I. Introduction
Western Mobile, Inc. (WMI), a subsidiary of Lafarge Corporation, is preparing to
relocate their aggregate processing plant currently located at the WMI Hamm Pit site
(located west of Weld County Road #7 and north of Colorado State Highway #119) to the
existing WMI Cottonwood Pit mining site. The Cottonwood Pit site is located in Sections
16, 17 and 21 of Township 2 North, Range 68 West of the Sixth Principal Meridian,
Weld County, and State of Colorado. The site is south of Weld County Road #201/2 and
west of Weld County Road #7. Boulder Creek is adjacent to the west boundary of the
property.
The Cottonwood Pit Special Use was approved by the Weld County Commissioners on
February 8th, 1985 (Amended USR 488:82:3). The approved Special Use provided for an
aggregate processing operation to be located in the northwest portion of the property in
the Phase 1 mining area (per the approved Operation Standards and Plot Plan). The
processing plant will operate in a manner similar to the existing WMI Hamm Pit
processing plant operation.
Portions of the proposed aggregate processing operations, including material stockpiles,
material conveyors, processing equipment, and some accessory structures will be located
in the 100 -year floodplain of Boulder Creek.
CP Engineering has been retained by WivII to prepare a Floodplain Hazard Development
Permit application for the proposed aggregate processing plant operation. This report
accompanies the permit application and is intended to address the requirements of
Sections 23-2-480 and 23-2-490 of the Weld County Code. The following analyses are
included in the report:
• Existing status of the Boulder Creek regulatory floodplain.
• Impacts on the Boulder Creek floodplain as a result of the processing plant
operation.
• Applicable Weld County Zoning Ordinance Requirements.
• Building permit requirements for accessory structures.
H. Existing Boulder Creek Floodplain
The Boulder Creek 100 -year base floodplain (Zone A) and the subject property are
shown on the Federal Emergency Management Agency Flood Insurance Rate Map Panel
# 080266-0855 C, dated September 28th, 1982. The FIRM mapping however, is based on
a "non -detailed study" for which no base flood elevations have been determined.

The current detailed regulatory floodplain model for Boulder Creek is the St Vrain River
and Boulder and Idaho Creeks Del Camino Area prepared for Weld County in
corporation with the Colorado Water Conservation Board by Kucera and Associates, Inc.
This study is considered by the Colorado Water Conservation Board to be the "best
available information" and should be utilized for any floodplain development analysis
and building requirements. The proposed processing plant location and the Boulder Creek
100 -year floodplain and floodway boundaries, along with estimated water surface
elevations, are shown on Sheet 3 of 10 of the study. The floodplain and floodway
boundaries, and 100 year water surface elevations from the study are shown on Exhibit
"?" (Flood Hazard Development Permit Map) of this report.
M. Floodplain Impacts
The proposed aggregate processing operation can be expected to have minimal or no
impact on the Boulder Creek 100 -year floodplain.
Previous mining and reclamation of the portion of the Cottonwood site have improved
conveyance of floodwater across the site by lowering ground surface elevations
(compared to those shown on the regulatory floodplain mapping). In addition, the
reclaimed mine site can be expected to have a beneficial effect on the Boulder Creek
floodplain by providing additional flood water storage volume in the reclaimed pit area.
Placement of a portion of the processing plant operation (including material stockpiles)
within the reclaimed pit area will therefore not result in any increase in flood levels or
diversion of flood flows.
No use or structures are proposed to be located within the floodway of Boulder Creek.
IV. Weld County Zoning Ordinance Requirements
WMI will operate the aggregate processing plant in accordance with Section 23-2-480 of
the Weld County Code as follows:
23-2480(A) This project is subject to the applicable conditions of Section 23-5-250 or
23-5-260. Section 23-5-250 deals with activities within the FW
(Floodway) District and since no activities are proposed within the
Floodway District, the section is not applicable to this project. Under
Section 23-5-260, the proposed use would be allowed as an accessory use
under the previously approved special use review for a sand and gravel
mining and processing operation in the ("A") agricultural zone. Conditions
A thru P of Section 23-5-260 have been addressed in the attached Flood
Hazard Development Permit Application and Certification.
23-2480(B) All accessory structures requiring a building or mobile home permit will
be elevated to the level, or above, of the regulatory flood datum (the

regulatory flood datum is defined as an elevation 1 foot above the
estimated 100 -year water surface elevation). Elevation certificates for the
scale house and employee buildings (the only buildings currently proposed
within the 100 -year floodplain) are located in the appendix of this report.
The elevation certificates will be completed and certified for each
structure after completion, but prior to final inspection as required by 29-
2-100 of the Weld County Code.

