/ Planning Services. We have typed up a brief letter that hopefully addresses
the recommendations you made. The letter is attached. Please advise us of aany changes
you would need to keep the project headed in the right direction.

Nate,
You need to reference back to e-mail I sent 10/10/08.The home will need a change of use
permit from R-3 to B occupancy (office). I could not find any permits for the storage
buildings; therefore the County will require a permit for change of use of both
structures.

Hello Frank -
Hopefully this e-mail finds you well and having a good holliday season.
I wanted to send you a follow-up email regarding a phone conversation we had regarding or
USR-1667. We have an upcoming date with the County Commissioners and wanted to finalize a
couple of details. Your help would be greatly appreciated.
If you may recall we discussed your referral letter in which you sent to the County in
August.... You requested a letter to better state our intended use of the three buildings
.on this site. We submitted it, and had not heard anything back. During our phone
conversation you stated that our intended uses sounded ok. You stated that the house
would likely need a permit pulled on it prior to the change of use, but the shop and
garage were ok. We discussed what might happen with the permit on the house. You gave me
some insight into what might happen on such an old structure. It sounded like it
should'nt be too big a deal. At the time I requested an e-mail from you to recap our
discussion. I do not believe it ever came through. I am hoping to see if this e-mail
seems correct and you had any further insight into the proposed use of a 1929 house as a
commercial structure. Again thank you for your time....
