SERVICE AUTHORITY BOARD AGENDA

GREELEY POLICE DEPARTMENT
The Weld County Regional Communications Advisory Board met in session in
conjunction with the Weld County E-911 Emergency Telephone Service Authority Board
on Tuesday, January 27, 2009 at 10:30 a.m. in the Kent Donahue Community Room at
the Greeley Police Department.
ROLL CALL:
The meeting was called to order by WCRCAB Chairperson Bill Garcia. See attached
sign -in sheet for members, guest, and staff present
MINUTES:
David Montgomery moved to approve the minutes of the October 28 meeting, 2008
meeting; seconded by Kim Fliethman. Minutes were unanimously approved.
OLD BUSINESS:
1. Staff Report: David Mathis presented Dispatch stats for December, 2008 [refer
to Sgt. Mathis' "January 13, 2008 WCRCC Monthly Report and Personnel Report
as of January, 2008].
NEW BUSINESS
1. Guest Speakers retarding NNN and Code Red Notification:
Brian Martens introduced Kimberly Cope for Larimer County to speak on
Larimer County's experience with NNN, their notification system [see Report of
January 26, 2009 Larimer Emergency Telephone Authority -Executive Summary of
the Emergency Notification System].
• The infrastructure for 3N is a very robust system. They provide an "Active
Active" back end which means if a part of the system fails, there is a
redundant fail over that will provide little to no down time for the user. This
is critical for an Emergency Notification tool.
• Citizens will have the option to "OPT IN" to receive notifications on different
communication paths.
• The System with 3N also allows for a non -emergent communication device.
This allows notifications to be sent to phone numbers in the white pages as
well as Citizens that Opt in to receive NON -Emergency Notification. These

notifications could include the following: water outages, electric outages and
road closures.
• Kimberly closed with "The only limitation with the 3N System is County
boundaries which it doesn't cross." Larimer County welcomes any
partnership with Weld County on this Emergency Notification System to
ensure that the boundaries between the two Counties are removed as it relates
to notifying our citizens of an emergency. This is especially critical for our
shared communities like Windsor and Johnstown.
Jim Burack introduced AJ Euckert, Town Manager for Dacona. Dacona uses a
system called "Blackboard." It is very similar to 3N and painless to use.
Jim Burack introduced Wendy Rich-Goldschmidt, Police Chief of University of
Northern Colorado. UNC uses Blackboard Connect Inc. The award -winning
connect platform is a Software as a Service (SaaS) solution designed to allow
users to quickly and easily record, send, and track targeted, time -sensitive voice
and text notifications to entire communities in minutes — without having to invest
in or maintain additional hardware, software, or phone lines. Wendy mentioned
their purging system has not been the greatest. [See copy of e-mail notification
regarding their system and how students sign up.]
2. David Mathis advised Fire Chiefs would like to discuss the issue of UCFRA
changing their apparatus numbering system.
Discussion was had on the pros -cons on the two numbering systems. There was a
difference between the 2 number digits for each location rather than saying the
town's name first.
Juan Cruz questioned, "What recommendation do you want from the Board?"
Bill Garcia asked, "Is it possible for the fire chiefs to come together with a
solution?" Juan advised the Board is not the one to make the decision. It was
suggested that we have one system. It was decided that this subject will go back
to the Fire Chiefs for decision and bring back to the board so they can verify with
Dispatch and see if the plan is feasible.
As there was no further business, the meeting was adjourned.
The next meeting will be on Tuesday, February 24, 2009.