For the purposes of this Flood Hazard Development Permit application, it
has been assumed that the temporary type of structure proposed for use as
the scale house and the employee buildings will be defined as
manufactured homes under the Weld County Code, and therefore will be
required to be elevated on a permanent foundation or an adequately
anchored foundation system such that the lowest floor is elevated to the
level of, or above the regulatory flood datum and is securely anchored to
an adequately anchored foundation system to resist flotation, collapse and
lateral movement. See Item V -Building Permit Requirements of this report
for additional details on the recommended foundation system.

proposed).
An individual sewage disposal system (septic tank and leach field) is
proposed to be located near the scale house and employee building. The
registered professional engineer designing the system will need to certify
that the system is designed to prevent inundation or infiltration of
floodwater into such system and to prevent discharges from such system
into the floodwaters of an intermediate regional flood.
No use or structure is proposed to be located within the FW (Floodway)
District.

V. Building Permit Requirements
It is the understanding of CP Engineering that although all structures that are proposed as
part of the aggregate processing plant operation will be temporary (to be removed when
mining is completed or when the processing plant is relocated), they will be required to
meet the foundation and anchoring requirements of Section 29-2-90 of the Weld County
Code. In addition, the lowest floors of the structures must be elevated to, or above, the
regulatory flood datum.
It is recommended that the temporary structures be set on block piers as required by
Section 29-2-90B.5 of the Weld County Code, and be anchored and tied as required by
Section 29-2-90B.6 of the Code. Details and specifications of the proposed foundation
and anchoring systems will be provided with individual building permit applications.
Partially completed elevation certificates for the proposed scale house and employee
building are located at Tab #5 of this report, and specify the 100 -year water surface
elevations at the currently proposed building sites. The elevation certificates will require
completion and certification for submittal to Weld County prior to final inspection of
each structure.
VI. Conclusions and Recommendations
• The proposed Western Mobile, Inc Cottonwood Pit aggregate processing plant
will not have any adverse impacts on the 100 -year floodplain of Boulder Creek.
• The proposed aggregate processing operation as currently proposed will not create
or exacerbate any existing flooding conditions for adjacent and downstream
properties.
• The proposed aggregate processing operation as currently proposed will not create
any rise in 100 -year floodwater surface profiles.
• Temporary buildings proposed to be located within the 100 -year floodplain must
be elevated and anchored to resist flotation, collapse or lateral movement as
required in Section 29-2-90 of the Weld County Code. Specific details of the
foundation and anchoring systems will be required at time of individual building
permit application.
• Elevation certificates must be completed, certified and submitted to Weld County
for each structure (after installation but prior to final inspection request).

Structures which are not elevated in order to be floodproofed are designed so the structure is watertight
below the elevation of the regulatory flood datum and the structures are designed to be capable of
resisting the hydrostatic and hydrodynamic forces expected at the building site during an intermediate

All new or replacement domestic water wells or water supply, treatment, or storage systems are

intermediate regional flood.
VThe encroachments, including fill, new construction, substantial improvements, and other development

FLOOD HAZARD DEVELOPMENT PERMIT CERTIFICATION - Continued
Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities will
be designed and/or located so as to prevent water from entering or accumulating within the
components during conditions of flooding.
All new construction and substantial improvements will be constructed using methods and practices
that minimize flood damage. Improvements will be constructed with materials and utility equipment
resistant to flood damage.
All new construction and substantial improvements will be anchored to prevent flotation, collapse or
lateral movement of the structure and to withstand hydrodynamic loads.
The proposed use or structure is to be located in the FW (Floodway) District, and when built will not
cause any increase in floodwater levels during an Intermediate Regional Flood and will not limit or
restrict the flow capacity of the floodway.
Fill material will be used in the FP -1 or FP -2 (Floodprone) Districts, and the fill material is designed to
withstand the erosional forces associated with an Intermediate Regional Flood.
The use or development causes or results in an alteration or relocation of a water course. Evidence
is attached to this certification that:
1. Municipalities within a three-mile radius of the proposed alteration or relocation have been
notified in writing of the proposed alteration or relocation.
2. The Colorado Water Conservation Board has been notified in writing of the proposed alteration
or relocation.
3. The Office of Insurance and Mitigation of the Federal Emergency Management Agency has
been notified in writing of the proposed alteration or relocation.
The flood carrying capacity within the altered or relocated portion of the watercourse will remain the
same after the alteration or relocation as existed prior to the alteration or relocation. Evidence is
attached which substantiates that the alteration or relocation shall not adversely affect landowners
upstream or downstream from the alteration or relocation.

