Location of United Power substation on the Vestas Site Dear Kim: I am writing to you in connection with the ongoing development of certain real property located in Weld County, Colorado by Vestas Blades America, Inc. ("Vestas"). The real property subject to ongoing development by Vestas is sometimes called herein the "Vestas Site." As you know, United Power is in the process of constructing and locating a substation on the Vestas Site. This substation will serve only, and will dead end with, the Vestas Site. It will not serve any other property beyond the Vestas Site, and constitutes a terminal substation. If and when the substation serves property outside of the Vestas Site within Weld County, Vestas understands that Weld County will require a 1041 USR and Vestas will proceed through the 1041 USR process. Vestas is very much committed to working with Weld County to that end. If, for any reason, this letter of explanation as to the use of the United Power substation is inadequate, please call me immediately.
