RESOLUTION
RE: APPROVAL OF LETTER OF AGREEMENT BETWEEN WELD COUNTY, COLORADO
AND MINER AND MINER, CONSULTING ENGINEERS, INC. FOR ELECTRI-
CAL SERVICE INVESTIGATION FOR THE PIERCE ASPHALT PLANT.
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a letter of agreement dated March 22 , 1979 between
Weld County, Colorado and Miner and Miner, Consulting Engineers,
Inc. has been presented to the Board of County Commissioners
concerning electrical service investigation for the Pierce
Asphalt plant, and
WHEREAS, the compensation for said services is estimated to
be approximately $1,500. 00, with a total not to exceed $2 , 000. 00,
and
WHEREAS, the Board of County Commissioners deems it advisable
and in the best interests of Weld County to approve said letter of
agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the letter of agreement
dated March 22, 1979 between Weld County, Colorado and Miner and
Miner, Consulting Engineers, Inc. for electrical service investi-
gation for the Pierce Asphalt Plant, a copy of which is attached
hereto and incorporated herein by reference, be, and hereby is,
approved.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 18th day of
April, A.D. , 1979.

Subject: Electrical Service Investigation
for Pierce Asphalt Plant
Gentlemen:
We are submitting this letter of agreement for your consideration. This
agreement specifies the engineering services Miner and Miner is to provide
Weld County.
Project Scope
Based on our discussions with Wayne Smyth, County Engineer, and a visit to
the site on March 16, 1979, the engineering services will consist of the
following:
1. Investigation of the problem of frequent blowing of fuses at main
panel and transformer bank.
2. Recommendation of a solution to correct the problem.
3. Preparation of a cost estimate to correct the problem by contract.
4. Preparation of plans and specifications in sufficient detail to
permit inclusion of said work in a County contract.
5. Perform necessary inspection of contractor work, including checking
of shop drawings and final inspection, to insure conformance with
plans and specifications.
6. Determination of feasibility of incorporating proposed electrical
improvements into future asphalt plant installation.

Data Required
1. Supplier transformer bank size.
2. Conductor size and type from supplier's transformer bank to main
panel and each sub-panel .
3. Nameplate data from each motor.
4. Panel and sub-panel size in amps.
5. Size, type and style on each breaker, starter, fuse or other
control apparatus.
6. Approximate distances from main panel to sub-panels and to
motor location.
Compensation
Compensation payable by Weld County to the Engineer will be our normal two
times the Engineer's payroll costs for time expended by employees of the
Engineer performing these services plus the actual out-of-pocket expenses
incurred by the Engineer. Out-of-pocket expenses include items such as
printing, subsistence, toll telephone, transportation, etc. , and are charged
on the basis of actual cost to the Engineer without any addition. Additional
services beyond those described above would not be done without the approval
of Weld County. If additional services are authorized, they will be
performed at the Engineer's regular hourly rates .
We estimate the compensation payable to the Engineer for these services
to be $1,500, with a total not to exceed $2,000.
Completion Date
We will have the recommendations, plans, and specifications ready for review
in approximately 14 days after receipt of the notice to proceed. Therefore,
we should have plans and specifications ready for your review on about
April 4, 1979.