WCR 20.5 is designated on the 1-25 Mixed Use Development Area Structural Plan Map 2.2, Structural
Transportation Network, as a 4 -lane undivided road, which requires a 100 -foot right-of-way at full build out. There
is presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of
SETBACK in the Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured
from the future right-of-way line.
REQUIREMENTS:
The Weld County Public Works recommends approval of this application.
FLOOD HAZARD DEVELOPMENT STANDARDS:
The applicant has supplied adequate documentation which has been verified, stamped, and signed by a
professional engineer. Elevation of the lower floor of the proposed structure is at least one foot above the
Intermediate Regional Flood Level (MSL) at the building site.

a new Elevation Certificate shall be submitted which references building diagram # 6 with the appropriate
change in lowest floor reference point.
3. The proposed foundation design in accordance with Section 29-2-90.B.5 and 20-2-90.B.6 shall be
engineered in accordance with Sections 23-2-480.D, 29-2-90.B.3 and 29-2-100 of the Weld County Code.
4. Prior to release of the Certificate of Occupancy or building permit final approval, the applicant shall submit
an as -built elevation certificate signed and stamped by a registered Colorado Professional Engineer to the
Department of Planning Services.
5. Elements of the foundation that are placed below the regulatory flood elevation —columns pads column piers
— shall be approved by a registered engineer that the foundation and structure is flood proofed and capable
of resisting the hydrostatic and the hydrodynamic forces imposed by the intermediate Regional Flood in
accordance with section 23-2-480.D of the Weld County Code. A Flood Proofing Certification must be
submitted with the As -built Elevation Certificate.
6. Relief openings are required in the foundation walls within 12" of grade on at least two sides providing a total
opening area of 1 square inch for every square foot of enclosed area in the enclosed area is flood proofed.
7 Construction shall comply with all requirements/conditions of the Weld County Building Code.
8. The lowest floor elevation of structures without a basement shall be considered to be the elevation, above
mean sea level, of the top of the foundation of the structure. The lowest floor elevation of structures with
a basement shall be considered to be the elevation, above mean sea level, of the floor of the basement of
the structure. The lowest floor elevation of a mobile home shall be considered to be the elevation, above
mean sea level, of the top of the mobile home pad, as described in the Lowest Floor definition in the Weld
County Zoning Ordinance. (Also, see definition of BASEMENT: Any floor level below the first story or main
floor of a building. The BASEMENT is wholly or partially lower than the surface of the ground. For the
purposes of this ordinance, any crawl space with six (6), feet or more between the floor and the ceiling shall
be considered to be a BASEMENT).
9. All proposed or existing structures will or do meet the minimum setback and offset requirements for the zone
district in which the property is located.
10. Any future structures or uses on site must obtain the appropriate zoning and building permits.

floodwater into the system and to prevent discharges from the systems into the floodwater of an
intermediate regional flood.
V The encroachments, including fill, new construction, substantial improvements, and other development
shall not result in any increase in flood levels during the occurrence of an Intermediate Regional Flood.

Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities will
be designed and/or located so as to prevent water from entering or accumulating within the
components during conditions of flooding.
All new construction and substantial improvements will be constructed using methods and practices
that minimize flood damage. Improvements will be constructed with materials and utility equipment
resistant to flood damage.
VAll new construction and substantial improvements will be anchored to prevent flotation, collapse or
lateral movement of the structure and to withstand hydrodynamic loads.
The proposed use or structure is to be located in the FW (Floodway) District, and when built will not
cause any increase in floodwater levels during an Intermediate Regional Flood and will not limit or
restrict the flow capacity of the floodway.
V Fill material will be used in the FP -1 or FP -2 (Floodprone) Districts, and the fill material is designed to
withstand the erosional forces associated with an Intermediate Regional Flood.
The use or development causes or results in an alteration or relocation of a water course. Evidence
is attached to this certification that:
1. Municipalities within a three-mile radius of the proposed alteration or relocation have been
notified in writing of the proposed alteration or relocation.
2. The Colorado Water Conservation Board has been notified in writing of the proposed alteration
or relocation.
3. The Office of Insurance and Mitigation of the Federal Emergency Management Agency has
been notified in writing of the proposed alteration or relocation.
The flood carrying capacity within the altered or relocated portion of the watercourse will remain the
same after the alteration or relocation as existed prior to the alteration or relocation. Evidence is
attached which substantiates that the alteration or relocation shall not adversely affect landowners
upstream or downstream from the alteration or relocation.
