O. BOX 675, LONGMONT, COLORADO 80501. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado, held a public hearing on the 25th day of May, 1977 , at the hour of 2 : 00 o' clock p.m. , for the purpose of hearing the application of Reynolds Cattle Company for the granting of a Special Use Permit for the expansion of a cattle feed lot on the following described real estate, to-wit: All of that parcel of land located in the Ez of the NE4 and the NE4 of the SE4 of Section 30 , T3N, R67W, of the 6th P.M. , Weld County, Colorado, more particularly described as follows: Beginning at a pin and cap at the NE corner of Section 30 , said point being the True Point of Begin- ning; and running South 00°09 ' 16" West, 3,953. 11 feet to a pin and cap at the East 4 corner of the South- east 4 of Section 30; Thence North 88°46 ' 11" West, 1, 304. 05 feet to a pin and cap at the center of the Southeast 4 of Section 30 ; Thence North 00°03 ' 39" West, 3, 958 . 90 feet to a pin and cap at the North 4 corner of the Northeast 4 of Section 30; Thence South 88°31' 53" East, 1, 319. 05 feet to the True Point of Beginning. The applicant submitted a petition form in support of this Special Use Permit request which has boon signed by the majority of the surrounding property owners. The cattle feedlot expansion permitted by this Special Use Permit on the hereon described parcel shall be limited to the facilities shown on the approved and recorded Special Use Permit plan which are designed to handle approximately 1500 cattle. 2. The Special Use Permit area shall be maintained in such a manner so as to prevent fugitive dust, soil erosion, and the growth of noxious weeds. 3. All animal waste disposal facilities installed on the site shall conform with all applicable Weld County and State Health Regulations. 4. There shall be no discharge of wastes into any streams, other bodies of water, or adjacent drainage systems without obtain- ing a Wastewater Discharge Permit from the Colorado Department of Health. 5. The Special Use Permit shall be limited to the plans submitted and governed by the Development Standards stated above and all applicable Weld County regulations. Reynolds requested that they delete the request as proposed by the State Highway Dept . for the deceleration lane. The decleration lane was discussed in some length. MOTION: Be it therefore resolved to recommend to the County Commissioners approval subject to development standards with the deletion of the request by the State Highway Department for the deceleration lane. Box 675 Longmont, CO. 80501 1.2 Weld County 1.3 Location: NE1 SEC30, T3N, R67W 6 miles west of Platteville on Highway 66 or 13 miles east of Longmont on Highway 66. 1.4 Estimated Cost: $5,000.00 1.5 Location of Residences Within i mile: One residence located at feedlot. Two residences located about 2100 feet east of headquarters. One residence located about 1800 feet west of headquarters. One residence located about 2100 feet northeast of headquarters. 1.6 Location of Commercial Developments Within 11 mile: Headquarters of Kurtz Cattle Co. is located about 2100 feet east of headquarters of Reynolds Cattle Company. 1.7 Location of Water Supplies Within z mile: No wells Berthoud and Little Thompson Water District There are numerous irrigated ditches on fields owned by George Reynolds. The St. Vrain River comes within aobut 3,000 feet of headquarters. 1.8 Soil and Water Table Descriptions: Several test holes have been bored at the site of a proposed lagoon to a depth of 13.8 feet. The general description of the soils are: SM material underlain by CL at a depth of 6.9 to 13.8. The logs of two holes drilled are shown on drawing. No water table en- countered within 10' . 1.9 Prevailing Winds: The prevailing winds are from the southwest with an occasional wind from the northwest. I • Engineering Report - 2 1.10 General Description of Operations and Problems: The expansion is planned for about 1600 animals. The size of lots are shown on drawing. The slope of the land is fairly uniform with a 3.5% to 4.5% slope to south and a 2% to 3% slope to the east. No complaints have been filed. It appears lots will be well graded such that wet areas and holes will not be a problem. 1.11 Solution to Problems: Lots will be graded to facilitate runoff into holding pond. A dike about 1.5' high will be used along the west boundary of lots to prevent foreign water from entering lots.., A dike about 1.5' high will be used along the wet boundary of lots to prevent polluted waters from leaving lots. Estimated Runoff: l0YR-24HR Rainfall = 3.1" Drainage Area = 12.88 Acres Volume of Runoff = 3.327 Ac. Ft. Slope - Moderate Peak Flow = 35.4 cfs Pickup Ditch Below Corral Lots: A pickup ditch below the corrals will be constructed to deliver the run-off into the holding pond. The pickup ditch will be constructed with a minimum bottom width of 11.0 feet and a minimum grade of 0.2 feet per 100 feet with 5 to 1 slopes next to the corral and 3 to 1 slope for the ridge. It will have a flow depth of 1.0 feet and freeboard of 0.5 feet. This will have a carrying capacity of 37.5 cubic feet per second. The last 200 feet of the ditch will have no grade and will act as a settling basin. The pickup ditch in this area will have a ridge height of 3.5 feet. Holding Pond: Soils - See Drawing. Depth - 7.0' from bottom to crest of emergency spillway. Bottom elevation = 48.0 HWL = 55.0 Ground water elevation = Below 10' Capacity = 3.327 Acre Feet Plus 0.767 Ac. Ft. Sediment storage. J Engineering Report - 3 Emptying Time = 16.13 hours maximum. Use of Waste = Irrigation of field owned by George Reynolds. Fencing - Holding pond will be fenced and warning signs will be placed on fence. All livestock will be kept out of holding pond area. Structures: A 10" headgate from holding pond will be used to empty runoff waters into an irrigation ditch into a field of about 50 acres. 1.12 A drawing is attached to help in understanding of problem and solution . 1.13 The owner agrees to manage the disposal of the waste in such a manner so as not to pollute the waters of the State of Colorado. Your letter indicated there would, in fact, be a one-third decrease in truck traffic entering the site as a result of your expansion. You also indicated the proposed traffic will be 10-to-12 trucks a day. The Division has changed our requirements on drive- ways from those used when your driveways were permitted. With the ever-increasing demand on our highways , and with the hazards of trucks slowing to exit from these highways, it is our recommendation that the minimum requirement of at least 150 feet of deceleration lane be constructed (75 feet of taper with a 75-foot, full width lane) . This would allow the minimum impact turning trucks will have on through traffic. Weld County Planning will be informed of our minimum recommendations by copy of this letter. The Division has found that large tractor/ trailer rigs tend to be a hazard when entering or leaving the highway. Thus, in order to reduce this conflict, we are requesting an accel/decel lane where it is anticipated to have heavy, large truck movements. I can assure you our requirements, as well as those of the State and County Health Departments, will be carried out under the present plan. Other observations: 1 . The practice is compatable with the agricultural zoning or land use. 2. The practice has good drainage and is not subject to flooding. 3. The surface soils are Otero sandy loam which has few limitations. These particular soils on this site are deep. Again, we could recommend this practice as serving the anticipated need of the feedlot enlargement.
