To preserve your appeal rights, your Petition to the County Board of Equalization must be
postmarked or delivered on or before July 15 for real property and on or before July 20 for
personal property — after such date, your right to appeal is lost. You may be required to prove that
you filed a timely appeal; therefore, we recommend that all correspondence be mailed with proof of
mailing.
You will be notified of the date and time scheduled for your hearing. The County Board of
Equalization must mail a written decision to you within five business days following the date of the
decision. The County Board of Equalization must conclude hearings and render decisions by August
5, § 39-8-107(2), C.R.S. If you do not receive a decision from the County Board of Equalization and
you wish to continue your appeal, you must file an appeal with the Board of Assessment Appeals by
September 11.

RE: Protest of Real Property Notice of Valuation for 3519 Cindy Place Greeley 80631
Dear Mr. Woodruff,
The following letter and supporting documentation is in regards to the May 1, 2009 letter and the
Real Property Notice of Valuation (dated April 14, 2009) that I received from you and your office.
I am writing in protest of the increase from $311,217 to $381,272, a total of $70,055 for 1SO-31,
Lot 31 of the Amended Sonny View Estates 1st Filing; real street address of 3519 Cindy Place,
City of Greeley, Weld County, State of Colorado.
Your proposed $70,055, or 22.5% increase is assessed value is incorrect and factually wrong.
This increase is completely unfounded based on existing research both nationally and specifically
for Weld County. Your letter states that your estimate is based on value on June 30, 2008 and
that all data including sales, re -sales and foreclosures were included. If this were true the value
of 3519 Cindy Place Greeley Colorado 80631 would have decreased anywhere between 2.4%
and 9%, with an average depreciation of 4%. Please find the attached EREC House Price
Indices — Year -End 2008 prepared by Sriram Villupuram, PH.D and John P. Gerhard, and dated
May 1, 2009, which validates these depreciation numbers. As shown on page 33 and page 34,
which is where the aforementioned property is located there has been a decline of 9% in
residential home values. In addition to the attached research, the housing recession was
reported in the following reports (these reports were not included but can be found using a
standard internet search engine to find) which indicated the housing recession beginning in 2007
and continuing till now. Please refer to the following publications:

• National Bureau of Economic Research, Housing Recession 2007
• Reuters poll by Emily Kaiser, 2007 Recession
• Global Housing Recession by Morgan Stanley Research group
• 2007 Housing Recession by Dean Barker (Associated Press)
• Ludwig von Mises Institute by Stefan Karlsson April 11, 2007, Housing Recession
• USA Today 2007 Housing Recession by Barbara Hagenbaugh, December 2006.
As you pan see there are numerous reports that document that not only the nation has been
impacted but Weld County homes have depreciated in value also. Therefore I am
recommending the aforementioned home to have an assessed value of $298,768, a decrease
in value of 4%.
I believe this is consistent and a fair assessed value based on the existing data for this area. I
appreciate the opportunity to provide you with this information and look forward to your approval
of this new assessed value of $298,768 in your written response back to me by June 30, 2009. If

The Weld County Board of Equalization has set a date of August 3, 2009, at or about the hour of
2:00 PM, to hold a hearing on your valuation for assessment. This hearing will be held at the Weld
County Centennial Center, First Floor Hearing Room, 915 10th Street, Greeley, Colorado.
You have a right to attend this hearing and present evidence in support of your petition. The Weld
County Assessor or his designee will be present. The Board will make its decision on the basis of
the record made at the aforementioned hearing, as well as your petition, so it would be in your
interest to have a representative present. If you plan to be represented by an agent or an attorney
at your hearing, prior to the hearing you shall provide, in writing to the Clerk to the Board's Office, an
authorization for the agent or attorney to represent you. If you do not choose to attend this hearing,
a decision will still be made by the Board by the close of business on August 5, 2009, and mailed to
you on or before August 12, 2009.
Because of the volume of cases before the Board of Equalization, all cases shall be limited to 15
minutes. Also due to volume, cases cannot be rescheduled. It is imperative that you provide
evidence to support your position. This may include evidence that similar homes in your area are
valued less than yours or you are being assessed on improvements you do not have. Please note:
The fact that your valuation has increased cannot be your sole basis of appeal. Without
documented evidence as indicated above, the Board will have no choice but to deny your appeal.
If you wish to obtain the data supporting the Assessor's valuation of your property, please submit a
written request directly to the Assessor's Office by fax (970) 304-6433, or if you have questions, call
(970) 353-3845. Upon receipt of your written request, the Assessor will notify you of the estimated
cost of providing such information. Payment must be made prior to the Assessor providing such
information, at which time the Assessor will make the data available within three (3) working days,
subject to any confidentiality requirements.
