WELD COUNTY LAW ADMINISTRATION BUILDING
The Weld County Regional Communications Advisory Board met in session in on
Tuesday, November 24th, 2009 at 10:30 a.m. in the Weld County Law Administration
building.
ROLL CALL:
The meeting was called to order by Chairperson Bill Garcia. Present were board
members Bill Garcia, Gary Barbour, Rick Brandt, Rod Deroo, Jim Burack, Carl Harvey,
Kim Fliethman, Jay McDonald, Ron Grannis, Mark Lawley, Juan Cruz, and Phil Tiffany.
Jeff Odell represented Greg Thompson for Greeley Fire. Staff members present were
Mike Savage, Dave Mathis and Susan Johnson. Frank Acosta from Brighton PD and
Commissioner Doug Rademacher were also present.
Frank Acosta introduced himself and expressed an interest in attending the
Communications Advisory Board meetings since Brighton frequently interacts with
South Weld Agencies.
MINUTES:
Juan Cruz moved to accept the minutes from the October 27, 2009 meeting. Rod Deroo
seconded the motion, which carried unanimously.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for October 2009 [refer to
Sgt. Mathis' "October 2009 WCRCC Monthly Report and Personnel Report as of
November 2009].
2. Fire Apparatus Numbering Topic: Bill Garcia met with Mike Savage and
Greeley Police Chief Garner to discuss the limits that dispatch has enforcing the
numbering system during a call. Mike Savage, Chief Gamer and Barry Schafer
(President of the Weld Fire Chief's Association) have also met to discuss the
desire of the Weld Fire Chiefs in this matter. As a result:
• The Communications Center will agree to dispatch County fire
apparatus by the numbering system, and the City of Greeley Fire
Department will continue to be dispatched by their unit numbers since
they operate on their own radio channel.
• Barry Schafer, as President of the Association, will send a letter out to
the members of the Weld Fire Community communicating this policy.
• Bill Garcia, as the Commissioner of the Communications Advisory
Board, will follow up with a letter to each of the Fire Departments
stating support for the Fire Chief Association's position.
3. Emergency Notification System Opt -ins: Dave Mathis reported that the Intrado
contract had been presented to the County Commissioners, signed and the grant
money will soon be transferred to Intrado. The opt -in service will be available
soon after, so a campaign needs to be launched to inform the public.

• The Board discussed having the EOC Emergency Managers (Roy
Rudisell and Steve Blois) assist in this effort since the Emergency
Notification System is part of Emergency Management.
• Elected and public officials may also want to participate
(Commissioners, Mayors, Police Chiefs, Fire Chiefs).
• The E-911 Board may be able to help fund the campaign (Jeff Odell
mentioned that Larimer County spent $17,500 for a marketing plan)
• Bill Garcia will check with Commissioners, to determine the level of
participation they are interested in. He will advise Mike Savage, who
will move things forward from the Communications Center.
NEW BUSINESS
1. Advisory Board Term Expirations: Terms for three members of the Advisory
Board expire the end of December, 2009. All three are eligible to be reinstated.
Mike Savage had discussed their appointments with the individuals and they were
willing to continue serving.
• Juan Cruz moved: we recommend to the County Commissioners that
Board members Mark Lawley, Phil Tiffany and Tim Zimmerman be
retained in their current positions on the board. Jay McDonald
seconded the motion, it carried unanimously.
• Doug Rademacher introduced himself as the 2010 Commissioner
Representative on the Weld Communications Advisory Board. He is
looking forward to working with everyone.
2. Scheduled December 22"d Meeting: The next regular meeting of the
Communications Advisory Board is scheduled for December 22"d. No urgent
business is anticipated. Carl Harvey moved to cancel the December 22"d Advisory
Board meeting. Juan Cruz seconded the motion, the motion carried unanimously.
The next meeting will be on Tuesday, January 26th, 2010. Bill Garcia announced
that this would be his last meeting, since it was the last meeting of 2009, and that
he had enjoyed working with the Advisory Board.
As there was no further business, the meeting was adjourned at 11:00.

Additional Information/Projects
• Through October we have had no Dispatcher resignations or terminations equating to 0% turnover.
• We have only 2 dispatchers still actively training.
• MSAG/GIS Specialist Joslyn Ingbretson resigned effective November 6th to pursue another job
opportunity.
• 911 call answering times county -wide for October 2009:
