The Weld County Council met in regular session in full conformity with theNVe1C1 cgur}fy Fi 5
Home Rule Charter, Monday, August 17, 2009, 6:30 p.m., at the Weld County Centennial
Center, 915 10th Street, Greeley, CO.

ROLL CALL: The meeting was called to order by President John Kivimaki. Vice
President Perry Buck, Councilmen Don Mueller and Charles Tucker were present,
constituting a quorum of the members. Councilwoman Ginny Buczek was excused. Also
present was Commissioner Doug Rademacher, Brad Mueller and Karla Ford, Council
Secretary.
APRPOVAL OF AGENDA: Councilman Mueller made a motion to approve the
agenda. The motion was seconded by Councilwoman Buck and carried.
APPROVAL OF MINUTES: Councilman Mueller made a motion to approve the July
20, 2009 minutes. The motion was seconded by Councilwoman Buck and carried.
PUBLIC COMMENT: There was no public comment.
REVIEW PROGRAM:
The Weld County Long Range Planner, Brad Mueller, presented information regarding
the Weld County Comprehensive Plan. A copy of the adopted plan was distributed to the
Council. This plan was adopted November 24, 2008 after two years of development.
The process to update the plan started with requesting input from the public and receiving
feedback on different ideas for the county. The county received over 10,000 hits on the
website with suggestions. The county held over 60 meetings with a Technical Advisory
Committee, 8 open houses, 4 public hearings and numerous presentations to various
groups were given. A diverse set of ideas was received and these ideas were blended
together. The Planning Department is appreciative of the residents, towns, districts,
committees and Board of County Commissioners for all the support during the process.
Mr. Mueller discussed three ways the comp plan has begun to be implemented. The
2009 Weld County Rural Task Force, which has nine members, will be meeting to review
Auxiliary Housing and Accessory Units, Agricultural Land Splits, Agricultural Land
Development and Rural Character Issues. A handout with specific details was
distributed.
A summary of East Greeley/Weld County Sub Area Study from May 2009 was distributed.
This is a study with the City of Greeley. Two items that have come out of this study are
building sidewalks for Bella Romero School and recognizing storm water fees. The
school was built outside of the city limits and the county is taking the lead and trying to
accommodate sidewalks for the school. The storm water fees, required by federal
government, had been imposed on some incorporated and unincorporated residents due
to regulations. With this study, a group of the unincorporated resident fees have been

reduced by 75%. This study was designed to provide a clear understanding of a
particular part of the county and set up a roadmap of items needed to be addressed.
The North Greeley Rail Corridor Sub -Area Plan's purpose is to look at the impact for
potential economic development. It currently has infra structure in the form of available
land, rails, road connections and water availability. This is being looked at as a potential
extension of the comprehensive plan which would have its own goals and policies. The
study is about 2/3 complete. There has been one open house at the beginning of the
study and another will be held at a later date.
Commissioner Rademacher was present to give an overview of the Planning Department
changes. The department is actively seeking a new director. Target date to hire is in
October. Roger Vigil will serve as the interim until the new department head is seated.
Mr. Vigil has all the certifications required. The South West Planning Office was closed
due to only one planner and not enough business.
NEW BUSINESS:
Coordinator Reports
Councilwoman Buck informed the Council that she attended two Progressive 15
meetings. This group looks at legislative issues on what affects rural Colorado.
Councilman Tucker questioned if the County Council can do anything regarding the
legislation regarding weed burning — state law. This can affect the right to farm. President
Kivimaki suggested gathering information on this topic and discussing at a later meeting.
President Kivimaki informed the council that rumor has it Powertech plans to make an
application to the county late in 2009.
Upcoming Meeting/Invitation
The Council was informed about the upcoming Town/County Dinner on October 29.

Councilman Tucker made a motion for the bills to be paid as listed below:

The motion was seconded by Councilwoman Buck and passed.
ADJOURNMENT: By acclamation the meeting was adjourned at 7:29 p.m.
