Environmental Health Services has reviewed this proposal for a mineral resource
development facility including a natural gas compressor station. There are no
employees stationed at the site, so permanent water and sewer is not necessary. The
application indicates that portable toilets, hand washing units and bottled water will be
provided during construction. A drain tank will contain the water utilized to wash
equipment at the facility. As the site may be utilized as storage for oil field equipment, a
detailed waste handling plan is required. The waste handling plan shall also contain
information regarding the amount and disposal method of the waste created from the
use of Triethylene glycol (TEG). An Air Pollution Emission Notice and Emissions Permit
from the Air Pollution Control Division, Colorado Department of Health and Environment
was applied for on March 20, 2009.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan, for on site dust, for review and
approval, to the Environmental Health Services, Weld County Department of
Public Health & Environment.
2. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.

3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirement be incorporated into the permit as a
condition that must be met one month prior to construction activities:
1. The applicant shall submit evidence of a Colorado Discharge Permit System or
CDPS permit from the Colorado Department of Public Health and Environment
(CDPH&E), Water Quality Control Division, to cover stormwater discharges from
construction sites (5 CCR-1002-61) Alternately, the applicant can provide
evidence from CDPH&E that they are not subject to the CDPS requirements.
We recommend that the following requirements be incorporated into the permit as
development standards.
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. Fugitive dust shall be controlled on this site. The facility shall be operated in
accordance with the approved "dust abatement plan", at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code.
7. All potentially hazardous chemicals must be stored and handled in a safe manner
in accordance with product labeling and in a manner that minimizes the release
of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's).
8. Any equipment washing area shall capture all effluent and prevent discharges in
accordance with the Rules and Regulations of the Water Quality Control
Commission, and the Environmental Protection Agency.

9. Adequate toilet facilities (portable toilets) and hand washing units shall be
provided during the construction of the facility.
10. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
11. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
12. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

The Weld County Public Works Department reviewed the submitted application for critical items, including
but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and
Flood Hazard Development Permit. A detailed review of these items was not complete at this step in
process. Comments made during this stage of the review process will not be all inclusive, as revised
materials are submitted other concerns or issues may arise. All issues of concern and critical issues
during further review must be resolved with the Public Works Department.
COMMENTS:
Weld Count/ Road Classification Plan (FHU): (June 2002) WCRs 122 and 89 are local
gravel roads and require a 60 -foot right-of-way at full build out. There is presently a 60 -foot
right-of-way. This roads are maintained by Weld County. Pursuant to the definition of
SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the
future right-of-way line.
Access and Approach:
REQUIREMENTS:
Road Access Policy: (Policy Established Sec. 8-2-10) If a drainage culvert is required, a 15 -
inch corrugated metal pipe is the County's minimum size requirement. If the applicant chooses
to place a larger culvert, please contact the Public Works Department to adequately size your
culvert.
The applicant is indicating that % inch road base will be placed at the approach to provide an
all-weather access to the facility. The gate shall be recessed at least 30 feet from the country
right-of-way line to accommodate vehicles to pull off WCR 122 prior to opening the gate.
Off-street parking spaces including the access drive shall be surfaced with gravel or the
equivalent and shall be graded to prevent drainage problems.
Storm Water Management Plan: The applicant has provided a storm water management plan.
Clay Kimmi, Drainage Division, will be evaluating and commenting on your proposal.

The Weld County Public Works Department reviewed the submitted application for critical items, including
but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and

COMMENTS
The applicant provided a Preliminary Drainage Report/Stormwater Management Plan. The report was
reviewed and comments are being provided below.
The placement of the water quality features appear to be on the north side of the site according to the
Site Plan. Drainage across the site appears to be to the south and east. The water quality features need
to be placed so that runoff from the site can be captured and treated.
A drainage easement needs to be shown on the Site Plan and a legal description of the easement needs
to be described on the Site Plan.
A note needs to be added to the Site Plan that states "Weld County is not responsible for the
maintenance of drainage related features."
The dimension and volume of the water quality features need to be shown on the Site Plan.
The Water Quality Control Volume Calculations appear to be acceptable to Public Works. A final
Drainage Report/Stormwater Management Plan needs to be submitted which addresses the above
comments.

There are no historical Building permits attached to this parcel.
1. A building permit shall be obtained prior to the change of use, or construction of any new
structures
2. A plan review is required for each building for which a building permit is required. Two
complete sets of plans are required when applying for each permit. Include a Code Analysis
Data sheet provided by the Weld County Building Department with each Building permits
Submittal plans shall include a floor plan showing the specific uses of each area for the building.
The Occupancy Classification will be determined by Chapter 3 of the 2006 International Building
Code. The plans shall also include the design for fire separation and occupancy separation
walls, when required by Chapter 5 and 7 of the 2006 International Building Code. Fire Protection
shall conform to Chapter 9 and exiting requirements by Chapter 10.
3. Buildings shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2006
International Building Code; 2006 International Mechanical Code; 2006 International Plumbing
Code; 2006 International Fuel Gas Code; and the 2008 National Electrical Code and Chapter 29
of the Weld County Code.
. 4. All building plans shall be submitted to Pawnee Fire District for review and approval prior to
issue of Building Permits,
